Chapter 6: Staffing

Summary

Staffing is the management function of filling and keeping filled the positions in the organisation structure with the right people. It is concerned with human resources and is sometimes described as human resource management, covering recruitment, selection, training, development, appraisal and compensation. Staffing is important because it helps discover competent personnel, ensures higher performance, ensures continuous survival and growth, optimises the use of human resources and improves job satisfaction and morale. The staffing process has steps: estimating manpower requirements, recruitment, selection, placement and orientation, training and development, performance appraisal, promotion and career planning, and compensation. Recruitment is the process of searching for prospective employees and stimulating them to apply; its sources are internal (transfers and promotions) and external (direct recruitment, casual callers, advertisement, employment exchange, placement agencies, campus recruitment, recommendations, web publishing). Selection is the process of choosing the best candidates from the applicants and involves stages such as preliminary screening, tests, the employment interview, reference and background checks, the selection decision, medical examination, the job offer and the contract of employment. Training is the process of increasing the knowledge and skills of an employee for a particular job, while development is the broad growth of an employee for future responsibilities. Training methods are on-the-job (apprenticeship, internship, induction) and off-the-job (vestibule training, lectures, conferences). Training benefits both the organisation and the employees.
