Postman and Mail Guard Allotment: Division Preference, Refusal, Lists

How a merit rank becomes a division: the six-stage 2023 procedure, the 7-day deemed refusal, the one-year bar, tie-breaks, and why supplementary results can run to a fifth list.

Checked 30 September 2026. The procedure is DoP letter 17-08/2018-SPN-I dated 18.10.2023 with its clarification of 31.10.2023 (official). Result memos and supplementary lists are issued circle by circle through the year.

Clearing the Postman and Mail Guard exam does not by itself give you a post. Your rank is matched, in order, against the divisions and units you listed, the posts left in your category, and the choices of everyone ranked above you. Then you have seven days to join. What happens to a post someone refuses is why circles keep publishing lists for months after the result. This guide sets out the procedure the Directorate laid down in 2023 and what the 2025 and 2026 result memos show about how it works in practice.

The clarification of 31.10.2023 settles a point many candidates get wrong. If you opt for both Postman and Mail Guard, you give your own order of preference between the two cadres. You are then considered for the first cadre in each of your divisions in the order you gave, and only if no post is available there, for the second cadre in the same order. Postman is not automatically tried first; your order is. The only fixed order is between the two exams: Postman and Mail Guard before MTS.

The order matters most to GDS. A GDS candidate waits for two things before the GDS list is drawn: the MTS list for the circle to be worked through, and any posts it leaves behind to be added. A GDS who has also opted for MTS waits longest, because the MTS appointments come last. The 2022 pattern letter adds a further rule that shapes everything below: there is no wait list and no approved panel. A post left vacant because someone did not join goes to the next candidate in merit in the same category, and that is all.

Merit, and how ties are broken

The merit list is drawn on Paper-I plus Paper-II combined, out of 150, among candidates who also cleared Paper-III and the DEST. Where two candidates have the same combined marks, circles apply DoP letter 04-08/2019-SPN-I dated 11.12.2020 on inter-se merit; the Andhra Pradesh, Bihar, Odisha and Assam results all cite it. We have not read the 2020 letter itself, so we do not state its rule.

Ties decide real outcomes. Andhra Pradesh’s 2026 LDCE result names seven UR candidates who scored 142 of 150 and one ST candidate on 134 who did not get a post, because the tie-break placed others with the same marks ahead of them and the vacancies ran out. The same memo lists eight candidates who were high enough in merit but could not be allotted any division, because every division and unit they had listed was already full on their turn. That is the cost of a short preference list.

Seven days, leave, and refusing

The 2026 result memos of Andhra Pradesh, Bihar, Odisha and North East carry the same rule: the promotion or appointment order must say that if the official does not join within seven days, the post will be deemed refused. An official on approved leave may accept in writing within that time and join after the leave. Candidates who do not want the post can say so in writing. Andhra Pradesh attaches a form for exactly that, to accept or decline.

Refusing has a price. Odisha’s 2026 result cites Directorate letter W-17/10/2023-SPN-I-DOP dated 06.03.2023, under which an official who refuses a promotion is barred from the LDCE for one year,. Andhra Pradesh’s decline form puts it from the candidate’s side: by declining, you give up any further claim on this year’s result, and a future promotion, if you succeed in a later exam, counts from the end of your embargo period.

Your joining clock after a promotion or appointment order

Enter the date on your order. The screen shows the seventh day, the way Andhra Pradesh and Odisha counted it in 2026, and, if you refuse a promotion, when the one-year bar that Odisha’s result cites would run out.

Official: an order not taken up within seven days is deemed refused; an official on leave may accept in writing and join after the leave (DoP procedure 18.10.2023; AP result 22.09.2026, deadline 29.09.2026; Odisha result 04.09.2026, orders by 07.09.2026 and refusals by 14.09.2026). The one-year bar on the LDCE after a refusal is from DoP letter W-17/10/2023-SPN-I-DOP dated 06.03.2023 as cited in Odisha’s result; we have not read that letter itself. Dates are our arithmetic. Your own order and your Divisional Head decide the actual dates.

Why supplementary lists keep coming

Because there is no wait list, every refusal, every non-joining and every candidate later found ineligible produces a fresh vacancy that must be offered, by a new memo, to the next person in merit. Telangana’s 2025 LDCE shows how long that chain can run. The written exam was on 31.08.2025. The result came on 31.12.2025. Supplementary lists followed on 16.03.2026, 21.05.2026, 03.07.2026 and 14.08.2026, and a fifth on 29.09.2026 — thirteen months after the exam (our arithmetic). The fifth list exists because one selected MTS declined in writing on 18.08.2026; the circle accepted the unconditional declination, removed that candidate from the merit list and selected the next MTS in merit for the post. The same memo lists seven candidates in merit who still could not be allotted, for want of a vacancy in their preferences.

So if you qualified but were not placed, keep watching. Each supplementary list takes the next candidate in the same category. And if you are selected but will not join, say so early and in writing: the sooner you decline, the sooner the post reaches the next person, who may be a colleague in your own division.

Delhi: the one route across circles

The 2023 rules let the Department allow GDS of other circles to be appointed in the Delhi Postal Circle. In 2024-25 Delhi used it for a special drive: vacant Postman, Mail Guard and MTS posts filled from surplus qualified and willing GDS of the 2022 and 2023 exams from all circles, under a procedure of 26.06.2024 and a result of 04.10.2024. Its rules mirror the ones above. A candidate allotted a cadre against a 2022 vacancy was not considered for a lower cadre against a 2023 vacancy, but could be considered for the same level (Mail Guard for Postman, or the other way round). The last chance to join under that drive was 14.03.2025.

How is a division allotted?

In merit order. Each candidate is matched against the divisions and units they listed, in their order, while posts in their category remain. A division you did not list is never allotted.

If I opt for Postman and Mail Guard, which is tried first?

The one you put first. The clarification of 31.10.2023 asks you to give your own order of preference between the two cadres.

How long do I have to join?

Seven days. If you do not join, the offer is deemed refused. An official on approved leave can accept in writing and join after the leave.

What happens if I refuse the promotion?

The post goes to the next candidate in merit. Odisha’s 2026 result cites a 2023 Directorate letter barring an official who refuses from the LDCE for one year.

Is there a wait list?

No. The 2022 pattern letter says there is no wait list or approved panel; a post left vacant by non-joining goes to the next candidate in merit in the same category through a supplementary result.

Why was I not allotted even though I qualified?

Either the vacancies in your category ran out before your rank, or every division you listed was already full on your turn. Andhra Pradesh and Telangana results list candidates in both situations.

How are ties broken?

By DoP letter 04-08/2019-SPN-I dated 11.12.2020 on inter-se merit, which the 2026 results cite.

Can I ask for a different division after allotment?

Odisha’s 2026 result says there will be no revision of cadre or division allotment.

When are GDS appointed?

After the MTS list is worked through. Posts the MTS list cannot fill are added to the GDS vacancies, and GDS to MTS appointments come last.
