Dates and windows

Registration always opens at 10:00 Finnish time on the first day of the window. The 16 January 2027 window is only four days long, the shortest on the published calendar, which makes it the date most likely to sell out before a candidate abroad has noticed it opened.

What this means for your preparation

The most expensive misunderstanding is about what counts for citizenship. Candidates assume they must score grade 3 in all four subtests. The Finnish National Agency for Education states something narrower and stranger: you need at least grade 3 in two subtests, but only in specific pairs, and you must sit all four subtests or you receive no certificate at all. Getting that distinction wrong turns a pass into a wasted EUR 190. The rules around the booking itself hardened on 1 January 2026, so a misjudged registration is now much harder to unwind than it was last year.

Only three subtest pairs are accepted

For the citizenship application the Agency accepts speaking and writing, listening comprehension and writing, or reading comprehension and speaking. A candidate with grade 3 in reading and listening, arguably the two easiest subtests for a self-taught learner, has no accepted combination and does not meet the requirement. Two of the three pairs include writing, and the third requires speaking, so a productive skill is unavoidable. Plan revision around that: the receptive subtests may lift your confidence but they cannot, on their own, satisfy Migri. You may also combine two separate YKI certificates that together form an accepted pair, which is a genuine escape route: a candidate who reached grade 3 in speaking on one sitting and grade 3 in writing on another can present both. It also means a second EUR 190 sitting is not wasted if it lifts only one subtest into place.

Sit all four subtests even if you only need two

The rule is blunt: participate in all four subtests or you will not be given a YKI certificate at all. There is no partial certificate on a standard test day for someone who skips the subtest they expect to fail. This is precisely what the 16 September 2026 subtest day pilot was testing, since on a subtest day you choose and pay for individual subtests and receive grades only for those taken. Until the Agency decides whether to keep that format, treat a standard test day as an all-four commitment and prepare accordingly.

The booking rules turned unforgiving in 2026

From 1 January 2026 a YKI registration cannot be rescheduled, and the Agency is explicit that a paid registration is binding. Refunds require all of the following: documented illness, cancellation by 8:00 on the morning of the test, and an application submitted within two weeks after the test. Missing the test for any other reason, including a visa delay or a work trip, forfeits EUR 190. Book the date you are certain you can attend rather than the earliest one, and if a test is already full use the waiting list, which can release a place as late as nine days out.

Permanent residence now has its own thresholds

The Aliens Act amendments in force since 8 January 2026 tie permanent residence to language. Migri's paths run from developing skills at A2, through satisfactory skills, YKI level 3, for six years of residence with at least two years of work history, to good skills for the EU long-term residence permit at five years, and particularly good skills for a four-year path with three or more years of work. A four-year path based on annual income of EUR 40,000 or more carries no language requirement, and a degree completed in Finland has no residence period. An intermediate certificate at grade 3 is therefore the entry ticket to the standard route, not to the accelerated ones. Note that grade 4, the upper half of the same intermediate test, is what Migri treats as good skills, so a single sitting can in principle serve either the citizenship threshold or the EU long-term permit depending on how well it goes. Other routes Migri lists include four years with a recognised master's or doctoral degree plus two years of work, and a degree completed in Finland with no residence period at all.

Register the morning the window opens

The Agency states plainly that intermediate Finnish in particular is often booked up quickly, and registration always begins at 10:00 on the first day of the window. For candidates applying from India, 10:00 Finnish time is early afternoon Indian time, which is manageable, but the windows themselves are short. The 16 January 2027 window runs only from 4 to 7 January, four days across the New Year period. What YKI level do I need for Finnish citizenship?

Migri requires at least satisfactory skills in spoken and written Finnish or Swedish, and states that the National Certificate of Language Proficiency must be completed at level 3 or higher, which is the intermediate level. The Finnish National Agency for Education adds the detail that matters: you need at least grade 3 in two subtests, and only three pairings are accepted, namely speaking and writing, listening comprehension and writing, or reading comprehension and speaking. You may combine two separate certificates to form an accepted pair.

How much does the YKI intermediate test cost in 2026?

The fee for an intermediate level test is EUR 190, with VAT at 0 per cent. The free-test concession introduced on 1 January 2026 does not apply here: it covers only advanced level Finnish and Swedish tests, for people who have completed the matriculation examination or an equivalent qualification, are studying for a university degree, or have completed one, and it can be used a maximum of three times. Basic, intermediate and all other language tests remain fee-based.

When is the next YKI intermediate Finnish test?

The next sitting is 7 November 2026, offering basic, intermediate and advanced levels, with registration running from 21 September to 22 October 2026 and therefore open as of today. After that the calendar moves to 2027: 16 January with a registration window of only 4 to 7 January, 13 February for basic and intermediate with registration from 18 to 28 January, and 10 April for intermediate and advanced with registration from 8 to 25 March.

Can I change my YKI test date after registering?

No. Since 1 January 2026 registrations for YKI tests can no longer be rescheduled and a paid registration is binding. The Agency introduced the change to keep test availability predictable. A refund is possible only where all three conditions are met: documented illness with medical proof, cancellation by 8:00 on the day of the test, and an application submitted within two weeks after the test. Any other reason for not attending, including travel or visa problems, means losing the EUR 190.

What is a YKI subtest day?

It is a format piloted for the first time on 16 September 2026, restricted to the Finnish intermediate level and to the writing and listening comprehension subtests. Instead of the usual requirement to sit all four subtests, candidates choose one or two, pay for the ones they register for, and receive grades only for those taken.
