Checked 13 October 2026. The topic and lesson names are the bokmål version of samfunnskunnskap.no as saved on 12 October 2026. HK-dir can add, rename or rewrite lessons at any time, and the count of 13 topics and 57 lessons is ours, not a number HK-dir prints. No authority publishes how many tasks come from each topic.
The statsborgerprøven pensum is not a book and not a PDF. It is a website. HK-dir’s page for candidates says: “Statsborgerprøven og samfunnskunnskapsprøven har samme pensum, som ligger på nettstedet samfunnskunnskap.no” [official]. The site is free, and it is long. This page puts every tema and every lesson on one screen, in Norwegian with the English name beside it, says in a line what each topic is about, and gives you a tracker so you can see what is left.
13 and 57 are our count of the bokmål site as saved on 12 October 2026. The three areas and the 36 tasks are official (HK-dir).
Where the statsborgerprøven pensum comes from
Three layers sit on top of one another. At the top is the curriculum plan for social studies for adult immigrants, which HK-dir’s page for samfunnskunnskapsprøven summarises as three subject areas: Utdanning, kompetanse og arbeidsliv (education, skills and working life), Familie, helse og hverdagsliv (family, health and everyday life) and Norge før og nå (Norway then and now) [official]. Below it is the learning resource samfunnskunnskap.no, which turns those areas into topics and lessons. At the bottom is the test, which HK-dir writes from the resource.
The ministry’s release of 17 March 2026 states the link: the Storting has decided that statsborgerprøven is a knowledge test based on the learning resource samfunnskunnskap.no. The same release says of the published example questions that they are not designed to cover the whole knowledge base, and that the site is what covers it [official]. In other words, the example test tells you the format and the site tells you the content.
| Subject area in the curriculum plan | In English | Topics on samfunnskunnskap.no that carry it (our grouping) |
|---|---|---|
| Utdanning, kompetanse og arbeidsliv | Education, skills and working life | Skole og utdanning; Arbeidsliv; Kritisk tenkning og digital dømmekraft |
| Familie, helse og hverdagsliv | Family, health and everyday life | Helse; Familieliv; Personlig økonomi; Fritid; Retten til et fritt og selvstendig liv |
| Norge før og nå | Norway then and now | Ny i Norge; Historie; Dette er Norge; Bærekraft; Menneskerettigheter og demokrati |
The first two columns are official. The third is our own sorting of the site’s topics under the plan’s three areas; neither HK-dir nor the site prints such a mapping, and some topics could sit under two areas.

Our count of the bokmål site as saved on 12 October 2026. A lesson count is not a task count: no authority publishes how the 36 tasks are spread over the topics.
Read the chart for what it is. Helse and Arbeidsliv have seven lessons each, Personlig økonomi and Kritisk tenkning two each. That tells you where the reading time goes. It does not tell you where the tasks come from, because HK-dir does not publish a weighting by topic, and no past papers exist to count from: the tests are not released. A plan that drops the short topics because they are short is a bet against information nobody outside HK-dir has.
Statsborgerprøven revision tracker: 57 lessons, 13 topics
Tick a lesson when you have read it and can explain its main facts without looking. The tracker tells you how far you are and which topics you have not opened yet.
Ticks are saved only in this browser on this device. The lesson list is the bokmål site as saved on 12 October 2026; HK-dir can add or rename lessons.
What each tema is about, with one fact from its lessons
One line on each topic and one fact taken from a lesson in it, so you can judge how much is new to you. The facts are from the bokmål lesson text; the English is our translation.
| Tema | What it covers | One fact from the lessons |
|---|---|---|
| Ny i Norge | Arriving, residence rules, the introduction programme and the integration Act | Citizens of EU/EEA countries can work in Norway without applying for a residence permit, but must register with the police. |
| Historie | From the first Norwegians through the unions, 1814 and 1905, two world wars and the modern country | On 7 June 1905 the Storting declared the union with Sweden dissolved; Haakon 7. was king from 1905 until he died in 1957. |
| Dette er Norge | Geography, public holidays, religion and belief, equality, minorities, the Sami | 17 May is the national day, marking the constitution of 17 May 1814; it is a public day off and the shops are closed. |
| Helse | Lifestyle, health services, dental health, pregnancy and children, mental health, identity, moving to a new country | Children under 16 do not pay a patient fee (egenandel) at the doctor. |
| Skole og utdanning | Kindergarten, school, home–school co-operation, upper secondary and higher education, adult education, Norwegian classes | Most children go to public schools; under five per cent go to a private grunnskole. |
| Arbeidsliv | Unions, law at work, the welfare state, pay and tax, the labour market, job seeking, routes to work | Employees have a right to four weeks and one day of holiday a year, though many have five weeks. |
| Familieliv | Marriage and family, children’s rights, bringing up children, living in two cultures, the child welfare service | Thirty per cent of couples who live together are cohabitants (samboere); seventy per cent are married. |
| Personlig økonomi | Pay slips, budgets, loans, and renting or buying a home | Bruttolønn is pay before tax; nettolønn is pay after tax. |
| Fritid | Dugnad, social arenas such as clubs and associations, political engagement | Dugnad is a usual way of working in clubs and associations, and in a housing co-operative residents often join one in spring. |
| Bærekraft | Nature and natural resources, sustainable development, protecting nature and the environment | Under allemannsretten we also have duties: not to harm animals or nature, and to clear up after ourselves. |
| Menneskerettigheter og demokrati | Human rights, democratic rights and duties, how Norway is governed, elections and parties | The UN Universal Declaration of Human Rights was adopted in 1948. |
| Retten til et fritt og selvstendig liv | Violence in close relationships, forced marriage, genital mutilation, negative social control | It is forbidden in Norway to force anyone to marry. |
| Kritisk tenkning og digital dømmekraft | Critical thinking and ethics, social media and digital judgement | Kildekritikk means assessing what you read. |
Some of these topics are easy to leave for last because they do not sound like a citizenship test: sustainability, personal economy, critical thinking and digital judgement. They are on the site today, so they are in the curriculum today. If your notes come from a course you took some years ago, compare them with the list above before you rely on them; we cannot tell you from the saved pages when each lesson was added.
One place where the lesson and the government’s own page differ
The lesson “Minoritet og majoritet i Norge” lists the national minorities as six groups: “samer, jøder, kvener/norskfinner, skogfinner, romer, romanifolk/tatere”, and gives its source as regjeringen.no [official: samfunnskunnskap.no]. The government’s own page on national minorities, as captured on 1 October 2026, lists five: Kvens/Norwegian Finns, Jews, Forest Finns, Roma and Romani people/Tater, and treats the Sami separately, as an indigenous people [official: regjeringen.no]. The lesson “Samene” on the same site says: “Samene er Norges urbefolkning.”
| Source | Groups listed as national minorities | The Sami |
|---|---|---|
| samfunnskunnskap.no, lesson “Minoritet og majoritet i Norge” | Six: samer, jøder, kvener/norskfinner, skogfinner, romer, romanifolk/tatere | Included in the list |
| regjeringen.no, “Nasjonale minoriteter” (capture of 1 October 2026) | Five: kvener/norskfinner, jøder, skogfinner, romer, romanifolk/tatere | Not in the list; described as an indigenous people |
| samfunnskunnskap.no, lesson “Samene” | Not a list of minorities | “Samene er Norges urbefolkning” |
We print both and do not choose between them. For the test, the curriculum is the site, so know the lesson’s list as the lesson gives it, and know from the lesson “Samene” that the Sami are Norway’s indigenous people. We cannot tell you how HK-dir would key a task on the number of national minorities, and we have not written a practice question on that number for that reason. If you want certainty, the question to put to your test centre or to HK-dir is which of the two lists a task would follow.
How to use the list
A reading order that follows the site
- Start with the topics you have never read in Norwegian, not the ones you like. The tracker’s “Not started” line shows them.
- Read each lesson in bokmål, with the English version of the same lesson open in a second tab if you need it. The site has the lessons in many languages.
- For each lesson write down the Norwegian key words, since the test is in Norwegian at A2 and the options are built from those words.
- When a topic is ticked, test it: explain three facts from it aloud without looking.
- Leave HK-dir’s example test until late. It shows the format on the computer; it is not a sample of every topic.
- Keep the last two days for the topics with the most lessons, Helse and Arbeidsliv, because they are the longest to re-read.
Our suggestion. HK-dir does not prescribe an order or a number of study hours.
How long the reading takes depends on your Norwegian, and nobody publishes a figure for it. The tracker turns your own pace into days: 57 lessons at three a day is nineteen days, at five a day twelve (our arithmetic). When you have ticked the list, check yourself on the ten-question mini test and the fifteen practice questions with English translation. If you are not yet sure this is the test you need, read statsborgerprøven vs samfunnskunnskapsprøven first, and for the other conditions of a citizenship application see the requirements guide.
Practise it, don't just read it
One topic of the thirteen, Demokratiet i Norge, already has a full practice quiz.
One practice quiz is live on the exam page: 12 questions in Norwegian on Demokratiet i Norge, three options each, with the reason for every answer in English. None of its questions is repeated in this article.
The whole curriculum on seven pages
The topic list tells you what to read. The kit is what you revise from once you have read it.
The Statsborgerprøven Revision Kit is a seven-page PDF in English, built on the same lessons of samfunnskunnskap.no (57 by our count), with the Norwegian word you will meet in the test printed beside each fact, a Norwegian–English word list, a list of traps and a 20-question self-test. Page 1 is free to read in full. It is a revision aid, not an official document, and it does not replace the lessons.
Frequently asked questions
What is the pensum for statsborgerprøven?
The website samfunnskunnskap.no. HK-dir says statsborgerprøven and samfunnskunnskapsprøven share the same curriculum, which is on that site.
How many topics are there?
We count 13 topics and 57 lessons on the bokmål site as saved on 12 October 2026. HK-dir does not print a total, and it can add or change lessons.
Which topics have the most questions in the test?
Nobody outside HK-dir knows. No weighting by topic is published and the tests are not released, so read every topic.
Is the pensum the same as for samfunnskunnskapsprøven?
Yes. HK-dir says the two tests have the same curriculum. Statsborgerprøven is in Norwegian only and its questions are of a more general, everyday kind.
Can I read the pensum in English?
Yes. samfunnskunnskap.no has the lessons in many languages, English among them. The test itself is in Norwegian, so learn the Norwegian key words as well.
Is there an official book or PDF?
HK-dir points candidates to the website and to one example test. We found no official book or PDF of the curriculum for candidates.
How many national minorities does Norway have?
The lesson on samfunnskunnskap.no lists six groups including the Sami, and another lesson on the same site says the Sami are Norway’s indigenous people. The government’s own page lists five and treats the Sami as an indigenous people. We print both and do not pick one.
Do I need to know current news?
The curriculum is the lesson text. The candidate pages do not mention current affairs as a subject of the test.
Does the tracker save my progress?
Only in the browser you use, on that device. Nothing is sent to us.
How long does it take to read everything?
No official figure exists. At three lessons a day 57 lessons take nineteen days by our arithmetic; your pace depends on your Norwegian.
