A MOHAP nursing licence comes in two stages, and they are applied for by different people. You apply for the evaluation: MOHAP checks your qualifications, sends them to DataFlow, decides whether you need an exam, and — once you pass — issues an evaluation letter valid for five years. Your employer then applies for the licence, once you have a job offer at a MOHAP-licensed facility. This guide walks through both, with the fees MOHAP lists and a calculator for your own costs.

Stage 1: the evaluation (you apply)

New graduates get two concessions. The documents MOHAP marks "optional for new graduates" — experience, licence and good conduct — can be left out, and MOHAP's FAQ says the six-month training once required of new nursing graduates "is no longer required if less than two years have elapsed since their graduation date": graduates can take the evaluation exam directly within two years of graduating. After that, the ordinary gap-of-practice rules apply.
How long the whole thing takes

MOHAP's December 2024 nursing page put the whole evaluation at about 30 working days, most of it DataFlow. That was before the 2025 changes, so treat it as an order of magnitude — and add the time you need to prepare for and book the Prometric exam.
DataFlow verification
MOHAP verifies documents with the issuing institutions through a third-party agency — DataFlow. The evaluation officer decides which documents are sent. MOHAP's pages have described the required outcome differently: a December 2024 page accepted a DataFlow report that was "positive" or "not verified", while the February 2025 infographic says "the result of the report must be positive". Plan for the stricter version: make sure your college, nursing council and employers can confirm your documents quickly. The only MOHAP figure for DataFlow is AED 1,200 for private-sector applicants (December 2024); coaching sites quote anything from AED 935 to AED 1,300.

MOHAP lists representative offices in Sharjah, Ajman, Fujairah, Ras Al Khaimah, Umm Al Quwain and Abu Dhabi for the security-approval step. Clinics (not hospitals) also need "one registered nurse for every two doctors".

The licence fee (AED 1,000) and application fee (AED 100) are paid by a private employing facility, not by the nurse, so they are not included.
What the evaluation letter lets you do
The evaluation letter is the document employers ask for. MOHAP's FAQ gives it five years' validity, "provided there is no interruption in experience more than two years", so you can pass the exam first and job-hunt afterwards. MOHAP will also verify it for another country's regulator (AED 100, instant) if you later move abroad. What it does not do is let you work: practising needs the licence, which only a MOHAP-licensed employer can apply for, after a security approval through the MOHAP office in its emirate.

Before you start
- Get a UAE PASS login sorted early — the evaluation runs through it.
- Collect transcripts, experience letters and a Good Standing Certificate under six months old.
- Check your gap of practice against the PQR and MOHAP's 2-year licensing condition.
- Budget for DataFlow and Prometric on top of the AED 400 evaluation fee.
Practise it, don't just read it
The exam is the step you control. Timed practice across the core nursing subjects is the best use of the DataFlow waiting time.

Can I move from a DHA licence to MOHAP?

Yes. MOHAP's evaluation service starts with a UAE PASS login on its website or app. Its pages do not explain how an applicant outside the UAE without an Emirates ID obtains one — ask MOHAP or your recruiter.
Do new nursing graduates need training before the MOHAP exam?
Not if less than two years have passed since graduation, according to MOHAP's FAQ; they can take the evaluation exam directly.
How long does the MOHAP licence take once I have a job?
MOHAP gives 1–2 working days for the facility's licensing application, once the evaluation, DataFlow and security approval are in place.
