Railway AFA LDCE Eligibility: Level 6, Five Years and Appendix-3

Who may sit the 30% LDCE for AFA/ADFM: Accounts staff in Level 6 and above with five years' regular service and Appendix-3 passed, how service is counted, and why six ECoR applicants were refused.

Railway AFA LDCE Eligibility: Level 6, Five Years and Appendix-3

Checked 30 September 2026. Eligibility comes from the 2019 Recruitment Rules as quoted in each cycle's zonal notification. These conditions are from East Coast Railway's 2025-26 notification (cut-off 01.01.2025). No notification for the next cycle had been issued on 30 September 2026.

Three conditions decide whether you can sit the AFA/ADFM 30% LDCE. You must be a Group C employee of the Accounts Department in Level 6 or above; you must have five years of regular service in Level 6 and above in Accounts on the cut-off date; and you must have passed the Appendix-3 (IREM) examination. East Coast Railway's notification of 23.12.2025 prints all three and attributes them to the Recruitment Rules for the post "published by Railway Board vide Notification dated 05.03.2019". We could not obtain the Gazette copy of those rules; a reproduction on railwayrule.com dates them GSR 206(E) of 09.03.2019 (reported). Where other pages get this wrong

The five-year and Appendix-3 conditions are printed in an official zonal notification, and the source date is not settled: ECoR says the rules were published on 05.03.2019; the reproduction we found says GSR 206(E) of 09.03.2019.

Commonly published instead: Pages usually state "Level 6 with 5 years and Appendix-3" as if from the Gazette, with no date, or give only 09.03.2019.

Until we can read the Gazette copy, both dates stay on this page. The substance is the same in both sources: Level 6 and above, five years' regular service at that level in Accounts, and Appendix-3 passed. For the 70% selection the reproduction gives three years instead of five (reported only; see the route comparison guide).

Two words in the service condition carry most of the disputes. "Regular" means service on a regular, not ad hoc, basis. "In the Accounts Department" means Level 6 service in another department does not count towards the five years, even if the pay level matches. East Coast Railway's list shows both at work.

Why applicants were refused: East Coast Railway, 2025-26

East Coast Railway notified 8 posts (UR 6, SC 1, ST 1, including one PwBD post in the HH category) and, on 22.01.2026, declared 70 employees eligible and 6 not eligible, each with a written reason. We grouped the six reasons below. No names or IDs are reproduced.

The own-request transfer cases are the trap to understand. The notification itself quotes RBE 40/2008: after a request transfer with bottom seniority, service in the old unit does count towards a minimum-service condition, but only up to the length of service of your immediate senior in the new unit. The four refusals cite RBE 216/2019 and say the candidate "has not completed 5 years regular service in Level-6 and above as on 01.01.2025" after the transfer. Our reading, which is not stated in either document: where your immediate senior in the new unit has less than five years in Level 6, RBE 40/2008 cannot lift you above that, so a transferee can fall short even with five years in total. If you have moved unit on request, ask your controlling officer how your service will be capped before the notification, not after the list.

Appendix-3: the gate before the gate

Appendix-3 (IREM) is the departmental qualifying exam for Accounts staff. Without it you are not eligible for either AFA route, and it is also the exam that opens the Section Officer (Accounts) cadre. The notification asks whether you have "qualified" it; it sets no minimum Appendix-3 score and gives no weight to when you passed.

What eligibility does not ask for

Do I need a degree?No educational qualification is printed; the bio-data form for the viva asks for it only as information.
Can staff of other departments apply?No. It is limited to the Accounts Department, and service in other departments does not count.
Do APARs matter for eligibility?Not for eligibility. The last five APARs (2018-19 to 2022-23 in ECoR's cycle) are called for the record-of-service assessment after the CBT.

Reserved categories, PwBD and pre-promotional training

Vacancies are reserved by category, and ECoR's 8 posts included 1 SC and 1 ST post and one PwBD post (HH category). SC and ST candidates must be given pre-promotional training: ECoR's notification asks for 15 to 20 working days and not less than 60 hours under RBE 142/2019, finished by 27.02.2026, and says any refusal must be taken in writing. Its eligibility list of 22.01.2026 cites a different letter for the same training — E(GP)2024/2/37 of 06.11.2024, "60 hours or 15 working days" — with the same deadline. PwBD candidates with difficulty in writing may get a scribe or compensatory time under RBE 162/2022 on a medical certificate in the prescribed form (Appendix-I to the notification).

A checklist before the next notification

What to have ready (our checklist from the ECoR notification)

  • The date of your regular promotion or appointment to Level 6 (or its pre-revised grade) in Accounts, from your Service Register.
  • If you trained immediately before appointment, the training dates, so they can be counted.
  • If you moved unit on request, your immediate senior's Level 6 date in the new unit.
  • Proof of your Appendix-3 pass.
  • Your photo, signature and, where relevant, caste and PwBD certificates uploaded in HRMS (raise an ESS request if missing).
  • Your last five APARs complete, because the controlling officer must keep them ready for the record-of-service assessment.

Who can apply for the railway AFA LDCE?

Group C employees of the Accounts Department in Level 6 or above, with five years of regular service in Level 6 and above in Accounts on the cut-off date, who have passed the Appendix-3 (IREM) examination.

Is five years of service an official condition?

Yes. East Coast Railway's notification of 23.12.2025 prints it and attributes it to the Recruitment Rules for the post. We could not read the Gazette copy; a reproduction dates the rules GSR 206(E) of 09.03.2019, while ECoR says 05.03.2019.

What was the cut-off date in the 2025-26 cycle?

01.01.2025, for the assessment period 01.01.2025 to 31.12.2026.

Does service in the pre-revised grade count?

Yes. Regular service in the corresponding pre-revised grades counts towards the five years.

I moved to this unit on my own request. Does my old service count?

Under RBE 40/2008 it counts, but not beyond the service of your immediate senior in the new unit. ECoR refused four own-request transferees in 2025-26 for being under five years, citing RBE 216/2019.

Can I count Level 6 service in another department?

No. The five years must be in the Accounts Department. ECoR refused one applicant who had moved from the Cash and Pay department in 2024.

How do I apply?

Through HRMS only, under the Group B applications of the promotion module. Physical applications are not accepted.

Is there an age limit or fee?

Neither is printed in the ECoR notification.
