The 11.02.2025 letter ended the separate LSG and HSG Accountant line. What passing now buys, where existing Accountants go, the debarring rule, and what is only reported about the allowance.

After the 2025 Merger: What the PO & RMS Accountant Exam Leads To Now

Checked 30 September 2026. Cadre facts from DoP letters X-8/4/2021-SPN-II-DOP dated 11.02.2025 and 05.05.2025, and PM Vol IV Rules 273-274 (official). The special allowance is REPORTED ONLY: we found no official order stopping, restoring or fixing it.

For decades the PO & RMS Accountant exam was also a door to a promotion line of its own: LSG (Accountant) and HSG-II (Accountant) posts under their own recruitment rules. On 11 February 2025 the Directorate closed that line. The exam survives, and it still decides who may work the accounts branch, but a candidate deciding whether to spend a year on it should know exactly what passing buys now.

Existing holders of LSG and HSG (Accountant) posts continue where they are. For the common seniority list the letter places an LSG (Accountant) below the LSG (PO) officials who were senior to them in the PA cadre and above those who were junior, so nobody jumps a queue on the merger. It applies to RMS in the same way as to post offices.

The same letter restates two facts about the exam itself. It "is only qualifying in nature", and under the Directorate's letter of 23.12.1999 Accountants are borne on the PA/SA gradation list, with no change in PA/SA seniority on passing.

Before the merger took effect: finish the 2024 promotions

On 05.05.2025 the Directorate added an instruction: circles must first complete the departmental promotion committees for vacancy year 2024, for both the general line and the Account line posts, under the existing recruitment rules, and only then apply the consolidation. So an official who was already in the zone for a vacancy-year 2024 Accountant promotion was considered under the old rules.

What passing buys now

Reading the two letters together (our reading, not the letters' words): passing still qualifies a PA or SA to be posted to an accounts post at the PA/SA level, and it is what later lets a general-line LSG or HSG official man an accounts post at that level, because the letter restricts those posts to officials who "had earlier passed". Combine that with the letter of 19.02.2019, which bars LSG officials from sitting the exam, and the practical advice follows: pass while you are still a PA or SA. After promotion to LSG you can no longer take it.

What passing no longer buys is a separate ladder. There is no promotion to LSG (Accountant) or HSG-II (Accountant) any more. Any page that still sells the exam as a fast track to an Accountant LSG post is describing the rules before 11.02.2025.

Where do I stand after the merger?

The debarring rule most candidates never read

Under Rule 274 of PM Vol IV, the Head of Circle may debar an official who has passed from appointment as an Accountant on any of these grounds. The wording is old (it speaks of the Deputy Accountant General, P&T), and we found no recent case of its use, but circles still enclose it with their notices, so it remains part of the rules a candidate signs up to.

The special allowance: reported only

This is the question every candidate asks, and the honest answer is that we could not find an official document. What is reported, and only reported:

What coaching and staff sites say (not verified)

  • potoolsblog.in (17.12.2020) reports that there is no special allowance for PO & RMS Accountants at present, that it was discontinued from 01.07.2017, and that a proposal is pending with the Ministry of Finance. The blog names an amount for that proposal; we do not repeat it, because no official order confirms it.
  • postalstudy.in (15.03.2023) summarises a DoP letter F No. 02-02/2021-PAP dated 13.03.2023, following one of 07.02.2023, that asked circles by 28.03.2023 for the number of Accountants who drew special allowance or pay continuously for three years before the 7th CPC and got TBOP or MACP by 31.12.2015, with the financial implications, CIFA concurrence and court cases. Its subject is reported as the treatment of special pay or allowance for pay fixation on promotion or financial upgradation.
  • We found neither PAP letter, nor any order stopping or restoring the allowance, on an official site.

Treat every figure about this allowance as unconfirmed until your circle or the Directorate issues it in writing.

Where other pages get this wrong

No official order about the Accountant special allowance was found; its status is reported, not confirmed.

Commonly published instead: Blogs state flatly that it stopped on 01.07.2017 and quote a pending amount.

We print what they report and label it so. The official documents we did find (the 2023 syllabus letter, the 11.02.2025 and 05.05.2025 letters, the circle notices) say nothing about an allowance.

Every row is from an official letter quoted or enclosed in a circle notice or in the letter of 11.02.2025. Read in order, the dates tell the story plainly: a separate ladder built in 1976 and 2011, an exam that stayed the same while the rules around it were rewritten, and in 2025 the ladder folded back into the general line while the exam itself carried on. The letter of 11.02.2025 gives the reason it had to be settled: circles had been following different yardsticks for filling Accounts line posts, and two channels of promotion were being operated.

So is the exam still worth taking?

On the official record: it is short (two open-book papers), it is qualifying rather than competitive, a 60% paper carries for two sittings, and it is the only way to be posted to accounts work, which runs through every level of the general line after the merger. On the other side: it no longer leads to a separate promotion, and nothing official we found attaches money to it. If you are a PA or SA who likes the accounts branch, sit it before any LSG promotion. If you are looking for promotion itself, the exams that lead there are the IP LDCE and, later, the PS Group B LDCE.

Is the PO & RMS Accountant cadre merged?

Yes. The Directorate letter X-8/4/2021-SPN-II-DOP dated 11.02.2025 made accounts posts part of the general line at PA/SA, LSG and HSG levels, with no separate Accountant cadre.

Is there still promotion to LSG (Accountant)?

No. There is no further promotion or appointment against accounts posts at LSG or HSG. Existing holders continue.

Where does an existing LSG Accountant get promoted?

Only to HSG-II in the general line, on a common seniority list.

Who can man an LSG accounts post now?

General-line LSG officials who had earlier passed the Accountant exam.

Does passing change my seniority?

No. Accountants are borne on the PA/SA gradation list and there is no change in PA/SA seniority on passing, per the letter of 23.12.1999.

Is there a special allowance for PO & RMS Accountants?

Only reported. Blogs say it was discontinued from 01.07.2017; we found no official order either way and state no amount.

Can a passed Accountant be debarred?

Yes. Rule 274 of PM Vol IV lets the Head of Circle debar a passed official on grounds of incompetence found by audit, excessive objections, or a supervisor's accepted recommendation.

Were the 2024 promotions affected?

The letter of 05.05.2025 told circles to finish the vacancy-year 2024 DPCs under the existing rules before applying the consolidation.
