Checked 13 October 2026. The pass mark and format are from HK-dir’s candidate page, read 13 October 2026. Pass rates are from four press releases of the Ministry of Labour and Social Inclusion (2023 to 2026) and the figure shown on hkdir.no. No authority has published why candidates fail; that section is our reading of the format and is labelled so.
Statsborgerprøven has one of the clearest pass marks of any citizenship test in Europe, and one of the highest pass rates. Both are published. What is not published is why the people who fail do fail, so this guide keeps those two things apart: the first half is official figures with their sources, the second half is our own reading of where marks go, and in between is a ten-question test in Norwegian that marks itself and tells you which topics to read again.
Official: HK-dir, “Les om prøven”, and the figure on hkdir.no’s front page, both read 13 October 2026.
Statsborgerprøven pass mark: 24 of 32
HK-dir’s page for candidates gives the rule in three short lines: “Prøven har 36 oppgaver. 32 av oppgavene teller på resultatet ditt. Du må ha 24 riktige svar for å bestå” [official]. The test has 36 tasks, 32 of them count towards your result, and you need 24 correct answers to pass. Each task is multiple choice with three options and one correct answer. The result is passed or not passed (bestått or ikke bestått); there is no grade.
| Item | Figure | Status |
|---|---|---|
| Tasks you see | 36 | Official (HK-dir). The 2026 regulations say “normalt 36 oppgaver”, normally 36. |
| Tasks that count | 32 | Official (HK-dir) |
| Trial tasks | 4 | Official: “Fire av oppgavene er utprøvingsoppgaver” |
| Correct answers to pass | 24 | Official (HK-dir) |
| Pass mark as a share | 75% | Our arithmetic: 24 ÷ 32 |
| Counting tasks you may miss | 8 | Our arithmetic: 32 − 24 |
| Time allowed | At most 60 minutes | Official (HK-dir) |
| Time per task if you use it all | 100 seconds | Our arithmetic: 3,600 seconds ÷ 36 |
| Options per task | 3, one correct | Official (HK-dir) |
| Language level of the questions | A2, Norwegian only | Official (HK-dir) |
What the four trial tasks mean for you
HK-dir explains the four tasks that do not count: “Vi prøver dem ut for å se om de egner seg til senere prøver. Du får ikke vite hvilke oppgaver dette er” [official]. They are being tried out for later tests, and you are not told which they are. Two consequences follow, and both are our reasoning rather than HK-dir’s words. First, you cannot afford to skip any task on the guess that it is a trial one. Second, the number you should hold in your head is not “24 of 36”. A candidate with 24 right out of all 36 may have fewer than 24 right among the 32 that count. To be certain of passing whichever four are trial tasks, you would need 28 right of 36, since at worst all four trial tasks are among your correct ones.
Where other pages get this wrong
The pass mark is 24 correct of the 32 tasks that count, which is 75%.
Commonly published instead: “24 of 36”, which works out at 67% and makes the test look easier than it is.
HK-dir: 36 tasks, 32 count, 24 correct to pass. Four are trial tasks that do not affect the result and are not marked as such. With 24 right out of 36 you pass only if every one of those 24 is a counting task, that is, only if all four trial tasks are among the twelve you got wrong.
Statsborgerprøven pass rate: the official figures
There is an official pass rate. The Ministry of Labour and Social Inclusion has published it in a press release in each of the last four years, and HK-dir shows the latest figure on its front page. The latest release, dated 17 March 2026, says: “I løpet av 2025 tok 5 973 personer statsborgerprøven i Norge og 5 517 bestod” [official]. In 2025, 5,973 people took the test in Norway and 5,517 passed. HK-dir’s own front page rounds this to 92.4 per cent.
| Year | Candidates who took the test | Share who passed | Source |
|---|---|---|---|
| 2022 | 7,216 | 91% | Ministry press release, 8 February 2023 |
| 2023 | 5,333 | 91.3% | Ministry press release, 7 April 2024 |
| 2024 | 5,116 | 92.5% | Ministry press release, 17 March 2025 |
| 2025 | 5,973 | 92.4% (5,517 passed) | Ministry press release, 17 March 2026; hkdir.no |
Official: Ministry of Labour and Social Inclusion press releases. The 2025 point is HK-dir’s 92.4%; 5,517 ÷ 5,973 is 92.37% by our arithmetic. The axis starts at 85 so the line can be read.
Three readings of that table, with their limits. By our arithmetic 456 people did not pass in 2025 (5,973 − 5,517), roughly one candidate in thirteen. The figures count test sittings reported for the year; the releases do not say how many of those were second attempts, so this is not a first-attempt pass rate. And the rate is not the same everywhere: the release of 7 April 2024, on the 2023 results, named Oslo (93.9 per cent) and Vestland (93 per cent) as the counties with the best results, while the 2026 release lists twelve municipalities, among them Lillesand, Nesodden, Porsgrunn and Voss, where everyone who sat the test in 2025 passed [official].
HK-dir’s director said in the 2024 release that since the test was established in 2017 there has been an increase in the share of candidates who pass [official]. The 2026 release adds a sentence worth remembering when you plan your reading: the Storting decided that statsborgerprøven is a knowledge test based on the learning resource samfunnskunnskap.no, and “Prøven måler ikke graden av integrering hos kandidatene”, the test does not measure how integrated a candidate is [official]. It measures whether you know what the lessons say.
Mini test: ten questions on the topics people skip
These ten questions are ours, written from the lesson text of samfunnskunnskap.no, one from each of ten of the thirteen topics. They are in Norwegian with three options, as in the real test, and each has an English translation. They are not official questions, none is taken from HK-dir’s example test, and none repeats our practice quiz or the kit’s self-test. Democracy and elections are left out on purpose, because our live practice quiz already covers that topic.

Answers and the lesson each one comes from
| # | Question (Norwegian) | In English | Correct answer | Why, and the lesson it comes from |
|---|---|---|---|---|
| 1 | Hvem ble konge over hele Norge i år 872? | Who became king of all Norway in the year 872? | B. Harald Hårfagre (Harald Fairhair) | The lesson says the Viking Harald Hårfagre became king of all Norway in 872. Olav Haraldsson belongs to the battle of Stiklestad in 1030; Haakon 7. was king from 1905. Lesson: De første nordmenn. |
| 2 | Hvilke land grenser Norge til? | Which countries does Norway border? | A. Sverige, Finland og Russland (Sweden, Finland and Russia) | The lesson names three neighbours: Sweden, Finland and Russia. Denmark and Iceland have no land border with Norway. Lesson: Fakta om Norge. |
| 3 | Hva betyr det å ha frikort? | What does it mean to have a frikort (exemption card)? | C. Du slipper å betale egenandeler resten av kalenderåret (You do not pay patient fees for the rest of the calendar year) | Once you have paid a set sum in patient fees (egenandeler) in a year you get a frikort, and then pay no more fees that calendar year. It does not change the GP rule or adult dental costs. Lesson: Helsetjenester. |
| 4 | Når begynner barn på skolen i Norge? | When do children start school in Norway? | A. I august det året de fyller seks år (In August of the year they turn six) | The lesson: children start school in August of the year they turn six. Lesson: Grunnskole. |
| 5 | Hva betyr det å arbeide svart? | What does “arbeide svart” (working off the books) mean? | B. Å jobbe uten kontrakt og uten å betale skatt (To work without a contract and without paying tax) | Svart arbeid is work without a contract and without paying tax. The lesson calls it illegal and economic crime, and both employer and employee can be punished. Lesson: Lønn og skatt. |
| 6 | Hva er hovedregelen før et ektepar kan be om skilsmisse? | What is the main rule before a married couple can ask for a divorce? | C. De må være separert i ett år (They must be separated for one year) | The main rule is one year of separation first. The lesson adds that with forced marriage or violence in the marriage a divorce can be given at once. Lesson: Ekteskap og familie. |
| 7 | Hva er nettolønn? | What is nettolønn (net pay)? | B. Lønn etter skatt (Pay after tax) | Nettolønn is pay after tax; bruttolønn is pay before tax. The two words are easy to swap under time pressure. Lesson: Personlig økonomi. |
| 8 | Hva er dugnad? | What is a dugnad? | A. Frivillig, ubetalt arbeid som blir gjort i et fellesskap (Voluntary, unpaid work done together) | Dugnad is voluntary, unpaid work done as a group, common in clubs, housing co-operatives and kindergartens. Lesson: Dugnad. |
| 9 | Hvilken av disse er en ikke-fornybar ressurs? | Which of these is a non-renewable resource? | C. Olje (Oil) | The lesson lists oil, gas and coal as non-renewable; wind, water, sunlight, animals, trees and plants as renewable. Lesson: Bærekraftig utvikling. |
| 10 | Når ble FNs verdenserklæring om menneskerettigheter vedtatt? | When was the UN Universal Declaration of Human Rights adopted? | A. 1948 (1948) | The declaration was adopted in 1948. 1814 is the year of the constitution and 1989 the year Sametinget opened, so both distractors are real dates from other lessons. Lesson: Menneskerettigheter. |
If you missed two or more, do not go back to the questions; go to the lessons named in the last column. The full list of 13 topics and 57 lessons, with a tracker you can tick, is in the statsborgerprøven pensum and topic guide, and fifteen more questions of the same kind are in the Norwegian citizenship test in English guide.
Why people fail statsborgerprøven
No authority has published an analysis of why candidates fail. The ministry’s releases give how many passed and where; HK-dir’s pages give the rules. Neither says which topics or which kinds of task cost the 456 candidates of 2025 their pass. Anyone who tells you “most people fail on history” is guessing. What follows is our own reading of the test’s format and of the lesson text, and it should be weighed as that.
| Where marks can go (our reading) | What the official source says | What to do about it |
|---|---|---|
| Reading the question in Norwegian | The test is in Norwegian only, written at A2. Samfunnskunnskapsprøven, which many candidates took earlier, could be taken in 23 languages. | Revise with the Norwegian term beside each fact, and use the audio files in the test if listening is easier than reading. |
| Options that are all true somewhere | Each task has three options and one correct answer. | Learn pairs that swap easily: brutto and netto, kommune and fylkeskommune, largest lake and longest fjord. |
| Reading only the “big” topics | The curriculum is all of samfunnskunnskap.no; HK-dir says the example tasks are not designed to cover the whole knowledge base. | Open all 13 topics, including health, personal economy, sustainability and critical thinking. |
| Counting on 24 of 36 | 32 tasks count; 4 are trial tasks and are not marked. | Aim for 28 or more in practice, and answer every task. |
| Treating the example test as the test | HK-dir: the example test is not the test you will get; it shows how tasks look and how to answer on the computer. | Use it once for the format, then go back to the lessons. |
| Not asking for adaptation | Extra time, a separate room or an oral sitting can be requested, at the latest three days after registering. | If reading is the obstacle, contact the test centre on the day you register. |
| Losing the sitting on a rule | Valid physical ID with the registered ID number is required; aids such as a phone or smartwatch count as cheating, which means no certificate and a one-year wait. | Check your ID against your registration the week before, and leave the phone outside. |
The first row deserves the most weight. A candidate who passed samfunnskunnskapsprøven in Arabic or English three years ago already knows the content, and then meets the same content in Norwegian. The fact has not changed; the word for it has. “Egenandel”, “fastlege”, “fagforening”, “myndighetsalder”, “allemannsretten” are everyday words in the lessons and they are exactly what a three-option task is built from. This is why the mini test above keeps the Norwegian term in every explanation.
The second row is about how three-option tasks are written. A good wrong option is a true statement about something else. In our question on the longest fjord, the two wrong options are the largest lake and the longest river from the same lesson. HK-dir does not publish how its tasks are built, so we do not claim the real test does this in every task, but any test with one correct answer in three has to draw its other two from somewhere, and the lessons are the only place to draw them from.
If you do not pass
- You cannot appeal the result. HK-dir: there is no possibility to complain about the result of statsborgerprøven.
- You can complain about a formal error in how the test was run, to the test centre, within three weeks of the test.
- You can register again. Test dates are set by each test centre, and the fee is paid again; it varies between 300 and 1,800 kroner by municipality.
- Nothing in the candidate pages limits how many times you may sit the test. The one-year wait applies only to candidates caught cheating.
- Statsborgerloven § 8 asks for a passed test. It sets no limit on attempts and does not ask how many sittings it took.
The first four points are from HK-dir’s candidate pages. The last is our reading of § 8, which sets a condition and says nothing about attempts.
On the calendar: HK-dir says you can see your result the day after the test; it comes by e-mail and on Min side, and the certificate (prøvebevis) is sent by post two to four weeks after the test if you pass [official]. If your application date is fixed by your residence time, count that wait in. The other conditions, including B1 in spoken Norwegian, are set out in Norwegian citizenship requirements: language level and test.
Practise it, don't just read it
Ten questions are a sample; a pass needs the whole curriculum.
One practice quiz is live on the exam page: 12 questions in Norwegian on Demokratiet i Norge, three options each, with the reason for every answer in English. None of its questions is repeated in this article.
The whole curriculum on seven pages
If the mini test sent you back to three or four topics, read them with the Norwegian terms beside the facts.
The Statsborgerprøven Revision Kit is a seven-page PDF in English, built on the same lessons of samfunnskunnskap.no (57 by our count), with the Norwegian word you will meet in the test printed beside each fact, a Norwegian–English word list, a list of traps and a 20-question self-test. Page 1 is free to read in full. It is a revision aid, not an official document, and it does not replace the lessons.
Frequently asked questions
What is the pass mark for statsborgerprøven?
You need 24 correct answers among the 32 tasks that count. The test shows 36 tasks; four are trial tasks that do not affect your result.
What percentage do I need to pass?
HK-dir gives the mark as 24 correct answers, not as a percentage. By our arithmetic 24 of 32 is 75%.
What is the pass rate for statsborgerprøven?
In 2025, 5,973 people took the test and 5,517 passed, which HK-dir gives as 92.4%. The share was 92.5% in 2024, 91.3% in 2023 and 91% in 2022, according to the ministry’s press releases.
Do I know which tasks are trial tasks?
No. HK-dir says you are not told which four tasks are being tried out, so answer every task as if it counts.
How long do I have?
At most 60 minutes for 36 tasks. That is 100 seconds a task by our arithmetic if you use the whole hour.
Why do people fail statsborgerprøven?
No authority has published an analysis. Our reading of the format is that the Norwegian wording, similar-looking options and unread topics cost most marks, but that is our view and not an official finding.
Can I retake the test if I fail?
Yes. You register and pay again at a test centre. HK-dir’s pages set a one-year wait only for candidates who cheated.
Can I appeal a fail?
Not the result. You can complain about a formal error in how the test was carried out, to the test centre, within three weeks.
When do I get my result?
HK-dir says you can see it the day after the test, by e-mail and on Min side. If you pass, the certificate is sent by post two to four weeks after the test.
Are the questions in this guide real test questions?
No. They are our own, written from the lesson text of samfunnskunnskap.no. HK-dir publishes one example test, which it says is not the test you will get.
Is there a grade?
No. The result is passed or not passed.
