Checked 13 October 2026. Test facts are from HK-dir’s candidate pages and 2026 regulations, read 13 October 2026. The legal rule is statsborgerloven § 8 and statsborgerforskriften § 4-2 on lovdata.no. UDI’s wording is from Wayback Machine captures of June 2026, because udi.no blocks automated reads; open UDI’s live page before you act. Fees are set by each municipality.
People searching for samfunnskunnskapsprøven and people searching for statsborgerprøven are often asking the same thing: which test do I have to pass? Norway runs two knowledge tests on the same curriculum, and they are not interchangeable. One counts for a permanent residence permit in any language. The other exists for citizenship and is in Norwegian only. This guide sets the two side by side from the official pages, gives you a tool that returns your test from four answers, and shows what to do if you passed the “wrong” one.
Official: HK-dir’s “Les om prøven” pages for both tests, read 13 October 2026.
The short answer
For Norwegian citizenship, the law asks an applicant between 18 and 67 to have reached at least level B1 in an oral Norwegian test and to have passed statsborgerprøven (statsborgerloven § 8) [official]. The regulation then exempts anyone who has passed the social studies test in Norwegian (statsborgerforskriften § 4-2 a) [official]. HK-dir puts the two together in one sentence: “Skal du søke om statsborgerskap, må du bestå statsborgerprøven eller ta samfunnskunnskapsprøven på norsk” — to apply for citizenship you must pass statsborgerprøven or take samfunnskunnskapsprøven in Norwegian [official].
For a permanent residence permit, UDI asks applicants between 18 and 67 for the oral Norwegian test at level A2 or higher and “the social studies test in a language you understand” [official: UDI, capture of 16 June 2026]. Statsborgerprøven is not on UDI’s list of approved tests for permanent residence. So the usual order is samfunnskunnskapsprøven first, for permanent residence, and statsborgerprøven later, for citizenship, unless the first one was taken in Norwegian.
Which test do you take?
Four questions. The answer quotes the rule it rests on. Your choices stay in your browser.
Built from statsborgerloven § 8, statsborgerforskriften §§ 4-2 and 4-3, HK-dir’s test pages and UDI’s test-requirement pages. It cannot see your case: UDI decides, and special cases (age 55 and over with a protection background, disability benefit, statelessness, health reasons) have their own rules.
The same logic as a table, for readers on a page where the tool does not run:
| Your situation | Test to take | Rule |
|---|---|---|
| Applying for citizenship, aged 18–67, no social studies test passed | Statsborgerprøven, or samfunnskunnskapsprøven in Norwegian | Statsborgerloven § 8; forskriften § 4-2 a |
| Applying for citizenship, passed samfunnskunnskapsprøven in Norwegian | None: the knowledge requirement is met | Forskriften § 4-2 a; UDI approved-tests list |
| Applying for citizenship, passed samfunnskunnskapsprøven in another language | Statsborgerprøven, or samfunnskunnskapsprøven again in Norwegian | UDI’s approved tests: the citizenship test, or the social studies test in Norwegian (“you must retake it in Norwegian”) |
| Applying for citizenship, under 18 or over 67 at application | None under § 8, which covers ages 18 to 67 | Statsborgerloven § 8 |
| Citizen of another Nordic country who understands Norwegian or Sami | None: exempt from both requirements in § 8, the oral Norwegian test and the knowledge test | Forskriften § 4-3 |
| Norwegian school grade in samfunnsfag, or the university studies the regulation lists | None, if UDI accepts the document | Forskriften § 4-2 b to e |
| Applying for a permanent residence permit, aged 18–67 | Samfunnskunnskapsprøven in a language you understand | UDI test requirements for permanent residence |
Statsborgerprøven and samfunnskunnskapsprøven side by side
Every row below is taken from HK-dir’s own pages for candidates, read on 13 October 2026. Where the two pages word something differently, both wordings are given.
| Item | Statsborgerprøven | Samfunnskunnskapsprøven |
|---|---|---|
| What it is for | Citizenship: “For å søke om norsk statsborgerskap, må du ha bestått statsborgerprøven eller samfunnskunnskapsprøven på norsk” | Documenting knowledge of Norwegian society, for example for a permanent residence permit; also part of the introduction programme |
| Language | Norwegian only; you choose bokmål or nynorsk | 23 languages, chosen at the test centre on the day; must be Norwegian if used for citizenship |
| Norwegian level of the questions | A2 | The Norwegian version is counted as higher than A2 |
| Questions read aloud | Yes, audio files in bokmål and nynorsk | Yes, from an audio file in one of 10 languages |
| Number of tasks | 36 | 38 |
| Tasks that count | 32 (4 are trial tasks) | 34 (4 are trial tasks) |
| Type of task | Multiple choice, three options, one correct | Mostly three-option multiple choice, plus picture tasks where you mark the right place in an image |
| Correct answers to pass | 24 | At least 26 |
| Time | At most 60 minutes | At most 60 minutes |
| Fee | Set by the municipality; “kan variere mellom 300–1800 kroner” | Set by the municipality; “kan variere mellom 500–1300 kroner”; free once for those with a right and duty to the training |
| Curriculum | samfunnskunnskap.no | samfunnskunnskap.no (the same) |
| Result | By e-mail and on Min side; certificate by post 2–4 weeks after the test if you pass | On Min side 2–4 weeks after the test; certificate by post if you pass |
| Appeal | Not on the result; a formal error within three weeks | Not on the result; a formal error within three weeks |
Two lines in that table decide most cases. The first is language. HK-dir’s English page for the citizenship test says it plainly: “If you have passed the social studies test in another language than Norwegian, you must take the citizenship test” [official]. The second is the Norwegian level. HK-dir says statsborgerprøven “har et litt lavere språknivå på norsk enn samfunnskunnskapsprøven”, a slightly lower level of Norwegian: A2, against “higher than A2” for the Norwegian in samfunnskunnskapsprøven [official]. The comparison is about the Norwegian-language versions; it says nothing about the test in other languages. The 2026 regulations add that statsborgerprøven also has questions “av mer allmenn og hverdagslig karakter”, of a more general and everyday kind [official: HK-dir reglement 2026, point 3.4].
The task counts and pass marks are official (HK-dir). The percentages are our arithmetic: 24 ÷ 32 = 75%, 26 ÷ 34 = 76.47%. On both tests you may miss 8 counting tasks.
Where other pages get this wrong
A samfunnskunnskapsprøve passed in English, Arabic, Urdu or any other language does not count for citizenship.
Commonly published instead: pages that say “pass the social studies test or the citizenship test” without the two words that matter: “in Norwegian”.
Statsborgerforskriften § 4-2 a exempts only a social studies test passed “på norsk”. UDI’s test-requirement page says: “You must have taken the final social studies test in Norwegian. If you took it in another language, you must retake it in Norwegian” (capture of 10 June 2026). It still counts for permanent residence.
Samfunnskunnskapsprøven: the 23 languages
Samfunnskunnskapsprøven can be taken in one of 23 languages, and you choose the language at the test centre, not at registration [official: HK-dir]. The list on 13 October 2026: Albanian, Amharic, Arabic, Bosnian/Croatian/Serbian, Dari, English, French, Chinese (Mandarin), Kurdish (Sorani), Norwegian (bokmål and nynorsk), Pashto, Persian (Farsi), Portuguese, Russian, Somali, Spanish, Swahili, Thai, Tigrinya, Turkish, Ukrainian, Urdu and Vietnamese. The questions can be read aloud from an audio file in ten of them: Arabic, Dari, English, French, Norwegian, Pashto, Somali, Sorani, Tigrinya and Urdu.
HK-dir counts Norwegian once, with its two written forms in brackets, so “23 languages” includes Norwegian. If the test is not available in a language you understand well, you can apply to the test centre to take it orally or with an interpreter; HK-dir says to contact the test centre or your municipality as quickly as possible after you have registered [official]. Hindi, Tamil, Bengali, Polish and Lithuanian are not on the list; a candidate with one of those as a first language chooses another listed language, usually English, or asks about an interpreter.
If you want one test to cover both applications
Our reading of the two rules together, not an official recommendation: a samfunnskunnskapsprøve taken in Norwegian satisfies UDI’s permanent-residence requirement, because Norwegian is “a language you understand” if you can pass in it, and it also satisfies the citizenship regulation (§ 4-2 a). A candidate whose Norwegian is already strong can therefore meet both requirements with one sitting. The cost is real, though: the Norwegian in samfunnskunnskapsprøven is rated above A2, the test has two more tasks and picture tasks, and the pass mark is 26 rather than 24.
For most people the safer order is the ordinary one. Sit samfunnskunnskapsprøven in your strongest language when you need permanent residence. Then, when citizenship comes into view, prepare for statsborgerprøven in Norwegian at A2, by which time you will also be working towards B1 in spoken Norwegian. The knowledge is the same both times, so nothing you learned for the first test is wasted. The topic list is in the statsborgerprøven pensum and topic guide.
What does not change between the two tests
- The curriculum. HK-dir: “Statsborgerprøven og samfunnskunnskapsprøven har samme pensum, som ligger på nettstedet samfunnskunnskap.no.”
- The clock: at most 60 minutes for either.
- The place: a test centre’s computer. You cannot take either test on your own machine.
- The rules on aids: none. A phone, a smartwatch, a dictionary or your own notes count as cheating, which can mean no certificate and a one-year wait.
- The ID rule: valid physical ID carrying the same ID number you registered with. A digital driving licence is not accepted.
- The appeal rule: you cannot appeal the result, only a formal error in how the test was run, within three weeks.
All from HK-dir’s candidate pages for the two tests, read 13 October 2026.
What statsborgerprøven does not replace
Passing statsborgerprøven settles one of two test requirements. The other is spoken Norwegian: at least B1 in the oral part of norskprøven for applicants between 18 and 67 (statsborgerloven § 8) [official]. Statsborgerprøven is written at A2, but it is a knowledge test, not a language certificate, and it does not prove your oral level. The full list of conditions, with the routes that shorten the residence time, is in Norwegian citizenship requirements: language level and test.
It also does not replace samfunnskunnskapsprøven for permanent residence. UDI’s list of approved social studies tests for a permanent residence permit names the final test in social studies “in a language of your choice” and the same test in sign language, and nothing else [official: UDI, capture of 16 June 2026]. If you are still on a temporary permit, check that list on udi.no before you book statsborgerprøven early.
Booking either test
| Step | What HK-dir says |
|---|---|
| Find a date | Dates are set by each test centre. In the registration portal choose your county (fylke) to see the centres; those with a date set come first in the list. |
| Pay | The municipality sets the price. Registration is not valid until you have chosen how to pay. Registration is binding: you pay even if you do not sit the test, but with a sick note you may sit it another time. |
| Ask for adaptation | Contact the test centre as soon as possible and at the latest three days after you registered. Extra time, a separate room, or sitting the test orally if your reading is not good enough; no doctor’s statement is needed for the oral sitting. |
| Wait for the call-up | A letter from the test centre two weeks before the test, with date, time and place. |
| On the day | Show valid physical ID with the ID number you registered with, sign the candidate list, and take the seat the test leader gives you. |
| Afterwards | Statsborgerprøven: result by e-mail and on Min side, certificate by post 2–4 weeks after the test. Samfunnskunnskapsprøven: result on Min side 2–4 weeks after the test. |
HK-dir publishes one example test for each of the two tests. It warns that the example is not the test you will get and says it is there to show how tasks look and how you answer on the computer [official]. For questions written from the lesson text itself, with the reason for each answer in English, try our 15 practice questions in Norwegian with English translation and the ten-question mini test in the pass-mark guide.
Practise it, don't just read it
The citizenship test is in Norwegian, so practise in Norwegian.
One practice quiz is live on the exam page: 12 questions in Norwegian on Demokratiet i Norge, three options each, with the reason for every answer in English. None of its questions is repeated in this article.
The whole curriculum on seven pages
Once you know which test is yours, the work is the same either way: the lessons of samfunnskunnskap.no, 57 of them by our count.
The Statsborgerprøven Revision Kit is a seven-page PDF in English, built on the same lessons of samfunnskunnskap.no (57 by our count), with the Norwegian word you will meet in the test printed beside each fact, a Norwegian–English word list, a list of traps and a 20-question self-test. Page 1 is free to read in full. It is a revision aid, not an official document, and it does not replace the lessons.
Frequently asked questions
Is statsborgerprøven the same as samfunnskunnskapsprøven?
No. They share one curriculum, samfunnskunnskap.no, but statsborgerprøven is in Norwegian only at level A2 with 36 tasks and a pass at 24, while samfunnskunnskapsprøven is offered in 23 languages with 38 tasks and a pass at 26.
Which test do I need for Norwegian citizenship?
Statsborgerprøven, or samfunnskunnskapsprøven taken in Norwegian. Applicants between 18 and 67 also need at least B1 in the oral part of a Norwegian test.
I passed samfunnskunnskapsprøven in English. Does it count for citizenship?
No. UDI says a social studies test taken in another language must be retaken in Norwegian. You can take statsborgerprøven instead. Your English-language pass still counts for a permanent residence permit.
Which test do I need for a permanent residence permit?
UDI asks for the social studies test in a language you understand, plus the oral Norwegian test at level A2 or higher, for applicants between 18 and 67.
Can I take statsborgerprøven in English?
No. HK-dir says the test is in Norwegian, in bokmål or nynorsk. You can have the questions read aloud from audio files in Norwegian.
Is statsborgerprøven easier than samfunnskunnskapsprøven?
HK-dir says its Norwegian is at a slightly lower level, A2, and it has two fewer tasks and no picture tasks. The curriculum and the share of correct answers needed are almost the same, 75% against 76.5% by our arithmetic.
How many questions are on each test?
Statsborgerprøven has 36 tasks of which 32 count. Samfunnskunnskapsprøven has 38 of which 34 count. In both, four are trial tasks that do not affect your score.
What do the tests cost?
Each municipality sets its own price. HK-dir gives a range of 300 to 1,800 kroner for statsborgerprøven and 500 to 1,300 kroner for samfunnskunnskapsprøven. The registration portal shows the price at your test centre.
Can I appeal my result?
Not the result itself. You can complain about a formal error in how the test was run, to the test centre, within three weeks of the test.
Do I need both tests?
Many people end up taking both: samfunnskunnskapsprøven for permanent residence and statsborgerprøven for citizenship. If you passed samfunnskunnskapsprøven in Norwegian you do not need statsborgerprøven.
