Where other pages get this wrong
You do not need to buy the SAS rule books. Most are free official downloads.
Commonly published instead: Searches for "Haryana SAS books PDF" mostly surface paid compilations, scanned photocopies and Telegram links.
The Haryana Civil Services Rules 2016, the Revised Pay and ACP Rules, both volumes of the Punjab Financial Rules and the Subsidiary Treasury Rules are all published free by the Haryana Finance Department. The bare Acts are free on India Code. The official copies are also the only ones guaranteed to carry the latest amendments — which matters in an open-book exam.
Four of the nine SAS papers are written with the rule books open, and Company Law is written with bare Acts. For those papers, the books are the exam. For the four papers written without books, what you need is a commerce textbook, not a rule book.

What HIPA allows in — and what it excludes
HIPA publishes a books-allowed list for each cycle. The 2023 SAS-II list is the most recent we could read in full, and it is more restrictive than "with books" suggests.

Why the exclusions matter
- If you prepare from the full PFR Vol II, you will build your tab system around pages you cannot take into the hall. Print or carry only the permitted appendices.
- The Company Law list is bare Acts — an annotated or commentary edition is a different book.
- HIPA posted a newer "Books Allowed in SAS-II (OB) Exam" notice on 11 December 2025. Check it, and the SAS-I list, on HIPA’s examination page before your cycle.
A note on the older syllabus documents
- The Treasuries criteria document of 2020 lists seven Acts for Company Law and names the Companies Act 1956. HIPA’s 2023 list names the Companies Act 2013 and adds the Maternity Benefit Act and the RPwD Act. The HIPA list is newer.
- The Punjab CSR volumes are still hosted by the Finance Department, but the Haryana Civil Services Rules 2016 replaced them. Use them only to understand older papers.

Where can I download Haryana SAS exam books as PDF?
The main rule books are free on the Haryana Finance Department website, finhry.gov.in: the Haryana Civil Services Rules 2016, the Revised Pay and ACP Rules 2016, Punjab Financial Rules Vol I and II, and the Subsidiary Treasury Rules. Bare Acts are free on India Code; the Government Accounting Rules and the List of Major and Minor Heads are on the CGA website.
Which books are allowed in the SAS exam hall?
HIPA publishes a list for each cycle. The 2023 SAS-II list allows the Punjab Budget Manual, the Treasury Rules and STR Vol I and II, and PFR Vol II for Budget — each with named parts excluded — and nine bare Acts for Company Law.
Can I take annotated books into the SAS Company Law paper?
The paper is written with bare Acts. Commentaries and annotated editions are not bare Acts; check the current HIPA list and the instructions to candidates.
Do I need to buy SAS coaching books?
For the with-books papers, no — the official rule books are free and are what you use in the hall. For Book Keeping, Advanced Accountancy and Cost Accounts, any standard B.Com-level text covers the syllabus.
Is the Punjab CSR still used for Haryana SAS?
No. The Haryana Civil Services Rules 2016 replaced the Punjab CSR from 19 July 2016. The old volumes are still hosted by the Finance Department and help with pre-2016 papers.
Where is the Punjab Budget Manual PDF for Haryana?
We could not find an official free download. Your department’s accounts branch will normally have a copy, and it is on HIPA’s books-allowed list with appendices B, C, D, E and K excluded.
