These are the first two rungs of the India Post departmental ladder, and between them they cover more serving officials than every other departmental exam put together. They are also the two with the least prepared material available, which is the opportunity in them: the syllabus is short, it is drawn from documents you already work with, and it does not move much between cycles.
Since DoP letter No. 17-08/2018-SPN-I dated 05.04.2022 they are one common examination: MTS sit it for Postman and Mail Guard, and GDS sit it for MTS, Postman and Mail Guard. Papers I, II and III are written in one sitting of 150 minutes, without books, and the Data Entry Skill Test (DEST) is held later for those shortlisted. Many pages still print the separate 2019 patterns (a 150-mark Paper-I of 90 minutes and a 1,000-key DEST for Postman). Those were replaced by the 2022 letter.
The two exams side by side
| Exam | Paper-I | Paper-II | Paper-III (local language) | DEST |
|---|---|---|---|---|
| GDS → MTS | 100 marks / 60 minutes (merit) | Not taken | Not needed for MTS-only candidates since 10.07.2024 | Not prescribed |
| MTS or GDS → Postman / Mail Guard | 100 marks / 60 minutes | Postal operations, 50 marks / 30 minutes (added to Paper-I for merit) | 50 marks / 60 minutes, qualifying | 600 key depressions (±5%) in 15 minutes, 25 marks, qualifying |
| (for reference) Postman / Mail Guard / MTS → PA / SA | 100 marks / 120 minutes (merit) | Local-language paper removed 29.05.2024 | — | 1,000 key depressions (±5%) in 15 minutes, 25 marks, qualifying |

Who can sit, and how the vacancies are split
| Route | Service (1 January of the vacancy year) | Share of vacancies |
|---|---|---|
| GDS → MTS (exam) | 3 years regular GDS engagement, GDS of the recruiting Postal Circle | Casual labourers are appointed first (100%); failing them, 50% go to GDS by seniority-cum-fitness (5 years, recruiting Division) and 50% to this exam. Unfilled seniority vacancies are added to the exam. |
| MTS → Postman / Mail Guard (LDCE) | 3 years regular MTS service, or 5 years in total including GDS service | 50%, MTS of the recruiting Postal Circle; unfilled vacancies go to the GDS exam |
| GDS → Postman / Mail Guard (exam) | 5 years regular GDS engagement | 50%, GDS of the recruiting Postal Circle; then open market |
The MTS split is from the MTS Recruitment (Amendment) Rules, 2023, GSR 639(E) dated 30.08.2023. The Postman and Mail Guard split is from the Postman and Mail Guard Recruitment (Amendment) Rules, 2023, GSR 638(E) of the same date. The older 25% quotas that some pages still quote are from the 2018 rules. For the 2026 vacancy year only, DoP letter No. 03-03/2019-SPN-I (Pt.I) dated 11.06.2026 relaxed the Postman and Mail Guard service by one year (MTS 2 years, MTS with GDS service 4 years, GDS 4 years). That letter does not mention GDS to MTS. It came after the circle notifications of 01.06.2026, so check your circle's addendum.
What Paper-I asks (100 marks, 60 minutes, 50 questions of 2 marks)
| Part | Block | Questions |
|---|---|---|
| A | Post Office Guide Part I | 23 |
| A | Postal Manual Volume V: definitions | 7 |
| B | General awareness: Indian geography, civics, general knowledge, Indian culture and freedom struggle, ethics and moral study | 10 |
| B | Basic arithmetic: BODMAS, percentage, profit and loss, simple interest, average, time and work, time and distance, unitary method | 10 |
Post Office Guide Part I: the named topics
- Organisation of the Department and the types of post offices
- Business hours; payment of postage, stamps and stationery
- Packing, sealing and posting, and how postage stamps are affixed
- Methods of address; post boxes and post bags; duties of the letter box peon
- Official postal articles and prohibited postal articles
- Products and services: mails, banking and remittances, insurance, stamps and business (reference: the India Post website)
A serving official already knows most of this in practice. The exam asks it as a rule rather than as a habit, which is the gap to close. Read the rule for the thing you do every day.
There is no reasoning section and no English section in this Paper-I. That is a real difference from the PA/SA paper, where reasoning is 20 of the 100 marks. Part A carries 60 marks and Part B 40, and almost half the paper is one book, the Post Office Guide Part I.
Paper-II: postal operations (Postman and Mail Guard only)
| Source | Questions | Topics |
|---|---|---|
| Post Office Guide Part I | 5 | Delivery of mails, refusal, payment of eMO, redirection, address change, articles addressed to a deceased person, detention of certain mails, facilities provided by postmen in rural areas |
| Postal Manual Volume VI, Part III | 10 | Head Postman, the Postman's Book, receipts for articles issued for delivery, delivery to illiterate addressees and pardanashin women, insured articles and e-Money Orders addressed to minors, registered letters to lunatics, duties of the village postman |
| Postal Manual Volume VII | 10 | Stamps and seals, the portfolio, stationery, the daily report, mail abstract, exchange of mails, Cage TB, closing of transit bags, duties of the Mail Guard / Agent, final duties before quitting the van or office, 'A' and 'B' orders |
25 questions of 2 marks in 30 minutes. For Postman and Mail Guard, Paper-II is not a side paper: its marks are added to Paper-I, and the combined total out of 150 decides your rank.
Paper-III: the local language (qualifying)
50 marks in 60 minutes: 15 one-mark questions translating words from English into the local language, 15 the other way, a letter of 40 to 50 words (10 marks) and a short paragraph of 40 to 50 words (10 marks). In the divisions covering Arunachal Pradesh, Nagaland and Meghalaya it is an English comprehension (10 questions of 2 marks), a letter in English (15 marks) and a paragraph in the local language (15 marks). Since DoP letter of 10.07.2024, a candidate who wants to be considered only for MTS need not sit Paper-III. Anyone opting for Postman or Mail Guard must still clear it. Practise official phrasing rather than literary writing, because the letter is an office letter.
Merit and qualifying marks
| Post | Merit on | Qualifying (UR / OBC-EWS / SC-ST-PwD) |
|---|---|---|
| MTS | Paper-I only | 40% / 37% / 33% of Paper-I |
| Postman / Mail Guard | Paper-I + Paper-II (out of 150) | 40% / 37% / 33% of the two papers together; also Paper-III (same percentages) and the DEST separately |
These are the percentages in the 05.04.2022 letter. In a promotion (LDCE) route a circle may apply the UR mark to OBC and EWS candidates, as Tamil Nadu's 2026 PA/SA result did, so read your own circle's result notice.
DEST: 600 key depressions (Postman and Mail Guard only)
The Data Entry Skill Test is 600 key depressions (±5%) in 15 minutes on a computer, marked out of 25. That is 40 key depressions a minute (our arithmetic), which is a low bar for anyone who types daily and a real one for anyone who does not. There is no reward for typing faster than the bar, because merit is Paper-I plus Paper-II.
| Letter | Key depressions | Qualifying (UR / OBC-EWS / SC-ST / PwD) | Shortlist |
|---|---|---|---|
| 05.04.2022 (common exam, Annexure-I) | 600 ±5% | 60% / 60% / 50% / 50% | 5 times the Postman and Mail Guard vacancies |
| 19.12.2022 (exams notified on or after 01.01.2023) | 600 ±5% | 75% / 75% / 60% / 60% | 3 times the vacancies declared at notification |
The two DoP letters differ on the qualifying mark and the shortlist. The later letter, of 19.12.2022, governs every exam notified from 1 January 2023, including the 2026 exam. It sets 75% for General, OBC and EWS and 60% for SC, ST and PwD (if not exempted). The 1,000-key figure that some pages give for Postman is the 2019 pattern, and 1,000 is now the PA/SA figure. If you do not type daily, fifteen minutes of timed practice a day is the single highest-return thing on this list.
How to prepare for an exam with no coaching material
- Start from the documents, not from a guidebook. The Post Office Guide Part I and Postal Manual Volume V are Paper-I; Volumes VI (Part III) and VII are Paper-II. A guidebook is someone else's summary of them.
- Read the rule behind your own daily work first. You will remember the rule for delivering a registered article far better than a rule for something you have never handled.
- Get the arithmetic to reflex speed. BODMAS, percentage, interest and time-and-work are 10 questions of 2 marks each.
- Type every day if you are opting for Postman or Mail Guard. Fifteen minutes, from printed copy, timed.
- Do not revise from a PA/SA syllabus. The rungs share a shape but not marks, durations or DEST speeds.
The pattern and syllabus above are from DoP letter No. 17-08/2018-SPN-I dated 05.04.2022 (Annexure-I), as modified on 19.12.2022 and 10.07.2024. The 2022 letters are reproduced in the West Bengal Circle's 2026 notification of 01.06.2026. Your circle's own notification for the cycle you are sitting is the authority.
Frequently asked questions
What is the exam pattern for GDS to MTS?
Paper-I only: 100 marks in 60 minutes, 50 questions of 2 marks on the Post Office Guide Part I, Postal Manual Volume V definitions, general awareness and basic arithmetic. Since DoP letter of 10.07.2024, candidates who want only MTS do not sit the local-language Paper-III, and there is no DEST for MTS.
What is the exam pattern for MTS or GDS to Postman and Mail Guard?
Paper-I of 100 marks in 60 minutes, Paper-II on postal operations of 50 marks in 30 minutes, Paper-III on the local language of 50 marks in 60 minutes (qualifying), and a DEST of 600 key depressions in 15 minutes worth 25 marks (qualifying). Merit is Paper-I plus Paper-II (DoP letter 05.04.2022).
What is the DEST speed for the Postman exam?
600 key depressions, plus or minus 5%, in 15 minutes, about 40 a minute. The qualifying mark is 75% for General, OBC and EWS and 60% for SC, ST and PwD (DoP letter 19.12.2022). The PA/SA DEST is faster, at 1,000 key depressions in the same 15 minutes.
Is Paper-II qualifying in these exams?
No. Paper-II is the postal operations paper, and for Postman and Mail Guard its marks are added to Paper-I to decide merit. The qualifying papers are Paper-III (local language) and the DEST. For MTS, merit is Paper-I alone.
How are GDS to MTS vacancies split now?
Under GSR 639(E) of 30.08.2023, casual labourers are appointed first. Failing them, 50% go to GDS by seniority-cum-fitness (5 years, recruiting Division) and 50% to the competitive exam for GDS of the recruiting Circle with 3 years of regular engagement. Unfilled seniority vacancies are added to the exam.
