Eligibility for the PA/SA exam is not about age or a degree. For departmental officials it is about which pay level your post is in and how many years of regular service you have in it. The rules are in the Department of Posts (Postal Assistant and Sorting Assistant) Recruitment Rules 2022, notified on 17.06.2022 and amended in 2023 and 2024, and the 2026 circle notifications we read reprint them word for word. They sort candidates into two groups, Category A and Category B, and they keep Gramin Dak Sevaks in a separate exam of their own.
The service is counted as on 1 January of the vacancy year — 1 January 2026 for the exam held in June 2026. Officials of a Postal Accounts office or wing are excluded outright.
Category A: the main route

The Level 3 rule has two doors. A Postman promoted from MTS on 1 January 2023 has three years in the post on 1 January 2026, which is enough on its own; one promoted on 1 January 2024 has two, but if he served three years as MTS before that he has five years combined across Levels 1 to 3, and that is also enough. In Category A the MTS rule has only one door: five years as MTS. Category B, below, is a separate route. The Note 4 exception for seniors is printed in the notifications too, but the Directorate has said it does not apply to the 2026 exam (see the notes section).

Category B exists for the official who became an MTS or Postman recently but served for years as a GDS before that. Their GDS years count towards a longer total — eight years — and those who were GDS on or before 17.06.2022, the date the rules were notified, keep the older five-year figure. The catch is Note 2: Category B officials are considered only if Category A cannot fill the posts. In the two 2025 results we read it made little difference: of Odisha’s 50 selections in 2025, one was from Category B, and Andhra Pradesh’s 2025 memo says no posts were left over for Category B except one.
Where other pages get this wrong
The protected date is “on or before 17.06.2022” — service on the day the rules were notified counts.
Commonly published instead: “GDS service that began before 17.06.2022”, including on an older page of this site.
The proviso printed in the 2026 notifications reads “on or before 17-06-2022”. The difference matters for anyone engaged as a GDS on that exact date, and for readers who take “before” to mean the GDS service must have started earlier.
Gramin Dak Sevaks: a separate exam for the posts left over
A GDS cannot sit the LDCE. GDS are holders of civil posts but outside the regular civil service, so the rules treat their entry into the PA/SA cadre as direct recruitment, through a separate competitive exam limited to GDS of the circle. That exam fills only the LDCE posts that the departmental officials could not fill. In 2026 it was held on the same day, on the same Paper-I, and Tamil Nadu declared both results in one memo.

The age limit is the part GDS candidates most often overlook. It applies only to the GDS route; departmental officials sitting the LDCE have no age limit in these rules. If you are a GDS aged 41 in the general category, you cannot sit the GDS exam, but if you later become an MTS, Postman or Mail Guard through the separate GDS-to-MTS/Postman/Mail Guard exam, your GDS years will count in Category B for the PA/SA exam.
Am I eligible for the PA/SA exam?
Count regular service as on 1 January of the vacancy year (1 January 2026 for the 2026 exam). Level 1 is MTS; Postman and Mail Guard are Level 3. Pick “Gramin Dak Sevak” if you are still a GDS.

The third note stops a common mistake. An MTS who has been given a financial upgradation under MACP may draw pay at a higher level, but for this exam he is still a Level 1 official, because the rules look at the post held, not the pay drawn. The fourth note, as printed, works the other way and helps seniors: where a junior in the same feeder cadre has completed the service, a senior who is slightly short could sit too (for a Level 3 official needing three years, half is 1.5 years, less than 2). For the 2026 exam that note was switched off, as the next section explains.
Update, 22 September 2026: no senior-junior relaxation in the 2026 PA/SA LDCE
- The Directorate (SPN-I) issued letter F. No. W-04/1/2026-SPN-I-DOP dated 22.09.2026 on the “treatment of Dies-Non/EOL/Unauthorized Absence and applicability of Senior-Junior clause” for eligibility in the 2026 PA/SA LDCE. The Karnataka result memo of 23.09.2026 and the Gujarat result memo of 24.09.2026 (official) both say their results were drawn under it.
- As reported by postal-staff sites that published the letter (we did not find it on an official site): each official’s eligibility is judged on their own against the Recruitment Rules on the crucial date; the senior-junior clause is not applicable to this LDCE; dies-non and unauthorised absence do not count as qualifying service unless regularised by the competent authority through a speaking order; EOL is counted under the leave rules, and FR 17-A is examined for unauthorised absence.
- In practice: a senior who is short of the 3, 5 or 8 years cannot rely on a junior’s eligibility for 2026, and a period marked dies-non can take you below the line. If your service record has either, ask your division for the letter before the next notification.

Where your post sits in the cadre
The same rules fix how the PA/SA posts are filled. Forty per cent go by promotion through this LDCE, and sixty per cent by direct recruitment through open competition. Posts the LDCE cannot fill pass first to Category B, then to the GDS competitive exam, and only then to the next year’s direct recruitment. All the posts are Level 4 of the pay matrix (Rs 25,500 to 81,100), Group C, non-gazetted, and a promoted official must complete the PA induction training within two years unless due to retire within that time.

Practise it, don't just read it
In 2026 departmental and GDS candidates took the same Paper-I, followed by the same DEST standard. Start with the quiz on the organisation of the Department — it is the first chapter of the Post Office Guide.
The ProSyllabus India Post PA/SA library has 13 ten-question quizzes: two on basic arithmetic (percentage, profit and interest; number system, ratio, work and speed), three on general awareness (Indian geography; polity and civics; Indian culture and the freedom struggle), one on ethics and conduct, one on the organisation of the Department and the Citizen’s Charter, three on products and services (Postal Life Insurance and social-security schemes; money remittance and India Post Payments Bank; Speed Post, parcels and value-added services), one on IT modernisation, and two on savings schemes. There is no reasoning quiz yet.
