Kuwait Nursing Licence: Private, Government and MOH Routes Compared

The three official routes to nursing in Kuwait — private-sector licence, government-sector licence and MOH hiring of residents — with eligibility, documents, KD fees and where GNM fits.

Ask how an Indian nurse gets licensed in Kuwait and you will hear three different answers — because there are three different routes, each with its own rules. Kuwait Government Online lists a private-sector nursing licence and a government-sector nursing licence, and the Ministry of Health has a separate page for hiring nurses already resident in Kuwait. Much of the confusion online, especially about age limits and experience, comes from mixing them. This guide takes each in turn from the official pages.

From Kuwait Government Online (private and government nursing-licence services, archived June 2026 because the live site blocks access from outside Kuwait) and MOH's nursing-job criteria page. The private-sector page does not itself mention a Prometric exam; the link to the RN exam comes from Prometric's page, which says the licensing department regulates the private sector.

Where other pages get this wrong

The 25–35 / 25–40 age limits are for MOH hiring of nurses already living in Kuwait — not for every Kuwait nursing job.

Commonly published instead: "Kuwait nurse age limit: 25–35 for women, 25–40 for men" applied to all recruitment.

Those limits appear on MOH's "Criteria to Apply for Nursing Job" page, which is for applicants who already hold valid Kuwaiti residence. The private-sector licence page sets a minimum age of 21 and no maximum. No official limit for overseas recruitment campaigns was found.

The private-sector licence, step by step

The page lists no exam step, and its steps are written for processing inside Kuwait: the interview, the Medical License Committee and the residence come after arrival. A nurse applying from India will have these arranged through the employer, with visa and residence sequencing to be confirmed before travel. The experience line is printed as "at least one year of field experience in nursing and three years in obstetrics"; the page does not explain how the obstetrics clause applies to a general nurse, so ask the employer or the Medical License Department.

The government-sector licence

The government-sector service is shorter and depends entirely on the employer: "The applicant must submit a request to issue professional license from the applicant's employer." Non-Kuwaiti nurses submit the employer's request, their accredited certificates, experience certificates showing "suitable practical experience", a passport copy, a copy of the professional licence in their home country and three photographs, register at the Medical License Department and pay KD 10. The page mentions no exam; a government employer recruiting from abroad will tell you what assessment it uses.

From MOH's "Criteria to Apply for Nursing Job" page (archived English 2021 and Arabic 2025 copies, identical in content). Applications are made personally, with documents sent to MOH's nursing department. This route is for people already living in Kuwait — for example a nurse whose spouse works there — not for recruitment from India.

Our reading. No Kuwaiti page names GNM, Post-Basic B.Sc or the Indian Nursing Council. The Ministry of Higher Education's equivalency check decides how a certificate is treated, so have transcripts showing subjects and hours ready.

Which Kuwait route applies to you?

Registration at home and medical fitness

All three routes ask for proof that you are registered as a nurse at home: "registration as a nurse in the Nursing Council of the applicant's home country" (private), a "copy of the professional license" (government), or a "valid nursing License from your country" (MOH). For an Indian nurse that is registration with the State Nursing Council; no Kuwaiti page says whether it also wants the Indian Nursing Council, so keep both current if you hold both. "Medically fit" is required on every route; for the private licence it is a check-up in front of the Medical License Committee, after which the residence is issued. The specific tests are not listed on the pages we read.

Verification and attestation

Kuwait's official pages describe two checks rather than a single verification company. The private-sector licence sends certificates to the Ministry of Higher Education for equivalency and data verification; MOH's hiring page asks for degree, transcript and school certificates attested by Kuwait's Ministry of External Affairs. Whether a primary-source verification company such as DataFlow is also required for Kuwait MOH is not stated on any official page we could read; coaching sites that say it is mandatory give no source. Ask your employer which verification it will arrange, and keep certified copies of every certificate: both the equivalency check and the attestation work from them.

Practise it, don't just read it

Whichever route you take, the Prometric RN blueprint is the best map of what Kuwait expects a nurse to know.

What is the eligibility for a Kuwait nursing licence?

For the private sector: a nursing certificate from an accredited institute after at least three years of study following the intermediate certificate, at least one year of nursing experience, age 21 or over, home-council registration, and medical fitness.

Can GNM nurses work in Kuwait?

No Kuwaiti page names GNM. The private-sector licence asks for at least three years of study after the intermediate certificate, and MOH's resident-hiring page accepts a "diploma after higher schooling" with four years' experience. The equivalency check decides.

Does a government-sector nursing licence need an exam in Kuwait?

The official government-sector licence page mentions none: it needs an employer's request, accredited certificates, suitable experience, the home licence and a KD 10 fee. Your employer will say what assessment it uses.

How much experience do I need to work as a nurse in Kuwait?

One year for a private-sector licence. MOH's page for hiring resident nurses asks for three years with a BSN or four with a diploma.

Is DataFlow required for Kuwait nursing?

No official Kuwaiti page we could read mentions DataFlow. The official checks named are Ministry of Higher Education equivalency and attestation by Kuwait's Ministry of External Affairs.
