Where other pages get this wrong
The Punjab CSR no longer governs Haryana employees. The Haryana Civil Services Rules 2016 replaced it.
Commonly published instead: Older guides, coaching notes and even official syllabus documents still cite "CSR Vol I, Part I" and the Revised Pay Rules 2008.
Nine separate sets of Haryana Civil Services Rules were notified in 2016 and replaced the Punjab CSR. The Punjab volumes are still hosted by the Finance Department, but only for reference. If a pay fixation, leave or pension question cites a Punjab CSR rule number, the answer today comes from the 2016 Haryana rules.
The Haryana Civil Services Rules 2016 (HCSR) are the service rules for Haryana government employees: how pay is fixed, what leave you earn, how pension is calculated, what conduct is expected and how discipline works. They are also the core of Part I of the SAS exam, where the Civil Services Rules paper is 150 marks and written with these books open.

Unresolved: When did each volume take effect?
- HIPA’s synopsis of the rules says all nine were notified effective 19 July 2016.
- The Finance Department’s gazette listing dates seven volumes to 19/07/2016 but lists Allowances as 16/07/2016 and TA as 16/06/2016.
Our position: For almost every purpose the difference does not matter. If a case turns on a date in mid-2016, read the commencement clause in the gazette notification itself.

How the rules appear in the SAS exam
Civil Services Rules paper (Part I, 150 marks, with books)
- Q1, compulsory, 30 marks: a pay fixation case.
- 45 marks of practical questions across stoppage of increments, qualifying service for increment, subsistence allowance, leave account, joining time, pension and leave salary contribution, commutation, DCRG, family pension and GPF interest.
- 75 marks of theory, with no more than two questions from any one volume — so every volume is in play.
- The TA Rules also appear in the Local Rules & Public Works Accounts paper, as a compulsory 10-day TA bill.
The official question structure (Treasuries criteria, 2020) still cites the old Punjab CSR volumes and the 2008 pay rules. Work every question under the 2016 Haryana rules.
Training
- HIPA runs short programmes on the rules — including a two-day programme on the Haryana Civil Services Rules, purchase procedures and e-tendering on 24-25 September 2026.
- HIPA’s Divisional Training Centres at Rohtak, Hisar and Gurugram run in-service refreshers on service matters.

How many volumes are there in the Haryana Civil Services Rules 2016?
Nine: General, Pay, Travelling Allowance, Allowances, Leave, General Provident Fund, Pension, Government Employees Conduct, and Punishment and Appeal.
When did the Haryana Civil Services Rules 2016 come into force?
HIPA’s synopsis says 19 July 2016 for all nine. The Finance Department’s listing dates seven volumes to 19 July 2016, the Allowances Rules to 16 July 2016 and the TA Rules to 16 June 2016.
Are the Revised Pay Rules 2016 part of HCSR 2016?
No. The Haryana Civil Services (Revised Pay) Rules and (Revised ACP) Rules were issued separately on 28 October 2016 and are on the Finance Department’s Pay and Pension Rules page.
Is the Punjab CSR still valid in Haryana?
No. The Haryana Civil Services Rules 2016 replaced the Punjab CSR. The Finance Department still hosts the Punjab volumes for reference.
Have the Haryana Civil Services Rules 2016 been amended?
Yes, regularly. Recent amendments listed by the Finance Department include the Leave Rules (9 July 2025), Pension Rule 95(2) on commuted value (23 July 2025), and the General and TA Rules (both 19 February 2026).
Which HCSR volumes are in the SAS exam?
All of them can be tested in the Part I Civil Services Rules paper, which caps theory at two questions per volume. The TA Rules also appear in the Local Rules paper as a compulsory TA bill.
