For an Indian nurse, the Kuwait licence is only half the paperwork. The other half is Indian: emigration clearance (EC) from the Protector of Emigrants through the eMigrate portal, which every nurse going to Kuwait needs whatever their passport category. From 2015 the rules also limited who could recruit nurses — first to government agencies, then from 2018 to other registered agents only country by country, through a country-specific order. On 25 August 2025 MEA removed that last step, and most advice online has not caught up.

Emigration clearance is still mandatory
The Embassy of India in Kuwait puts it plainly: "Since 2015, Government of India has placed nurses under the ECR (emigration check required) regime so that emigration clearance through eMigrate becomes mandatory for them for any employment in any of the ECR countries." Kuwait is one of the 18. The August 2025 memorandum that relaxed recruitment kept this rule explicitly: nurses emigrating to any ECR country "would continue to require the emigration clearance (EC) from the Protector of Emigrants (PoE)".

Where other pages get this wrong
Indian nurses are no longer restricted to NORKA, ODEPC or OMCL for Kuwait jobs.
Commonly published instead: "Nurses can go to Kuwait only through NORKA Roots, ODEPC or OMCL."
That was the rule from 2015. MEA abolished the country-specific-order requirement for nurse recruitment on 25 August 2025, and its 4 September 2025 workflow sets two routes on eMigrate: a registered recruiting agent, or direct recruitment by the foreign employer. Emigration clearance is still mandatory, so any job must go through eMigrate. (The memoranda do not say "private agents are now allowed" in so many words; that is our reading of the change.)

From the flowchart annexed to MEA's 4 September 2025 memorandum (scanned; only the clearly legible labels are used). The memoranda do not mention NORKA, ODEPC or OMCL by name; state agencies that are registered on eMigrate would, on our reading, work through the agent route. In both routes the Protector of Emigrants is the one who checks the contract and grants clearance, which is the protection the ECR regime exists to give: a named Indian official reviews the job before you leave.

Nurses need clearance whatever their passport says
Many Indian professionals hold ECNR passports and never deal with emigration clearance. Nurses are the exception: the Embassy's wording is that emigration clearance through eMigrate is mandatory for nurses "for any employment in any of the ECR countries". A degree that would normally exempt you from the emigration check does not remove this requirement for a nursing job in Kuwait.
The same rule for every Gulf country
Nothing here is Kuwait-specific on the Indian side. The emigration-clearance rule for nurses covers all 18 ECR countries — including the UAE, Saudi Arabia, Qatar, Oman and Bahrain — and the August 2025 abolition of the country-specific order applied to all of them at once. A nurse weighing a Dubai offer against a Kuwait one goes through the same eMigrate process for either; what differs is the destination's licence and exam.
What the 2015 order still says about money
The 7 May 2015 order set out who pays for recruitment: the designated agencies "shall not charge any fees to meet the recruitment expenses from the nurses under any circumstance whatsoever", the costs were to be recovered from the foreign employer, and "the Foreign Employer shall not recover any amount towards the cost of recruitment from the nurses". Those clauses were written for the government agencies of the time. The 2025 memoranda we read do not restate them for private agents, so ask the Protector of Emigrants what applies to your case before paying anyone.
What this means in practice
Before you accept a Kuwait offer
- Check registration on eMigrate — of the recruiting agent, or of the Kuwaiti employer if it is hiring directly.
- Expect emigration clearance as a step before you fly; without it you cannot emigrate for the job.
- Keep your licence paperwork separate: EC is India's requirement; the Kuwait licence, equivalency and any Prometric exam are Kuwait's.
- Be wary of "no EC needed" offers. For nurses, EC is required for every ECR country, whatever the passport category.

The Embassy of India in Kuwait is the practical contact for problems after arrival; the Protector of Emigrants offices in India handle clearance before departure. News reports of a 2015 Kuwait–India accord mention a cap on recruitment charges, but we could not find the accord itself, so we do not repeat its figures.

Do nurses need emigration clearance for Kuwait?
Yes. Since 2015 nurses have been under the ECR regime, and emigration clearance through eMigrate is mandatory for employment in any ECR country, including Kuwait. The August 2025 change kept this rule.
Can I go to Kuwait as a nurse through a private agent?
Since 25 August 2025, MEA no longer requires a country-specific order for nurse recruitment, and its September 2025 workflow includes recruitment through a registered recruiting agent. The agent must be registered on eMigrate.
Is NORKA the only way to get a nursing job in Kuwait?
Not any more. The 2015 rule limiting recruitment to government agencies was superseded; registered agents and employers hiring directly on eMigrate are now routes too.
Does emigration clearance replace the Kuwait licence?
No. Emigration clearance is India's permission to emigrate for the job; the Kuwait licence, equivalency and any Prometric exam are separate Kuwaiti requirements.
When did the rules for nurse recruitment change?
