The rule that most changes an outside candidate's chances at SPPU is not in the exam pattern but in Ordinance 181-A. Seats in each campus programme are divided first by university — SPPU's own graduates against everyone else — and only then by category. The 2026 merit lists show the rule at work: Computer Science printed 46 seats for SPPU candidates and 20 for other universities. This guide explains the split, what happens to reserved-category candidates from other states, and what the fees look like.
Where other pages get this wrong
SPPU campus PG seats are not open to all on equal terms: 70% go to SPPU graduates domiciled in Maharashtra, 30% to candidates from other universities.
Commonly published instead: "For SPPU's own programmes via OEE, there is no domicile restriction."
Ordinance 181-A reserves 70% of seats for candidates who passed the qualifying exam from SPPU and are Maharashtra-domiciled (or did SSC and higher education in Maharashtra), and opens 30% to other universities. The notification adds that reserved-category candidates from other states "will be treated as Open (General) category", and the M.Sc. Computer Science fee for a non-Maharashtra Open candidate is Rs 1,55,555 against Rs 80,055 for a Maharashtra-domiciled one.

From Ordinance 181-A (Circular 68 of 2014), clauses on distribution of seats, and the Department of Chemistry's seat-distribution sheet. The 2026 notification applies "Ordinance 181-A amended, University Order (Circular No. PGS/1821 dated 14/06/2019)"; that 2019 amendment was not published where we could read it.
In the 2026 lists the split is applied to the whole intake: "SPPU Candidates (70%) 46 · Other University Candidates (30%) 20 · Sports/Cultural (over and above) 2 · Total 68" for Computer Science; "103 (70% of 147 seats) ONLY for SPPU" and 44 for others in Chemistry; "SPPU-70 & Other-30" of 100 in Physics; 20 and 9 in Anthropology.

How a programme's seats split between SPPU and other universities
Enter the Annexure-A intake. The split applies the 10% addition used in 2026 and the 70/30 rule of Ordinance 181-A, rounding the way the 2026 lists did.
Ordinance 181-A: 70% of seats for candidates who passed the qualifying exam from SPPU (Maharashtra-domiciled), 30% for other universities; vacant seats cross over. Our rounding (10% addition and the SPPU 70% each rounded to the nearest seat) reproduces the 2026 lists: 60 → 66 → 46/20 (Computer Science), 26 → 29 → 20/9 (Anthropology), and totals of 147 → 103/44 (Chemistry) and 100 → 70/30 (Physics). Chemistry’s 147 does not follow from its annexure intake by a plain 10%, so enter the list total with the addition switched off for it. Sports and cultural seats are over and above.
Inside the SPPU pool: categories
Each pool is then divided under Government of Maharashtra reservation. The 2026 Computer Science list shows how: its 46 SPPU seats were Open 14, OBC 9, SC 6, SEBC 5, EWS 4, ST 3, NT(C) 2 and one each for DT(A)/VJ, NT(B) and NT(D), with horizontal reservation for persons with disabilities (5%, 3 seats), defence (5%, 3) and orphans (1%, 1). The 2014 ordinance's 50/50 open–reserved split predates the EWS and SEBC categories, which is presumably why the Open share in the 2026 list is smaller — our reading, not SPPU's statement. M.Sc. Virology follows the Central reservation policy instead.

The two sources disagree on the base and the disability percentage, so both are shown; the 2026 department list is the more recent. In UG programmes the notification also sets 30% of seats for women.
Horizontal reservation cuts across the vertical categories: a candidate with a disability is admitted within their own category's count, not in addition to it. Supernumerary seats are added on top of the intake — the Computer Science list's "2 seats (Sports/Culture – Over and above)" is why it printed 68 rather than 66.

For an outside candidate the arithmetic is sobering. In Computer Science, 20 of 68 seats were in the other-university pool, and that pool is itself divided by category — Open 6, OBC 4, EWS 2, SEBC 2, SC 2, ST 1, DT(A)/VJ 1, NT(B) 1, NT(C) 1 — for graduates of other Maharashtra universities. A candidate from another state competes as Open, so in effect for the pool's 6 Open seats (plus any that fall vacant under the crossover rules, which reach only candidates within Maharashtra). The Chemistry sheet also lists supernumerary seats for Kashmiri migrants (up to 5%), wards of defence personnel (5%) and candidates with disabilities (3%), and the 2026 Anthropology list printed one Jammu and Kashmir seat.

PUCSD fee structure 2026-27, year 1.
The application fee is per programme and "non-refundable & non-transferable", so applying for three programmes costs three fees. The notification lets you pay online only. SPPU did not publish a consolidated 2026-27 fee table for the other OEE programmes that we could find; most department notices only say "pay the required fees". Tuition and laboratory fees for credit courses are calculated after course selection and paid within two weeks of the programme starting, and the admission stays provisional until then.
Practise it, don't just read it
For an outside candidate, the 30% pool is where the competition is sharpest. Timed topic quizzes are how the extra marks are found.
