PO & RMS Accountant Exam Eligibility and the Token-Vacancy Rule

Who may sit the India Post PO & RMS Accountant exam: three years as PA/SA, permanence, a clean record, the SBCO, CO/RO and LSG bar, the Nil and token vacancy rules, and the ten-times call.

PO & RMS Accountant Exam Eligibility and the Token-Vacancy Rule

Checked 30 September 2026. From PM Vol IV Rules 273-275 and the Directorate letters of 17.01.1990, 15.05.1991, 19.02.2019, 02.12.2022 and 26.06.2024 as printed in the Odisha 2026 and Rajasthan 2025 notices, and Odisha's tentative vacancies for 2026 (all official). Vacancies are tentative and each circle sets its own dates.

There is no all-India notification for this exam. Since the Directorate's letter A-34012/07/2022-DE dated 02.12.2022, each circle conducts it "as per requirement and availability of vacancies", so the eligibility rules below are applied by your own circle on its own dates. The rules themselves are old and stable: Rule 273 of Postal Manual Volume IV and a handful of Directorate letters that every circle reprints.

As of 30 September 2026, the next sitting we found is Odisha's, on Sunday 1 November 2026, notified on 08.09.2026. Applications had to reach the division by 01.10.2026 and the circle office by 07.10.2026; the circle tells divisions who is permitted by 23.10.2026 and admit cards follow from 26.10.2026.

The letter of 19.02.2019, written to Odisha, settled an old question. Rule 273 speaks of "clerks" and "sorters"; the Directorate said there is no clerk or sorter cadre any more, that the 1990 PA/SA recruitment rules renamed them PA/SA, and that the rule therefore means PA/SA. It also said LSG officials may not appear. That has a practical consequence set out in the merger guide: if you want to be able to man an accounts post later, pass while you are still a PA or SA.

Can I apply this year?

Answer as things stand on the last date your circle fixed for applications (01.10.2026 at the division in Odisha's 2026 notice).

Rules as the circles print them: PM Vol IV Rule 273 (three years' continuous service as PA/SA, permanent or quasi-permanent, consistently good record for three years); Directorate letter 8-1/2016-SPB-II dated 19.02.2019 (PA SBCO, PA CO/RO and LSG not eligible); letter 9-9/81-SPB-II dated 15.05.1991 (Nil-vacancy and token rules); Rule 273(b) (up to ten times the vacancies, by seniority). The controlling officer certifies the record and your division issues the hall permit; this checker only applies the printed rules.

What the application asks

Odisha's 2026 form is a good model because it is complete. It asks for your date of continuous working in the PA/SA cadre, whether you have been declared permanent, the chances already used with roll numbers and years, whether you ever applied for and were granted withdrawal, whether this is your 1st, 2nd, 3rd or 4th chance, and the language of your answers (Hindi, English or Odia in Odisha). The controlling officer certifies your record. The divisional proforma that forwards it adds whether any vigilance or disciplinary case is pending, whether any punishment is current, and whether any adverse entry appears in the last three years' APARs. Photographs are attested, divisions issue hall permits, and roll numbers are assigned by the circle office.

Rajasthan's form for its 30.12.2025 exam adds a question on the history of 60% exemptions, and allows answers in English or Hindi. Where a candidate is permitted provisionally, circles have declared the rest of the result and kept that candidate's marks in a sealed cover; Maharashtra released such marks for eleven candidates on 15.09.2026, months after its main result.

The Nil-vacancy and token-vacancy rules

These two rules are why the vacancy position of your division matters before you prepare. The Directorate repeated them to Gujarat on 26.06.2024, ahead of an exam on 30.06.2024, and Odisha prints them in every notification with an instruction to divisional heads to check the position before issuing hall permits.

By our arithmetic, 22 of Odisha's 26 units have at least one vacancy, and 24 of the 28 are regular vacancies once the four token vacancies are set aside. The four units at 0 are Nil-vacancy units where, reading rule (i), officials who have passed are presumably waiting; the notification does not say so, and the vacancies are "tentative and subject to change". A token unit is one where nobody had passed and the vacancy was Nil.

How many candidates are called

Rule 273(b) sets the ceiling: the Head of Circle may admit up to ten times the number of vacancies, less the officials who have passed but have not yet been provided for, and selects them "according to seniority"; the decision is final. For Odisha's 28 vacancies that ceiling is 280 before the deduction (our arithmetic). In practice circles appear to call far fewer; Maharashtra's 2026 list, the largest we read, has 233 rows including absentees.

Where other pages get this wrong

Up to ten times the vacancies may be called, under Rule 273(b).

Commonly published instead: A widely read coaching blog (potoolsblog.in, 2020) says "fifteen candidates" can appear for one vacancy.

The Rule 273(b) text, as circulated by Rajasthan with its 2025 notice, says ten times, less passed officials not yet provided for. We found no letter raising it to fifteen.

Old words in Rule 273 that circles no longer follow

Rule 273 says the exam is held "in May" when there are enough vacancies in the circle, and Rule 275 says results are tabulated in the Director General's office. Neither is how the exam runs now. Circles set their own dates (December in Rajasthan, November in Assam and Odisha, February to April in MP, Maharashtra, Delhi and Andhra Pradesh) and declare their own results. Until 2022 the Directorate still fixed a common date: its calendar letter of 13.10.2021 moved the exam of 31.10.2021 to 30.01.2022 for Assam, Bihar and Himachal Pradesh only. The delegation letter of 02.12.2022 ended that.

Who is eligible for the PO & RMS Accountant exam?

Postal and Sorting Assistants with at least three years of continuous service as PA/SA on the last date for applications, who have been declared permanent or quasi-permanent and have a consistently good record for the preceding three years.

Can LSG officials sit the Accountant exam?

No. The Directorate letter of 19.02.2019 says LSG officials may not appear.

Can a PA of SBCO or a Circle Office sit the exam?

No. PA (SBCO) and PA (CO/RO) are not eligible under the letter of 19.02.2019.

What is a token vacancy?

Where a division has a Nil vacancy and no qualified official is available, the exam is held for a single token vacancy there, under the letter of 15.05.1991.

What if my division has a Nil vacancy?

If passed officials are available in the division, its officials cannot appear, although the exam is held for the circle. If nobody has passed, the exam is held for a token vacancy.

How many candidates are called per vacancy?

Up to ten times the vacancies, less passed officials not yet provided for, selected by seniority under Rule 273(b).

Who conducts the exam?

Each circle, since the Directorate delegated it on 02.12.2022 to be held as per requirement and availability of vacancies.

When is the next PO & RMS Accountant exam?

Each circle sets its own date. Odisha has notified Sunday 1 November 2026.

Can I apply with a disciplinary case pending?

The forwarding proforma asks about pending vigilance or disciplinary cases, current punishment and adverse APAR entries, and the controlling officer must certify a good record. Circles have permitted some candidates provisionally and kept their results in a sealed cover.

In which languages can I answer?

The circle notification decides. Odisha allows Hindi, English or Odia; Rajasthan allows English or Hindi.
