What went into these ten pages
Written from the primary documents, not from other people's notes:
- FD letter No. 14/30/2021-1FA dated 06.02.2023 — the Regulations (Annexure-I) and the current syllabus (Annexure-II).
- The Department’s own "Criteria / Guidelines for the paper of SAS Examination Part I & II" — the question-by-question mark split almost nobody reproduces.
- The eight Haryana Civil Services Rules, 2016 as amended, Government Accounting Rules 1990, and the six 2025–26 Finance Department notifications.
Three things most material still gets wrong
- Part-I Paper 3 is the eight Haryana Civil Services Rules, 2016 — not Punjab CSR. The 2023 syllabus replaced them; most circulating notes have not.
- The gratuity money ceiling is ₹25 lakh with effect from 1 January 2024 — notified on 31.12.2024, and it is the effective date that is examinable.
- The GPF minimum subscription in Haryana is 8% of basic pay, not the central 6%; and under Rule 24 you may reduce it once and enhance it twice a year.

Is this an official Haryana Government document?
No. It is a revision kit compiled by ProSyllabus from the Finance Department’s own letters, the 2016 Rules and the 2025–26 notifications. Always check the latest Treasuries & Accounts notice.
I already have the rule books. Why this?
Because five of the nine papers are with books and four are not, and in the last week the problem is no longer access — it is recall. This is the compression: the mark split for every paper, the figures worth memorising, and the places where the Haryana rule differs from the central rule you were probably taught.
Is it built for the current syllabus?
Yes — Annexure-II to FD letter No. 14/30/2021-1FA dated 06.02.2023, which replaced Punjab CSR with the eight Haryana Civil Services Rules 2016, renamed Paper 4 and added Government Accounting Rules 1990. It also carries the 2025–26 amendments, including compensatory leave and the ₹25 lakh gratuity ceiling, which a bare 2016 volume does not have.
When is the 2026 examination?
Not yet fixed. The 10 July 2026 memo says Part-I and Part-II are "likely to be held in the month of October/November, 2026" and that the schedule will be notified in due course. Applications closed on 15 August 2026 after a corrigendum extended the date.
