Railway AEN LDCE Eligibility: 5 Years in Level 6, and the Traps

Who may sit the 30% LDCE for AEN (Civil): the five-year Level 6 rule, why ad hoc and MACP service fail, transfers, lien and decategorisation, with a checker.

Railway AEN LDCE Eligibility: 5 Years in Level 6, and the Traps

Checked 29 September 2026. Eligibility is fixed in each cycle's zonal notification. These conditions are from the 2025-26 cycle (reckoning date 01.01.2025). No notification for the next cycle had been issued on 29 September 2026.

The 30% Limited Departmental Competitive Examination (LDCE) for Assistant Engineer (AEN) is the merit route from Group C to Group B in the Civil Engineering Department of Indian Railways. AEN is a Group B post in Pay Matrix Level 8. Who may sit it is decided by a short paragraph in each zone's notification, and its notes narrow the headline rule in ways that are easy to miss. This guide takes the 2025-26 Southern Railway notification of 29.08.2025 line by line, sets it beside the 70% selection for the same post, and ends with a checker you can run against your own Service Register.

Where other pages get this wrong

The 30% LDCE for AEN needs five years of regular service in Level 6 or above. Three years is the rule for the 70% selection, not for the LDCE.

Commonly published instead: "Three years of service in the grade" — the text still printed at IREM Vol I para 203.1 on the Railway Board website, which also names a pre-revised grade.

The page printed on the Railway Board website still names a pre-revised grade, so it may not show later amendments; staff news sites report that para 203.1 was substituted by RBE 05/2020 (ACS 271), using Level 6, for the 70% selection (reported, not verified by us). Either way, the 2025-26 notifications (Southern Railway 29.08.2025; North Eastern Railway 19.12.2025, citing RBE 216/2019) print five years in Level 6 or above as on 01.01.2025. Staff news sites summarise RBE 216/2019 as three years for the 70% selection and five for the LDCE (reported). Plan on five.

The rule, as printed in the 2025-26 notification

The eligibility paragraph reads, in substance: non-ministerial Group C staff of the Civil Engineering Department holding a post in Level 6 (Rs 35,400–1,12,400) and above, with five years of regular service in Level 6 and above (including regular service in the corresponding pre-revised grades) on a non-fortuitous basis as on 01.01.2025, may apply. Everything else is a note that narrows or explains those words. The vacancy cycle is 01.01.2025 to 31.12.2026, including anticipated vacancies up to 30.06.2027.

The notes are numbered as printed in the Southern Railway notification. Other zones print the same Board conditions in their own words; the North Eastern Railway notification is in Hindi and cites RBE 216/2019 for the service requirement.

The traps that turn a keen applicant into "not eligible"

Read these against your own Service Register

  • Ad hoc is not regular. If your first spell in Level 6 was ad hoc and you were regularised later, your five years start on the regularisation date.
  • MACP pay is not a post. A financial upgradation that puts you in Level 6 pay while you hold a lower post does not make you eligible, however long you have drawn it.
  • Transfers restart a clock you may not notice. The Southern Railway notes ask for five years in the current seniority unit. RBE 34/2006 can count old-unit service after an own-request transfer in the same category, but only up to your immediate senior's service in the new unit. The same notification asks personnel officers to scrutinise anyone transferred on or after 01.01.2020 on IRMT, IDMT or IRTADT.
  • Decategorised staff count from absorption. Service before absorption in the alternate post does not count toward the five years (PBC 108/2024 and 235/2024).
  • Lien decides where you apply. Staff in construction or ex-cadre posts apply through the unit that holds their lien, not where they work.
  • The 70% extended panel can take you out of the LDCE. Southern Railway's list of 14.01.2026 named seven applicants it did not consider: two as ineligible under the notes, and five because they were already on the extended panel of the 70% AEN selection for 2025-26.
  • A missing entry date can hold up verification. The notification says the date of entry into Level 6 (or its pre-revised grades) is often left blank, which makes eligibility difficult to decide, and asks forwarding officers to specify it. Write it, with the grade names of earlier pay commissions if they apply.

Check your AEN LDCE eligibility

Answer from your Service Register, not from memory. The checker applies the conditions printed in the 2025-26 notification. Any single veto makes you ineligible; a "check" means the rule depends on how your Personnel Officer counts your service.

30% LDCE or 70% selection: the same post by two roads

Group B vacancies in a department are split 70% by selection and 30% by LDCE where the LDCE scheme is in force (IREM Vol I para 201.1, citing Board letter E(GP)/2005/2/69 of 05.01.2006). Both lead to the same AEN post in Level 8. The difference is who may sit, how the paper is marked and how the panel is ordered.

The 70% paper, marking and qualifying mark are from the RRB/Ajmer protocol of 23.04.2025 (official). The viva and panel rows come from RBE 10/2025 as quoted in a CAT Guwahati order of 12.11.2025, which dismissed a challenge to it (reported: we read the order, not the Board letter itself). Challenges to this rule have been filed before other benches too; if you are in a 70% selection, check whether any order binds your zone.

Which road suits you is a timing question as much as a skill question. A junior engineer with three years in Level 6 can only take the 70% selection. From five years, both may be open in the same cycle, but Southern Railway did not consider for the LDCE anyone already on the 70% extended panel for 2025-26. The LDCE rewards a high score regardless of seniority, and it penalises guessing; the selection is ordered by seniority once you qualify. The Konkan Railway, a public sector company rather than a zonal railway, also recruits AEN (Civil) directly through GATE — its 2026 notification (CO/P-R/03/2026, 19.08.2026) asks for a civil engineering degree with 60% (50% for the ST post), a GATE CE score from 2023 to 2026 and an age of 18 to 30 as on 01.08.2026, relaxed for OBC-NCL (to 33), ST (to 35) and serving KRCL employees (official). That is a different job with a different employer, not a promotion route.

Absence is not permission. If your Service Register raises any of these questions, ask your Personnel Officer before the closing date; the notification makes the controlling officer responsible for certifying eligibility.

How applications were filed and filtered in 2025-26

Southern Railway opened its own online portal from 17:00 on 29.08.2025 to 23:59 on 18.09.2025, and personnel officers had to forward verified applications to headquarters by 17:00 on 25.09.2025. It named three grounds on which an application is invalid: unsigned, no recent photograph, or no verification by the supervisory or controlling official. North Eastern Railway, notifying on 19.12.2025, took applications through the HRMS module until 15.01.2026 (official, Hindi notification).

The filter is real. Southern Railway's eligibility letter of 14.01.2026 listed 328 employees as provisionally eligible. North Eastern Railway's list of 20.04.2026 names 227 provisionally eligible and 13 not eligible (our count of the list; it prints no reasons). A false statement in the application can lead to action under the Railway Servants (Discipline and Appeal) Rules, 1968 — the notification says so in as many words.

Reserved categories, PwBD and pre-selection training

Where seats are reserved for SC and ST, the zone runs Pre-Selection Training (PST) before the CBT; attending is optional and you choose it on the application. Southern Railway's 27 seats included one PwBD seat earmarked for clause (c), locomotor disability, as a horizontal reservation. When the next cycle opens

Group B selections are normally held once in two years for the vacancies of two years (IREM Vol I paras 201.2 and 202.2). The 2025-26 cycle covered 01.01.2025 to 31.12.2026, including anticipated vacancies up to 30.06.2027. No Board letter or zonal notification for the following cycle had been published on 29 September 2026, so there is no reckoning date to count to yet. Our reading of the two-year pattern is that the next cycle should begin on 01.01.2027, but that is an inference, not a date anyone has announced. Use the checker with the reckoning date in the notification when it comes.

How many years of service are needed for the railway AEN LDCE?

Five years of regular, non-fortuitous service in Level 6 or above, counted up to the reckoning date in the notification. For the 2025-26 cycle that date was 01.01.2025.

Can I apply if I got Level 6 through MACP?

No. The 2025-26 notification says employees granted financial upgradation in Level 6 under MACP are not eligible. You must hold a Level 6 post on a regular basis.

Does ad hoc service in Level 6 count?

No. Ad hoc Level 6 holders are not eligible, and ad hoc service does not count toward the five years. The clock starts on the date you were promoted or regularised on a regular basis.

I transferred to another zone on my own request. Does my old service count?

Possibly. RBE 34/2006 and RBE 40/2008 let old-unit service count after an own-request transfer in the same category, capped at your immediate senior's service in the new unit. The Southern Railway notification also asks for five years in the current seniority unit, so confirm with your Personnel Officer how your zone applies both.

Is there an age limit or a degree requirement?

The 2025-26 AEN notification prints neither. That is our reading of what is absent, so check your own zone's notification.

Is there a fee for the AEN LDCE?

None is printed in any AEN notification we read. It is a departmental examination.

What is the difference between the 30% LDCE and the 70% selection?

The LDCE needs five years in Level 6, uses negative marking, and builds the panel on merit. The 70% selection needs three years (reported), has no negative marking (Board letter of 08.10.2024, quoted by RRB/Ajmer), qualifies at 60 of 100, and builds the panel in seniority order (reported: RBE 10/2025).

I am on deputation. Where do I apply?

Through the Personnel Officer of the unit where you hold your lien and seniority, not the unit where you are working.
