Checked 13 October 2026. Level requirements are quoted from HK-dir’s page Språknivåer and from the regulations as shown on lovdata.no on 13 October 2026 (admission regulation last amended 26 February 2026; integreringsforskriften last amended from 1 July 2026). The test format and criteria are from HK-dir’s candidate pages and assessment forms read the same day. Bodies that ask for B2 can accept other documents too: check with the one that will read your certificate.
Norskprøve B2 is the highest result the ordinary Norwegian test gives, and most people who ask about it have been told by somebody that they “need B2”. Whether they do depends on who is asking, and the answer is written down in different places: in an admission regulation, in the citizenship Act, in a regulation on health personnel, on HK-dir’s own page about language levels. This guide puts those texts side by side, says exactly which parts of the test each one names, and then explains how a B2 is arrived at in each of the four parts. On who needs which level it says nothing that the official texts do not say; where a text is silent, we say that it is silent.
Official: HK-dir, Språknivåer and Om skriveprøven; statsborgerloven § 8. Read 13 October 2026.
Norskprøve B2: what the level means
HK-dir’s page on language levels describes B2 like this: “Du kan forstå hovedinnholdet i komplekse eller akademiske tekster, også faglige drøftinger innenfor ditt eget fagområde. Du kan delta i samtaler med et relativt spontant og flytende språk, og du kan skrive klare, detaljerte og argumenterende tekster om et vidt spekter av emner.” In our translation: you can understand the main content of complex or academic texts, including specialist discussions in your own field; you can take part in conversations with relatively spontaneous and fluent language; and you can write clear, detailed, argumentative texts on a wide range of subjects [official].
The regulation under the integration Act describes the same level in law: at B2 a person can understand complex presentations, including specialist discussions in his or her own field, express himself or herself clearly and with nuance on a wide range of subjects, argue for and against different alternatives, and take part in conversations with language so spontaneous and fluent that communication with native speakers is not strained for either side [official: integreringsforskriften § 26, our translation]. Compare B1 on HK-dir’s page, where you can write simple texts on familiar subjects and briefly explain and give reasons for opinions and plans. The step from B1 to B2 is the step from familiar subjects to a wide range of them, and from giving a reason to arguing a case.
| Level | HK-dir’s description (our translation) |
|---|---|
| A2 | You can take part in simple conversations about ordinary, practical activities you know. You can read and understand short, simple texts tied to your work. You can write short, simple messages and tell about experiences and events with simple phrases and sentences. |
| B1 | You can understand the main points of clear text and speech about familiar subjects you often meet in connection with work, school and leisure. You can manage in most situations that may arise, write simple texts on familiar subjects and briefly explain and give reasons for opinions and plans. |
| B2 | You can understand the main content of complex or academic texts, including specialist discussions within your own field. You can take part in conversations with relatively spontaneous and fluent language, and write clear, detailed and argumentative texts on a wide range of subjects. |
| C1 | You can understand a wide range of longer, demanding texts and grasp meaning that is not directly expressed. You can write clear, well-structured and detailed texts on complex subjects. Not measured by norskprøven A1–B2: C1 has its own test. |
Who needs B2, and on which parts
Each row is one official text. The third column is the part of the wording that people most often get wrong: whether the level is asked of all four parts, or of the oral part only.
| Purpose | Level in the official text | Which parts | Source |
|---|---|---|---|
| Admission to higher education through Samordna opptak (education from outside the Nordic countries) | B2 | All four: “Du må oppnå B2 på alle fire delprøvene”. The regulation: norskprøven “med ferdigheiter på minimum nivå B2 i alle delprøver”. | HK-dir, Språknivåer; forskrift om opptak til høgare utdanning § 2-2 (2) point 5 |
| Norwegian citizenship, applicants between 18 and 67 | B1 | The oral test only. B2 is not required; UDI’s list accepts an oral result of “B1 or B2”. | Statsborgerloven § 8; UDI (capture of 10 June 2026) |
| Permanent residence permit, applicants between 18 and 67 | A2 or higher | The oral test only. | UDI (capture of 16 June 2026) |
| Authorisation as health personnel, educated outside the EEA and Switzerland | CEFR B2 | The regulation says a Norwegian language test corresponding to CEFR B2. It does not name norskprøven or say which parts. | Forskrift om tilleggskrav for autorisasjon § 3 |
| Exemption from the duty to take Norwegian training under the integration Act | B1 | Each of the four parts. | Integreringsforskriften § 23, letter a |
| Guideline goal in municipal Norwegian training, participants who already have upper secondary education or more | B1 and B2 | A guideline, not a requirement: “bør oppnå” B1 in listening, reading and writing and B2 in the oral part. Those who need to document B2 in all skills should have that as their goal. | Integreringsforskriften § 28 |
| A job | Set by the employer or the rule for the occupation | HK-dir says only that some jobs require a certain level and that the certificate is valid documentation of your level. | HK-dir, Språknivåer |
Which norskprøve level do I need?
Each answer is the rule as printed in the source named with it, read on 13 October 2026. The body that decides (UDI, the admissions office, the authorisation authority, an employer) has the last word on your documents.
What the official text says
For Norwegian citizenship the law asks for B1 in the oral test. It does not ask for B2, and it does not ask for any result in reading, listening or writing.
Do not assume: that citizenship needs “norskprøve B2”, or that all four parts must be passed.
Statsborgerloven § 8: “Søkere mellom 18 og 67 år skal ha oppnådd minimum nivå B1 på muntlig prøve i norsk og ha bestått statsborgerprøve.” HK-dir’s page on levels says the same: for citizenship you need an oral level of B1. B2 on all four parts is HK-dir’s wording for admission to higher education, a different purpose with a different regulation.
Higher education: what the admission regulation lists
The rule is in § 2-2 of the regulation on admission to higher education. Applicants with foreign education from countries outside the Nordic region must document education at the level of Norwegian upper secondary school and, in addition, knowledge of Norwegian and English. For Norwegian the regulation lists these proofs [official, our translation from nynorsk]:
| No. in § 2-2 (2) | Proof of Norwegian |
|---|---|
| 1 | Passed Norwegian with 393 hours from upper secondary education |
| 2 | Passed the exam from level 3 (trinn 3) in Norwegian for foreign students at the universities |
| 3 | Passed a one-year course in Norwegian language and social studies for foreign students |
| 4 | Written and oral test in Norwegian, higher level (“Bergenstesten”), both assessed as passed or better |
| 5 | The final test in Norwegian (norskprøven) with skills at minimum level B2 in all parts |
| 6 a | From admission to the academic year 2023–2024: the oral Bergenstest passed or better, together with reading, listening and writing from norskprøven at minimum B2 in all three |
| 6 b | From admission to the academic year 2023–2024: the written Bergenstest passed or better, together with the oral part of norskprøven at minimum B2 |
Three things follow. Applicants with three-year upper secondary education from the other Nordic countries are covered by a different paragraph, § 2-2 (1), and qualify without an extra requirement in Norwegian. Norskprøven is one of several accepted proofs, so a B2 is not the only door. And “all parts” means that a single B1 among four results leaves the requirement unmet; because the latest and best result of each part stands on the certificate, you retake only the part that fell short [official: HK-dir FAQ]. HK-dir’s result page adds a practical point for applicants: in Vitnemålsportalen you send the link to yourself, download the signed PDF and upload that document to Samordna opptak. HK-dir sends readers to samordnaopptak.no for the detail of the Norwegian and English requirement; the regulation also sets an English requirement that this page does not cover.
Health authorisation: what the regulation says and does not say
For health personnel educated outside the EEA and Switzerland, § 3 of the regulation on additional requirements reads: “Bestått språkprøve er et vilkår for å få rett til autorisasjon … Med språkprøve menes prøve i norsk språk og kommunikasjon (norsk språkprøve) som tilsvarer Europarådets nivåskala for språk (CEFR) B2.” A passed language test is a condition, and the test must correspond to CEFR B2. The requirement does not apply if the applicant documents equivalent knowledge and skills in Norwegian, Swedish or Danish [official]. The paragraph does not name norskprøven, the parts or any alternative test. The regulation as saved on Lovdata does not say which certificates are accepted, and we did not read any authority’s list for this guide. Do not register on the strength of a forum post: get the list from the authority that handles your authorisation application.
How B2 is assessed, part by part
Norskprøven has four independent parts. Two of them, reading and listening, are marked by the computer; two, writing and speaking, by trained people. You are never told how many answers you got right, only a level for each part [official: HK-dir FAQ].
| Part | How you get to B2 | Length | Who marks |
|---|---|---|---|
| Reading (leseprøve) | Everyone starts with the same test. Two short pre-tests decide which of three main tests you get: A1–A2, A2–B1 or B1–B2. The main test has tasks on two levels. | Up to 75 minutes | The test system, automatically |
| Listening (lytteprøve) | Same structure: two pre-tests, then one of three main tests, with no pause between them. At B2 the question and the listening text are played only once; at A1–B1 they are played twice. | 30–60 minutes | The test system, automatically |
| Writing (skriveprøve), band B1–B2 | Two tasks: an e-mail giving reasons for an opinion (about 80 words or more) and an argued text, with a choice of two tasks (about 250–350 words). You cannot be placed above the band you registered for. | 120 minutes | Two sensors independently, a third if they disagree |
| Speaking (muntlig prøve), band B1–B2 | Three tasks: an opinion with reasons; an exchange of opinions with the other candidate; taking a stand on a statement. An oral result can be higher or lower than the band registered for. | About 20–25 minutes (candidate page) or 25–30 minutes (2026 regulations) | A sensor in the room decides; the examiner also assesses |
On the size of the reading and listening tests two HK-dir pages give slightly different figures. The pages about each test say the pre-tests are short and have “7–8 oppgaver” and that the main test has “cirka 20 oppgaver”; the FAQ says “cirka 7 oppgaver” in each pre-test and a main test of “15–25 oppgaver”. We print both. What HK-dir’s page for test centres adds is the reassurance candidates most need: a candidate can have several errors in both the pre-tests and the main test and still reach B2.
HK-dir ties the reading test to study directly: “Hvis du ikke klarer leseprøven på den tiden du har til prøven (75 minutter), er du ikke på B2, og vil nok også streve med å lese pensum på et universitetsstudium.” Its advice on the pre-tests is to spend no more than 10 to 15 minutes on each, answer as well as you can and move on, because a wrong answer and a blank both give 0 points [official].
Writing at B2: the columns of the form
| Criterion | B1 on the form (our translation) | B2 on the form (our translation) |
|---|---|---|
| Task 1 (e-mail) | Brings out views on the given subject and gives some reasons for them in an understandable way. | Brings out and gives reasons for views on the given subject in a clear way. |
| Task 2 (argue) | Writes fairly clearly about the given subject. Brings out views and gives reasons for them. The reasoning may be unclear or incomplete. | Writes clearly and factually (“saklig”) about the given subject. Brings out views clearly and argues for them. The argument may be somewhat unclear in a few places. |
| Tekstoppbygging | Coherence mostly easy to follow. A number of different linking devices. | Coherence in the main easy to follow. A range of different linking devices and other means of tying text together. The texts mostly have clear structure and progression. |
| Rettskriving og tegnsetting | A fairly good grip on spelling, with a number of errors. Sentences in the main marked with full stop and capital letter. | A good grip on spelling and punctuation, though there will be some errors. |
| Ordforråd | A fairly broad vocabulary; a simple repertoire tied to familiar subjects mastered well. | Masters a broad vocabulary well. Can vary the phrasing and in the main chooses words that fit the context. Errors occur without leading to misunderstandings. |
| Grammatikk | A fairly good grip on basic structures; some examples of complex sentences; a number of errors. | A good grip on basic grammatical structures. Shows variation in sentence structure and uses complex sentences in a mostly successful way. Errors occur without leading to misunderstandings. |
The rule at the foot of the form is the same at every band: to be placed at a level the candidate must be at that level on all the criteria. HK-dir’s explanation of the form says that at B2 candidates are expected to write clearly throughout, but that because arguing is a demanding language function there is room for some unclarity in the argument in task 2. On the argued text its practice page says a counter-argument is not required and is not penalised, and recommends arguing for one point of view because a text with counter-arguments can be harder to structure. And its FAQ answers a question many B2 candidates ask: no, you do not need fixed idioms such as “alfa og omega” or “til syvende og sist” to get B2; used wrongly they can lower the result [official]. The A2–B1 band of the same test, with marked sample texts, is in norskprøve skriftlig A2–B1: sample texts with marking.
Speaking at B2: begrunne and underbygge
| Task | What HK-dir says | Time | B2 line of the form (our translation) |
|---|---|---|---|
| A: Si din mening om et tema og begrunne meningen din | Alone. A question or an issue; you say what you think and give reasons. Follow-up questions may come. | About 2–3 minutes | Expresses views and gives reasons for them in an easily understandable way. Speaks independently. |
| B: Utveksle meninger om et tema og begrunne meningene deres | With the other candidate. You exchange opinions and give reasons. The examiner asks no follow-up questions on this task. | About 5–7 minutes together | Expresses views and supports them in an easily understandable way. Follows up and/or relates to what the partner says in a fitting way. |
| C: Ta stilling til en påstand og begrunne meningene dine | Alone. You hear the statement and see it in writing, are offered a little time to think and note key words, speak on your own for 2–3 minutes, then answer follow-up questions for 2–3 minutes. | About 4–6 minutes in all | Expresses views and supports them in an understandable way. Speaks independently. |
The language rows at B2 ask for connected speech in which hesitation does not disturb; pronunciation and stress good enough that the candidate is easy to understand; a broad vocabulary with varied phrasing; and variety in sentence structure, with complex sentences used mostly successfully “ut fra hva man kan forvente i muntlig språkbruk” [official, our translation]. The explanation of the form names what separates B2 from B1 in task C. A begrunnelse, a reason, is simple, concrete and often personal. To underbygge, to support a view, the candidate is expected to generalise and reflect on more abstract themes that are not necessarily about himself or herself. In HK-dir’s words, what distinguishes a B2 performance from a B1 performance is first of all that the candidate manages to lift the argument from the simple and often personal reasons expected at B1, and to develop and support his or her views.
A practice statement in the format of task C (ours)
Påstand: «Alle som kan, bør jobbe hjemmefra minst én dag i uka.»
In English: Statement: “Everyone who can should work from home at least one day a week.”
Ours, not official: written by us in the official task format. It is not an official example task and not a real candidate’s answer.
The same view, twice
A reason (B1-style) and a supported view (B2-style). Our estimates.
English translation
B1-style: I agree, because I save a lot of time when I do not have to travel to work. I live far from the office, and the bus takes almost an hour each way. At home I also get more peace.
B2-style: I agree with the statement in the main. When fewer people travel to work every day, there is less traffic and lower emissions, and the whole of society gains from that. In addition, the experience of recent years shows that many tasks can be done just as well from home. At the same time the arrangement should be voluntary, because not everyone has a home that is suitable as a workplace, and new employees can lose the training one gets from sitting with colleagues.
Ours, not official, and short on purpose: in the test you speak on your own for two to three minutes on this task. The first answer gives personal reasons; the second generalises beyond the speaker, which is the difference HK-dir’s explanation describes.
If you need more than B2
Norskprøven A1–B2 stops at B2. HK-dir runs a separate test, Norskprøven C1 – høyere akademisk nivå, which contains only tasks at C1 and gives one of two results: “C1” or “Ikke bestått”. The 2026 regulations describe it as two parts, listening with written production, and reading with oral communication [official: prove.hkdir.no; reglement 2026 point 3.2].
Choosing the band, and the cost of choosing too high
| Question | What HK-dir says |
|---|---|
| Which bands can I register for? | In writing and speaking: A1–A2, A2–B1 or B1–B2. Reading and listening have no band to choose; they adapt during the test. |
| What if I register for B1–B2 in writing and am not there? | You can be placed below the band. HK-dir warns that B2 is a very high level and that the tasks can be hard to answer understandably if your Norwegian is not good enough. |
| Can I be placed above my band? | In speaking, yes. In writing, no. |
| How do I decide? | Ask your teacher if you attend a course. Otherwise use HK-dir’s Nivåvelgeren, its self-assessment forms and the example tasks and marked answers on its practice pages. |
| Can I take only the part I am missing? | Yes. You decide how many parts to take, and can retake one or more later. Not the same part twice in one test period. |
| Can I appeal? | The result of the writing part, within three weeks of learning it. For the other parts only formal errors in how the test was run can be appealed, within three weeks of the test. A candidate who can document an application to higher education has a right to quick handling so as to meet the application deadline (integreringsforskriften § 42). |
Test periods, the five-day registration window and the fee range are the same for every band and are set out in Norwegian citizenship requirements: language level and test. If your goal is citizenship and not study, B1 in the oral part is the target: norskprøve B1 muntlig: example tasks and model answers shows what that sounds like, and norskprøve for statsborgerskap: which level counts sets out which results UDI accepts.
Practise it, don't just read it
If citizenship is the reason you are taking norskprøven, the second test in § 8 is statsborgerprøven.
One practice quiz is live on the exam page: 12 questions in Norwegian on Demokratiet i Norge, three options each, with the reason for every answer in English. None of its questions is repeated in this article.
The whole curriculum on seven pages
Reading for statsborgerprøven as well as working towards a language level? The kit shortens the first of the two.
The Statsborgerprøven Revision Kit is a seven-page PDF in English, built on the same lessons of samfunnskunnskap.no (57 by our count), with the Norwegian word you will meet in the test printed beside each fact, a Norwegian–English word list, a list of traps and a 20-question self-test. Page 1 is free to read in full. It is a revision aid, not an official document, and it does not replace the lessons.
Frequently asked questions
Do I need norskprøve B2 for Norwegian citizenship?
No. Statsborgerloven § 8 asks applicants between 18 and 67 for at least B1 in an oral Norwegian test and a passed statsborgerprøve. A B2 oral result also meets it, but it is not required.
Do I need B2 on all four parts to study in Norway?
HK-dir says admission to higher education through Samordna opptak requires B2, and that you must reach B2 on all four parts of norskprøven if that is the proof you use. The regulation lists other accepted proofs as well.
Can I combine norskprøven with Bergenstesten?
The admission regulation allows two combinations from admission to the academic year 2023–2024: the oral Bergenstest with reading, listening and writing from norskprøven at B2, or the written Bergenstest with the oral part of norskprøven at B2.
How many correct answers give B2 in reading or listening?
HK-dir does not publish a number. It says the figure varies from test to test and level to level, that you can have many errors and still get the level you want, and that you are told only the level.
Can I get B2 in writing if I register for A2–B1?
No. In the writing test you cannot be placed above the band you registered for. For B2 in writing you must register for B1–B2.
Can I get B2 in the oral test if I register for A2–B1?
HK-dir says an oral result can be higher than the level registered for and that a sensor can give an extra question from the level above. The B1–B2 test is the one whose tasks are built to show B2.
How long is the B1–B2 writing test and how much do I write?
Two hours for two tasks: an e-mail of about 80 words or more, and an argued text of about 250–350 words chosen from two tasks.
Must I include counter-arguments in the argued text?
No. HK-dir says it is not a requirement and is not penalised either, and recommends arguing for one point of view because that is easier to structure.
Is the listening text played twice at B2?
No. HK-dir says that at B2 the question and the listening text are played only once before you answer; at levels A1 to B1 they are played twice.
What level do nurses and doctors from outside the EEA need?
The regulation on additional requirements for authorisation sets a Norwegian language test corresponding to CEFR B2. It does not name the test; ask the authority that handles your authorisation which certificates it accepts.
Is there a norskprøve above B2?
Yes, a separate one: Norskprøven C1 – høyere akademisk nivå, with the result C1 or Ikke bestått.
