Checked 13 October 2026. The rule is statsborgerloven § 8 and statsborgerforskriften §§ 4-1 and 4-3 as shown on lovdata.no on 13 October 2026. UDI’s lists of approved tests are Wayback Machine captures from February to June 2026, because udi.no blocks automated reads: open UDI’s live page before you rely on a list. Test facts are HK-dir’s, read 13 October 2026. UDI decides every case.
The search norskprøve statsborgerskap nivå has a short answer and a longer one. The short answer: for Norwegian citizenship, an applicant between 18 and 67 needs B1 in the oral part of a Norwegian test, and nothing in reading, listening or writing. The longer answer is about the edges: which older tests count, who needs only A2, who needs no test at all, what changed in 2022 and for whom the old level still applies. This page gives the longer answer from the law text and from UDI’s own lists. The full set of conditions for citizenship (residence time, identity, police certificate, the fee) is in Norwegian citizenship requirements: language level and test; this page stays with the language test and does not repeat that one.
Official: statsborgerloven § 8 and statsborgerforskriften § 4-1 (lovdata.no, read 13 October 2026).
Norskprøve statsborgerskap nivå: the sentence in the law
Applicants between 18 and 67 must have reached at least level B1 in an oral test in Norwegian and have passed statsborgerprøven; the 18-year line is counted from the time of application [official]. The second paragraph lets the King make regulations on the requirements, “blant annet om unntak fra kravene”, including on exemptions. Those regulations are statsborgerforskriften chapter 4.
Read as a list, the sentence settles most questions people ask.
| Question | What § 8 says | What it does not say |
|---|---|---|
| Which skill? | Speaking. The words are “muntlig prøve i norsk”. | It names no level in reading, listening or writing. |
| Which level? | “Minimum nivå B1”. A higher result also meets it. | It does not ask for B2. |
| Which test? | An oral test in Norwegian. The paragraph does not name norskprøven. | Which tests are approved is in UDI’s lists, below. |
| Who? | Applicants between 18 and 67, the 18-year line counted at the time of application. | It says nothing about applicants under 18 or over 67 needing a test. |
| What else? | A passed statsborgerprøve, in the same sentence. | The level of that test: HK-dir gives it as Norwegian at A2. |
HK-dir, which makes the test, says the same in plain words on its page about language levels: “Hvis du skal søke om norsk statsborgerskap, må du ha et muntlig nivå på B1. Dette har Stortinget bestemt” [official]. And UDI’s page on test requirements, as captured on 10 June 2026, lists what must be passed “when submitting your documents to the police”: the oral Norwegian test at level B1 or higher, and the citizenship test or the social studies test in Norwegian [official, archived].
What the official text says
The written parts of norskprøven are not required for Norwegian citizenship. Of norskprøven’s four parts the law names the oral one only.
Do not assume: that you must pass “norskprøven B1”, meaning all four parts, or that you need B1 in writing.
Statsborgerloven § 8 says “minimum nivå B1 på muntlig prøve i norsk”. UDI’s list of approved tests names “the oral test segment” of norskprøven. Reading, listening and writing results are asked for elsewhere: all four at B2 for admission to higher education, all four at B1 for exemption from the duty to take Norwegian training. They are not asked for here.
What changed on 1 October 2022, and for whom the old level still applies
The note Lovdata prints under § 8 gives the paragraph’s history. Two entries matter. The paragraph was changed by an Act of 29 April 2016, in force from 1 January 2017, and the note records that under that Act the new requirements apply to applications for Norwegian citizenship made after it came into force. It was changed again by an Act of 30 October 2020, “i kraft 1 okt 2022” under a royal decree of 26 August 2022, with a transitional rule in the amending Act [official]. HK-dir’s statsborgerprøve pages carry the plain-language version: the Storting decided that the requirement for spoken Norwegian is raised to level B1 for Norwegian citizenship, and the change came into force on 1 October 2022 [official].
| When | What the official text records | Source |
|---|---|---|
| From 1 January 2017 | An amendment to § 8 comes into force; the new requirements apply to applications made after that date. | Lovdata’s amendment note under § 8 |
| From 1 October 2022 | The oral level in § 8 is B1. HK-dir: the requirement “heves til nivå B1”. | Lovdata’s note under § 8; HK-dir |
| Applications made before 1 October 2022 | UDI lists “You applied for Norwegian citizenship before 1 October 2022” among the cases where A2 in the oral test is sufficient. | UDI (capture of 10 June 2026) |
| Today, 13 October 2026 | § 8 reads “minimum nivå B1 på muntlig prøve i norsk”. | lovdata.no |
Lovdata’s note does not describe what each amendment contained, and we do not fill that in from memory. What can be said from the official texts in front of us is this: the level is B1 now, it has been since 1 October 2022, and A2 remains the level for the groups in the next section. A2 is also the oral level UDI asks for a permanent residence permit, which is one reason the two get mixed up: a result that was enough for your permanent residence may not be enough for citizenship.
Who needs only A2, and who needs no oral test
Statsborgerforskriften § 4-1 lists nine groups that are exempt from the requirement to master spoken Norwegian, each of which the applicant must be able to document. Its closing sentence sends four of them back to an A2 requirement. The live requirements guide prints the nine letters in full; here they are grouped by what they lead to.
| Outcome | Letters of § 4-1 | Who (our summary of the regulation) |
|---|---|---|
| No oral test asked | a, b, c, d, h | A grade of 2 or higher in Norwegian or Sami from grunnskolen; a half-year assessment or grade of 2 or higher in Norwegian or Sami in upper secondary education; completed studies in Norwegian or Sami at university level equal to 30 credits; meets the entry requirement for studies in Norwegian or Sami at a university or college in Norway; holds a decision exempting him or her from the duty to take the final test in Norwegian. |
| A2 in the oral test | e, f, g, i | Came to Norway on an application for protection or as a resettled refugee and has turned 55; receives disability benefit and has turned 55; special health reasons or personal circumstances outside the person’s control make it impossible to pass a Norwegian test at B1 or higher; is stateless. |
| Not even A2 | e, f, g, i with weighty reasons | The closing sentence: A2 is required “med mindre det foreligger tungtveiende årsaker til at vedkommende bør fritas fra språkkravet”, unless weighty reasons mean the person should be released from the language requirement. |
| Exempt from all of § 8 | None: this is § 4-3 | A citizen of another Nordic country who understands Norwegian or Sami. |
| Outside the age band | None: this is § 8 itself | Applicants under 18 at the time of application, and applicants over 67. |
UDI’s page on the school and study exemptions, as captured on 16 June 2026, adds what counts as documentation [official, archived]. A diploma or a transcript of grades is needed for the school exemptions, and UDI writes that “Having only completed primary school, a vocational certificate, or a half-year assessment is not sufficient” for them. UDI gives examples of meeting the entry requirement: a passed level 3 (Trinn 3) exam at university, an approved assessment of real competence at VG3 level for those who have reached 25, admission to a study programme at a Norwegian university or college where the main language of instruction is Norwegian, or a completed study programme taught in Norwegian. The same UDI page (capture of 16 June 2026) also lists a completed Module 1 in modular vocational training (MFY) with an approved certificate of competence among the ways to show sufficient Norwegian; that item is on UDI’s page and is not one of the letters of § 4-1 as Lovdata showed the paragraph on 13 October 2026, so ask UDI how it applies to you.
One sentence on UDI’s page and one in the regulation do not read the same, and we print both. The regulation’s letter b accepts a “halvårsvurdering” (half-year assessment) of 2 or higher in Norwegian or Sami in upper secondary education. UDI’s text under the upper-secondary exemption names a half-year assessment among the accepted results and then repeats the sentence that having only a half-year assessment is not sufficient. We cannot tell from the page which is meant. If a half-year assessment is the document you would rely on, get UDI’s answer in writing.
Norskprøve for statsborgerskap: which oral level, and does my result prove it?
Built on statsborgerloven § 8, statsborgerforskriften §§ 4-1 and 4-3 (lovdata.no, 13 October 2026) and UDI’s lists of approved tests (Wayback Machine captures of 2026). It does not check your other conditions and it is not a decision.
Which test proves it: UDI’s lists
For most applicants the proof is the oral part of norskprøven, taken at a test centre in Norway. UDI’s lists are longer than that: they include tests that no longer run. The tables are UDI’s lists as the Wayback Machine captured them (level B1 and higher on 12 February 2026 and again on the main page on 10 June 2026; level A2 on 14 April 2026).
| Approved at B1 or higher (UDI) | Result UDI names |
|---|---|
| The oral part of norskprøven, from HK-dir, Kompetanse Norge (2017–2022) or VOX (2014–2017) | B1 or B2 |
| Test of sign language proficiency (prøve i tegnspråklig kommunikasjon), same bodies | B1 or B2 |
| The oral part of Norskprøve 3, from Norsk Språktest (held 2005–2014) | The oral part (no score named) |
| The oral part of Språkprøven i norsk for voksne innvandrere (held 1999–2005) | The oral part (no score named) |
| Språkprøven i norsk for voksne innvandrere (held 1996–1999) | 220 points or more |
| Test i norsk for fremmedspråklige – mellomnivå (held 1992–1996) | 220 points or higher |
| Norskprøven C1 – høyere akademisk nivå: the reading comprehension and oral communication part | That part of the C1 test |
| The oral part of Test i norsk – høyere nivå (Bergenstesten), from Folkeuniversitetet | “Passed” or better; 500 points or higher if taken before autumn 2009 |
| Approved at A2 (UDI) | Result UDI names |
|---|---|
| The oral part of norskprøven, from HK-dir, Kompetanse Norge (2017–2022) or VOX (2014–2017) | A2 |
| Test of sign language proficiency, same bodies | A2 |
| The oral part of Norskprøve 2, from Norsk Språktest (held 2005–2014) | Corresponds to level A2 |
HK-dir’s page for test centres confirms the old equivalences from its side: Norskprøve 2 and Norskprøve 3 were held for the last time in February 2014; “Norskprøve 2 tilsvarer nivå A2 i den nye norskprøven. Norskprøve 3 tilsvarer nivå B1 i den nye norskprøven” [official]. If you lost an old certificate, HK-dir’s result page explains the two routes: for tests after March 2014, only the test centre can send a copy; for tests before March 2014, HK-dir sends a letter confirming the result, which it says is not a certificate.
Getting the B1: what to know about the oral part
| Point | What HK-dir says |
|---|---|
| What you register for | A band: A1–A2, A2–B1 or B1–B2. There is no test called “B1”. |
| Can the result be above the band? | In the oral test, yes: you can get a lower or a higher result than the level you registered for, and a sensor who thinks you can manage more can give an extra question from the level above. |
| How B1 is decided | A sensor crosses seven criteria on a form. To be placed at a level you must be at that level on all of them. |
| Do I have to take the other three parts? | No. You decide how many parts to take: all four, or one, two or three. |
| Where | Only in Norway, at a test centre. Norskprøven cannot be taken abroad; HK-dir names a few centres that accept candidates who live abroad. |
| When the result comes | The FAQ says about three weeks, but each period has its own published date and it can be longer: for the winter 2026 period (tests 30 November to 4 December) the result date is 7 January 2027. |
| If the result is A2 | You can take the part again in a later period; the latest and best result stands on the certificate. Under integreringsforskriften § 42 the oral level cannot be appealed, only formal errors in how the test was run. |
| Showing the result | A certificate comes by post. Vitnemålsportalen shows your latest and best results in norskprøven, samfunnskunnskapsprøven and statsborgerprøven and lets you share them. |
What a B1 answer sounds like next to an A2 answer, with the seven criteria and a practice timer, is in norskprøve B1 muntlig: example tasks and model answers. Registration windows, fees and the next test periods are in the requirements guide. If you are also taking the writing part for another reason, see norskprøve skriftlig A2–B1: sample texts with marking; if somebody has told you that you need B2, check who is asking in norskprøve B2: who needs it.
Putting the two tests of § 8 in order
- The oral norskprøve is held in published periods, usually four a year (HK-dir says not every centre runs every period), with a five-day registration window about five weeks before. Its date comes from the period, so settle it first.
- Statsborgerprøven has no national calendar. Each test centre sets its own dates, and the result is visible the day after the test.
- So book the oral test first, in the next window, and fit statsborgerprøven around it.
- UDI wants both passed when you hand your documents to the police. A result that arrives after that appointment is late.
The first, second and fourth points are from HK-dir and UDI. The order in the third is our suggestion.
Practise it, don't just read it
The second test in § 8 has a published curriculum you can start today.
One practice quiz is live on the exam page: 12 questions in Norwegian on Demokratiet i Norge, three options each, with the reason for every answer in English. None of its questions is repeated in this article.
The whole curriculum on seven pages
The oral test measures how you speak. Statsborgerprøven measures what you have read, and that part can be shortened.
The Statsborgerprøven Revision Kit is a seven-page PDF in English, built on the same lessons of samfunnskunnskap.no (57 by our count), with the Norwegian word you will meet in the test printed beside each fact, a Norwegian–English word list, a list of traps and a 20-question self-test. Page 1 is free to read in full. It is a revision aid, not an official document, and it does not replace the lessons.
Frequently asked questions
What level of norskprøve do I need for citizenship?
At least B1 in the oral part, if you are between 18 and 67 when you apply. Statsborgerloven § 8 names the oral test only.
Do I need to pass the written norskprøve for citizenship?
No. The law asks for “minimum nivå B1 på muntlig prøve i norsk”. Reading, listening and writing results are not part of the citizenship requirement.
Since when is B1 required?
Since 1 October 2022. Lovdata’s note under § 8 records the amendment as in force from that date, and HK-dir’s pages say the requirement was raised to B1 then.
I applied before 1 October 2022. Which level applies to me?
UDI lists applications made before 1 October 2022 among the cases where A2 in the oral test is sufficient.
Is A2 enough if I am over 55?
Only together with one of two other facts: you came to Norway on an application for protection or as a resettled refugee, or you receive disability benefit. Age alone is not in the list.
I have B2 in the oral test. Is that accepted?
Yes. The law says minimum B1, and UDI’s list names the oral part of norskprøven with a result of B1 or B2.
Does Bergenstesten count?
UDI’s list includes the oral part of Bergenstesten with a result of passed or better, or 500 points or higher if taken before autumn 2009.
Does my old Norskprøve 3 count?
UDI’s list of tests approved at B1 or higher includes the oral part of Norskprøve 3 from the period 2005–2014. Norskprøve 2 is on the A2 list.
I am a Swedish or Danish citizen. Do I need the test?
Statsborgerforskriften § 4-3 exempts a citizen of another Nordic country who understands Norwegian or Sami from the requirements in § 8.
Does a Norwegian school grade replace the oral test?
A final or exam grade of 2 or higher in Norwegian or Sami from grunnskolen, or the grades named for upper secondary education, exempt you under § 4-1. UDI asks for a diploma or transcript of grades.
A2 was enough for my permanent residence. Is it enough for citizenship?
Not unless you are in one of the listed A2 groups. UDI asks for A2 or higher in the oral test for a permanent residence permit and B1 or higher for citizenship.
When must I have the result?
UDI says the tests must be passed when you submit your documents to the police.
