Where other pages get this wrong
HIPA’s file labelled "Solutions (2022)" is not an SAS answer key.
Commonly published instead: Pages collecting "SAS papers with answers" link it as the SAS Part I solutions.
Its contents are an answer key for the Urban Local Bodies departmental examination, September 2022 — Elementary Commercial Book Keeping, Group A Paper II, a 1.5-hour, 50-mark paper. Useful practice for book keeping, but not an SAS paper. The genuine SAS solutions that exist are for the practical Part II papers, listed below.
Past papers matter more for SAS than for most exams, because of how the papers are set. In most papers the compulsory questions are the same type every year — a pay fixation in Civil Services Rules, BM-32 and BM-2 forms in Budget, a cash flow statement in Cost Accounts. Past papers are the best source for those question types.

- ProSyllabus mirrors the published papers on the Haryana SAS exam page as direct downloads, with no Drive permissions or sign-up.

Two gaps are worth knowing. There are no recent Part I papers in this set — the SAS-I compilations stop at 2014, so for Part I the structure document matters more than the papers. And there are no official solutions for the with-books papers at all: for Civil Services Rules, Audit and Accounts, Local Rules and Budget, the "answer" is the rule, and you have to find it yourself.
How to use past papers — by paper type
Where past papers pay off most
- Budget & Treasury Rules: 75 of 150 marks are three compulsory forms — BM-32 excess and surrender, BM-2 budget estimate with memorandum, and a reappropriation statement. Work every one in the archive by hand.
- Cost Accounts: the 30-mark cash flow statement opens every paper. The 2023 and 2025 official solutions show the format examiners expect.
- Advanced Accountancy: 40 marks of company final accounts, 15 of hire purchase and 20 of branch or departmental accounts are compulsory. Again, the official solutions show the expected format.
- Civil Services Rules (Part I): the 30-mark pay fixation question comes every year. The old papers cite pre-2016 rules — rework them under the Haryana Civil Services Rules 2016.
Question types come from the Treasuries criteria document. We do not claim specific questions repeat; we have no source for that.
Two cautions with the older papers
- Papers before 2016 were set on the Punjab CSR and the Revised Pay Rules 2008. The method of pay fixation carries over; the rule numbers do not.
- Company Law papers from 2009-2014 were set on the Companies Act 1956. The current books list names the Companies Act 2013.

Where can I download Haryana SAS previous year question papers?
HIPA links official past papers from its examination page on hipaco.in, as Google Drive folders for SAS-I, SAS-II and LAD. ProSyllabus mirrors the published SAS-I and SAS-II papers as direct downloads on its Haryana SAS exam page.
Are there SAS question papers with answers?
Only for some practical Part II papers: Advanced Accountancy and Cost Accounts for 2023 and 2025 have official solutions or answer keys. No official solutions exist for the with-books papers, where the answer is the relevant rule.
Is the HIPA "Solutions 2022" file for SAS Part 1?
No. Despite its name, it is an answer key for the Urban Local Bodies departmental exam of September 2022 — an elementary book keeping paper. It is useful practice but not an SAS paper.
Are old SAS papers still useful after the rules changed in 2016?
Yes for question types and methods, with care over rule numbers. Papers before 2016 used the Punjab CSR and Revised Pay Rules 2008, which the Haryana Civil Services Rules 2016 replaced. Rework the calculations under the current rules.
Are recent SAS Part 1 papers available?
The published Part I set we could trace is a 2009-2014 compilation. For recent Part I cycles, check HIPA’s SAS-I Drive folder, and rely on the Treasuries criteria document for the current question structure.
