Svenskt medborgarskap krav 2026: The New Rules and What the Test Covers

Checked 13 October 2026. From lag (2001:82) as amended to SFS 2026:1689, förordning (2026:451) and Migrationsverket’s pages, read 13 October 2026. The income figure (SEK 250,200) is the 2026 amount and changes each year; the processing-time figure is Migrationsverket’s rolling statistic. Rules on permits changed again on 12 July 2026, so check Migrationsverket before applying.

The six requirements since 6 June 2026

The Swedish parliament changed the Citizenship Act with effect from 6 June 2026. An adult who applies (the Act’s word is naturalisation) must now meet six conditions, listed in 11 § of lag (2001:82) [official: riksdagen.se]. Migrationsverket’s news item of 5 June sums up the change: stricter requirements on how long you must have lived in Sweden and on an orderly life, a new requirement to support yourself, and requirements for knowledge of Swedish and of Swedish society.

#Requirement (11 §)In the Act’s words
1Proved identity“har styrkt sin identitet”
2Permanent residence permit“har permanent uppehållstillstånd i Sverige”
3Habitual residence for eight years“har hemvist här i landet sedan åtta år”, unless 11 a § gives a shorter time

Where other pages get this wrong

The new rules apply to applications made before 6 June 2026 as well.

Commonly published instead: that an application handed in before 6 June 2026 is decided under the old rules.

Migrationsverket states that the rules apply from 6 June “without any transitional arrangements”: it assesses all applications under the new rules after that date, including cases applied for earlier and not yet decided [official: Migrationsverket, 5 June 2026].

8 years
habitual residence under the main rule
SEK 250,200

Check yourself against the six points

Krav för svenskt medborgarskap: the six-point check

Choose the group that fits you, enter the years you have had habitual residence (hemvist) in Sweden, and tick what you already meet.

A self-check against 11 § and 11 a § of lag (2001:82) and Migrationsverket’s page, read 13 October 2026. It cannot see how your residence time is counted or weigh special reasons (11 c §). Only Migrationsverket decides.

The residence periods the tool uses are in the next table. The other five points it only records as met or open; the sections below say what each one means.

How long you must have lived in Sweden

WhoYears of habitual residenceSource
Main rule811 § first paragraph 3
Citizens of Denmark, Finland, Iceland or Norway211 a § 1 a
A person who was previously a Swedish citizen211 a § 1 b
Stateless persons511 a § 2
Refugees711 a § 3 a
Married to or cohabiting with a Swedish citizen711 a § 3 b, with the conditions below
Under 21 when applying711 a § 3 c

The spouse rule has conditions, and the two official texts word them slightly differently. The Act says it applies only if the marriage or cohabitation has lasted at least five years and the partner has been a Swedish citizen for at least five years (11 a § second paragraph). Migrationsverket’s page says you must have lived together for the past five years, and that the partner must have been a Swedish citizen for at least five years “if your partner has previously been a citizen of a country other than Sweden or was stateless”. Migrationsverket also says the seven-year route is closed to a person who has been in Sweden under a false identity or has obstructed an expulsion decision; the main rule of eight years then applies [official, both].

What counts as residence time

  • Habitual residence means you are resident in Sweden and intend to stay.
  • With a permanent permit, or a permit that gave a basis for settlement, on arrival: time counts from the day you arrived. Otherwise it counts from the date you applied for the permit to settle.
  • Time on a visitor’s permit, a study permit or an au pair permit is not counted. Doctoral studies can count in some cases.
  • Short trips abroad do not matter, but if you were abroad for more than six weeks in total in a year, the whole time outside Sweden is subtracted.
  • EU/EEA citizens and their family members must have had right of residence for the period.
  • Time in Sweden under a false identity is not counted.

Identity and the permit

Identity. You prove it with an original identity document, a national passport or identity card issued by a competent authority in your country of origin, and by visiting Migrationsverket in person for an identity check (“personal appearance”) when it writes to you. A person who cannot prove identity can be naturalised only after at least ten years of habitual residence and if the stated identity is made probable (11 c § second paragraph) [official].

The permit. The Act’s list says permanent residence permit. Migrationsverket’s page says you must have one of: a permanent residence permit, residence status, right of residence or a residence card, or citizenship of another Nordic country. Since 12 July 2026, when permanent permits as a general rule stopped being granted, some people with certain temporary permits (long-term resident status, refugees and persons in need of subsidiary protection, and some others, plus their family members) can apply without a permanent permit if they have well-founded prospects of a long-term permit. They must still hold a valid residence permit when they apply, and cannot apply while waiting for a decision on an extension [official: Migrationsverket, 12 July 2026]. This is the part of the rules that moved most recently; read Migrationsverket’s page for your permit type.

Supporting yourself: the maintenance requirement

This requirement is new. The Act (11 b §) asks for two things: income from employment or from your own business, and not having received social assistance (försörjningsstöd) for more than six months in total in the three years before the application. The ability to support yourself must not be only temporary.

An orderly and honourable life

Migrationsverket checks with Kronofogden, the Police and the Security Service. Unpaid taxes, fines, fees or maintenance payments can lead to rejection, and after a debt is paid some time, usually two years, must pass. After a crime there is a waiting time; these are Migrationsverket’s published guidelines, and each case is examined individually [official: Migrationsverket].

The knowledge requirement: Swedish and Swedish society

The sixth point has two halves, and each can be met with a grade instead of a test. Swedish is covered in full in the språkkrav guide. For Swedish society the Act gives two routes (13 § and 13 c §) [official]:

RouteFrom where
A pass grade in samhällskunskap or basic social-studies subjectsThe final year of compulsory school or adapted compulsory school (for special school, either of the last two years); upper secondary school, adapted upper secondary school or folk high school at that level; municipal adult education (Komvux).
A passed citizenship test in samhällskunskapUHR’s medborgarskapsprov, for applicants Migrationsverket has referred.

The requirement applies from the age of 16 and no longer applies once you have turned 67. A child’s own application includes it from 16 (12 §). A person with a disability or other personal circumstances that make it unreasonable can be naturalised without it (11 c §).

What the test covers: eleven areas in the ordinance

The ordinance on the citizenship test lists what “basic knowledge of Swedish society” is to cover, “for example” eleven areas (förordning (2026:451) 2 §) [official]. The study guide Sverige i fokus has 13 chapters. The right-hand column, matching areas to chapters, is our mapping; neither text prints it.

#Area in the ordinance (2 §)Where the study guide treats it (our mapping)
1Historical events that have shaped SwedenKapitel 10, modern history; parts of kapitel 11
2The importance of traditions for Swedish societyKapitel 13, traditions and holidays
3The Swedish welfare stateKapitel 9, the welfare society
4Labour market, working life and personal financesKapitel 8
5The importance of climate and environmentKapitel 1, the country Sweden (climate change, sustainable development)
6Sweden’s democratic form of government, the fundamental laws and the legal systemKapitel 2, 3, 4 and 5
7Rights and freedoms, including equality, gender equality and the rights of the childKapitel 7, human rights
8World religions, outlooks on life and the importance of freedom of religionKapitel 12
9The role of the media in Swedish societyKapitel 6
10Sweden’s geographical and geopolitical conditionsKapitel 1 and kapitel 11
11General knowledge of the EU and other important international cooperationKapitel 11, Sweden and the world

Three more rules about the test sit in the same ordinance: UHR develops and runs the test and decides the result (3 §); only applicants referred by Migrationsverket may sit it (4–5 §§); and the fee is 2,000 kronor, first applied to tests held in 2027 and not charged to a stateless person who has refugee status or a travel document from a Swedish authority (6 § and the transitional provision). The format, as far as it is fixed, is in what is decided and what is not, and each chapter is laid out in the topic map.

Fee and waiting time

The application fee is SEK 2,900, and there is no refund if the application is rejected; stateless people with a refugee status declaration, and stateless refugees with travel documents from Migrationsverket, pay no fee. On waiting times Migrationsverket says it cannot give an exact figure and shows a statistic from cases decided in the last twelve months: when we read the page on 13 October 2026, 75% of recently decided cases had been decided within 53 months [official: Migrationsverket]. That is a description of past cases, not a promise about yours.

One consequence, which is our observation and not an official statement: with waiting times of that length, the knowledge requirement is the one condition you can settle well before a decision. A grade from Komvux, or a passed test once you are referred, does not expire in the texts we read.

Practise it, don't just read it

The civics half of the requirement can be practised now, in the test’s own language and format.

One Swedish practice quiz is live on the exam page today: 12 questions on democracy and how Sweden is governed, four options each, with the reason for every answer. None of its questions is repeated on this page.
