Checked 3 October 2026. The pay scale is fixed until the next wage settlement; the 12th Bipartite Settlement and 9th Joint Note run to 31 October 2027. DA changes every quarter: 27.83% is for August to October 2026 only, and the next rate (from 1 November 2026) follows the July to September CPI.

A clerk promoted to officer is paid in the Scale I (JMGS-I) scale: Rs 48,480 rising to Rs 85,920 over 17 stages, as fixed by the 9th Joint Note of 8 March 2024 with effect from 1 November 2022. That is basic pay only. On top of it a Scale I officer gets Dearness Allowance (27.83% of pay for August to October 2026), a special allowance of 26.50% of basic, a learning allowance of Rs 850, House Rent Allowance and city compensatory allowance. At the entry stage, in a major A class city, those items bring a month’s gross to about Rs 86,629 (our arithmetic, before deductions).

What the public record does not say is which stage a promoted clerk lands on. That is decided by a fitment formula the Indian Banks’ Association advised to banks in August 2024, and we could not find its text. This guide therefore gives you the scale, the allowances and a calculator for any stage, and says plainly where the fitment sits. The bank circulars quoted here are the banks’ own staff documents. None of them is on a bank’s public careers page, so we read them in copies hosted by exam-preparation sites and name the host in the source list. Check the current circular on your own bank’s HR portal before you act.

The Scale I pay scale, stage by stage

The scale is printed as 48480-2000/7-62480-2340/2-67160-2680/7-85920: start at 48,480, seven increments of 2,000 to 62,480, two of 2,340 to 67,160, then seven of 2,680 to 85,920. The stages below are our arithmetic from that printed scale and reproduce its end points. The last two columns add the allowances at the DA rate for August to October 2026: first for a posting with HRA at 10% and CCA of Rs 2,300, then for a place with HRA at 8%, no CCA and the Rs 1,200 location allowance.

Basic pay is not the salary

  • DA is charged on basic pay plus special allowance plus learning allowance, which is Rs 62,177 at the first stage (our arithmetic), not Rs 48,480.
  • At the first stage that makes the DA about Rs 17,304 a month on top of basic pay.
  • HRA and CCA are separate again and depend on where you are posted.

Source: the 9th Joint Note (Union Bank copy), clause 2, cross-checked against the officers’ provisions reproduced in SBI’s e-circular of 18.06.2024. DA is paid on basic pay, special allowance and learning allowance, not on HRA or CCA.

Fitment on promotion: what is public and what is not

Three documents bear on where a promoted clerk’s pay starts. First, the 9th Joint Note’s clause 7 says that every officer on promotion is fitted in a higher stage in the new scale with a protection of a minimum differential of one increment in the pay drawn in the pre-promoted cadre or scale. That clause is written for officers moving between scales. Second, the Indian Banks’ Association circular HR&IR/MBR/FITMENT/2538 of 30 September 2025 refers back to an earlier circular of 17 August 2024 (HR&IR/MBR/515/2024-25/1340) that gave the XII BPS fitment formula to banks, and quotes one note from it. Third, SBI’s circular of 18 June 2024 says an SBI clerk promoted to officer on or after 1 November 2022 gets a provisional stage-to-stage fitment and that the new fitment formula for promotion from the clerical cadre to JMGS-I would be advised separately.

The one note we can read says what happens if the clerk already holds JAIIB or CAIIB: the increments earned for passing JAIIB or CAIIB are first reduced from the clerical basic pay to get a notional basic, the officer is fitted in the Officers’ scale from that notional figure using the IBA table, and the reduced increments are then added back to the basic fixed in the Officers’ scale. The table itself is not in anything we could find. So we do not print a "clerk basic to officer basic" conversion, and no calculator on this page claims to.

One thing the printed scales do let us say, as arithmetic and nothing more: Scale I starts at Rs 48,480, while the clerical scale of the 12th Bipartite Settlement (24050-1340/3-28070-1650/3-33020-2000/4-41020-2340/7-57400-4400/1-61800-2680/1-64480, 20 stages) reaches Rs 50,380 at its stage 15 and ends at Rs 64,480. A senior clerk’s basic can therefore already be higher than Scale I’s first stage, and fitment is what stops promotion from lowering pay. Allowances, special pay and qualification pay on the clerical side differ by bank and are not compared here.

JAIIB and CAIIB after you are an officer

Once promoted, JAIIB earns one increment and CAIIB two increments in the officers’ scale (the second CAIIB increment is new from 1 November 2022). At the top of the scale the settlement pays Professional Qualification Pay instead: Rs 1,370 a month for JAIIB after one year at the maximum, and up to Rs 5,480 for CAIIB after three years. Our guide to JAIIB and CAIIB increments and PQP works through the amounts, stage by stage.

What is the basic pay of a bank officer in Scale I?

The Scale I scale in force since 1 November 2022 is 48480-2000/7-62480-2340/2-67160-2680/7-85920, which is 17 stages from Rs 48,480 to Rs 85,920. It comes from the 9th Joint Note between IBA and the officers’ associations, dated 8 March 2024.

What is the dearness allowance for bank officers now?

For August, September and October 2026 the rate is 27.83% of pay, from IBA circular CIR/HR&IR/77/D/2026-27/3434 of 3 August 2026. It is the quarterly average of the all-India CPI for industrial workers (2016=100), 150.86 for April to June 2026, minus 123.03. The rate from 1 November 2026 will use the July to September index.

What stage does a promoted clerk get in Scale I?

It depends on the IBA fitment formula as applied by the bank. The formula for clerical staff promoted to officer was issued to banks in August 2024, and its table is not public in anything we could find. The Joint Note’s general rule for officers is a higher stage with at least one increment of protection.

Does JAIIB or CAIIB change the fitment on promotion?

Yes, in the one note we could read: increments earned for JAIIB or CAIIB are first taken off the clerical basic to get a notional basic, the officer is fitted from that figure, and the increments are added back in the officers’ scale.

Is the Scale I salary the same in every public sector bank?

The scale and allowances come from an industry-level joint note signed by IBA for the public sector banks that are party to it, so the scale is common to them. Fitment, accommodation and some other items are applied bank by bank, and SBI settles several workmen items at its own level.

Is the calculator the in-hand salary?

No. It is gross pay before provident fund or NPS, tax and other deductions, and it adds only the allowances the Joint Note prints for Scale I.
