The CRP RRBs-XV notification of 1 September 2026 prints no pay for Office Assistants, so the salary has to be traced through two other documents. The first is the 12th Bipartite Settlement of 8 March 2024 between the Indian Banks’ Association and the bank unions, which fixes the clerical pay scale and allowances with effect from 1 November 2022. The second is the Government’s order extending that revision to the Regional Rural Banks: Department of Financial Services Letter No. 8/2/2024-RRB dated 08.07.2024, which, according to J&K Grameen Bank’s audited annual report, “conveyed its approval for revision of Pay and Allowances of Regional Rural Banks’ employees … in line with the 12th Bipartite Settlement /9th Joint Note”. This guide lays out the scale stage by stage, the allowances the settlement fixes as a rate, and what still changes every quarter.

Where other pages get this wrong
RRB employees’ pay was revised in line with the 12th Bipartite Settlement by a Government of India order of 2024.
Commonly published instead: Statements that no order applies the bank settlement to Regional Rural Banks and, in the other direction, pages that assert the RRB scale with no source at all.
J&K Grameen Bank’s Annual Report for FY 2024-25 records DFS Letter No. 8/2/2024-RRB dated 08.07.2024, approving revision of pay and allowances of RRB employees under proviso 2 of section 17(1) of the Regional Rural Banks Act, 1976, in line with the 12th Bipartite Settlement / 9th Joint Note, and says the bank implemented the revised scales w.e.f. 01.11.2022 with arrears. We have not seen the letter itself.
The order that links RRB pay to the bank settlement
Regional Rural Banks are not parties to the Bipartite Settlement, which is signed by the IBA on behalf of listed banks. Their staff’s pay is fixed under section 17(1) of the Regional Rural Banks Act, 1976, and a revision needs the Central Government’s approval. That approval for the current round is the DFS letter of 8 July 2024. Its text is not on the DFS or NABARD websites that we could find, but it is cited, with number and date, in the notes to the accounts of an RRB’s own audited annual report — the most direct public record of it.

The 12th Bipartite Settlement covers workmen (clerical and subordinate staff); the 9th Joint Note covers officers. Office Assistants are the clerical cadre, so the clerical scale is the one this guide uses — our reading, since the annual report does not reproduce the RRB scales.
The clerical scale as printed
The settlement gives the clerical scale in the standard bank shorthand: 24050 – 1340/3 – 28070 – 1650/3 – 33020 – 2000/4 – 41020 – 2340/7 – 57400 – 4400/1 – 61800 – 2680/1 – 64480 (20 years). Each segment reads “increment / number of increments – amount reached”. So from ₹24,050 there are three increments of ₹1,340 to reach ₹28,070, then three of ₹1,650 to ₹33,020, and so on. The IBPS Clerk notification of 01.08.2026 prints the identical scale for Customer Service Associates in public sector banks.

Basic pay at every stage
Laid out stage by stage, the scale looks like this. We call the columns “stages” rather than “years” on purpose: the settlement labels the whole span “(20 years)”, and its fitment notes refer to “the dates of annual increments”, but whether a new Office Assistant starts at stage 1, and whether any stage is granted early (for example for qualifications), is not stated in any RRB document we could read.

Stages 1, 4, 7, 10, 13, 16, 19 and 20. Our arithmetic from the 12th Bipartite clerical scale. The jump between stages 18 and 19 is the single ₹4,400 increment.
The increments generally rise — ₹1,340 at the start, ₹1,650, ₹2,000, then ₹2,340 through the long middle segment of seven — before a one-off ₹4,400 step and a smaller final increment of ₹2,680. Stage 11 is ₹41,020, a little over 1.7 times the start; stage 20 is ₹64,480, about 2.7 times (our arithmetic). A clerk who is promoted to officer leaves this scale altogether, so the upper stages describe someone who stays in the clerical cadre.
The allowances the settlement fixes
Basic pay is only part of the monthly figure. The settlement fixes four more items for clerical staff, three of them as a rate that does not change until the next settlement. House Rent Allowance is 10.25% of Pay at all centres, with no minimum or maximum — there are no city classes for clerical staff under this settlement. Where the bank provides quarters, no HRA is paid and rent of 0.15% of the first stage of the scale is recovered. Special Allowance is 26.50% of basic pay, with DA paid on it, and is not counted for pension, NPS, PF or gratuity. Transport Allowance is ₹850 a month, also with DA on it. Dearness Allowance is the moving part: 1.90% of Pay for each point by which the quarterly average of the All-India CPI for industrial workers (2016=100) exceeds 123.03, revised on 1 February, 1 May, 1 August and 1 November, with no ceiling.

12th Bipartite Settlement dated 08.03.2024, clauses 13–16 (official). “At stage 1” is our arithmetic, treating “Pay” as basic pay for a new entrant with no special pay or qualification pay (the settlement’s definition of Pay, clause 7, includes those items).
At the first stage, then, the fixed items come to about ₹33,738 a month before DA (our arithmetic: ₹24,050 basic + ₹6,373 Special Allowance + ₹2,465 HRA + ₹850 Transport). DA then adds a percentage of basic, Special Allowance and Transport Allowance that depends on the quarter. We do not print a DA rate, because it changes four times a year and we found no RRB circular for the current quarter; the calculator below lets you add the rate from your bank’s latest circular.
Pay at any stage of the clerical scale, with the settlement’s allowances
Pick a stage of the 12th Bipartite clerical scale. The tool adds the three allowances the settlement fixes as a rate — Special Allowance, House Rent Allowance and Transport Allowance. Dearness Allowance moves every quarter, so enter the DA rate from your bank’s latest circular if you have it; leave it blank to see pay before DA.

Treating “Pay” as basic pay, and ignoring special pay, PQP, deductions and tax, are our simplifications. Not a payslip.
One settlement rule changes the HRA picture on transfer: a clerk transferred out of the station other than at their own request may, instead of HRA, claim reimbursement of house rent up to 150% of the HRA otherwise payable, against a self-declaration. The settlement also provides other allowances that depend on the posting or the duty — hill and fuel allowance, special area allowance, halting allowance, washing allowance for some staff — which is why no single figure fits every Office Assistant.
Deductions and pension
New entrants in banks are in the Defined Contributory Pension Scheme (NPS). Under the settlement the employee contributes 10% of Pay plus DA and the bank 14%. J&K Grameen Bank’s annual report records the same revision of the employer’s NPS contribution from 10% to 14% for its own staff. Income tax and professional tax (where a State levies it) come off as well, and depend on the individual. These are the reasons any “in-hand” figure you meet online is an estimate: it has assumed a DA rate, an HRA situation and a tax position.

After the top of the scale: stagnation increments
The scale does not simply stop at ₹64,480. Clause 6 of the settlement provides stagnation increments: clerical staff “on reaching the maximum in their respective scales of pay, shall draw eleven stagnation increments at the rate of Rs. 2680/-”, at a frequency of two years from the date of reaching the maximum, with effect from 1 November 2022.

If you see an in-hand figure online, ask three questions of it: which DA rate did it assume, and for which quarter; did it treat HRA as 10.25% or use a city class, which the settlement does not apply to clerical HRA; and did it deduct NPS and tax.
