The attempt rules for the UAE nursing exam are shared by every authority, and one detail catches out MOHAP candidates in particular. You have three attempts at a title across all UAE authorities, not three per authority — and at MOHAP, Prometric counts a cancelled booking or a no-show as an attempt. Beyond three there are narrow routes back in, set out in the PQR. This guide explains them, the countries whose licences exempt you from the exam (India is not one), and how an existing DHA or DOH licence transfers to MOHAP.

The three attempts
Prometric's MOHAP page is explicit: "the maximum number of attempts candidates can make to schedule their MOH exams is three. For all MOH exams, the UAE counts cancelled or no-show appointments as one of these three attempts." MOHAP's own pages say the same limit — "The maximum number of test attempts is 3 per category", where the category is the title you apply for. The PQR adds that the three are counted across the authorities, so a failure at DHA uses one of your MOHAP chances too. The contrast with DHA matters: DHA does not count a cancellation or non-attendance as a failed attempt; MOHAP, through Prometric, does.
How many MOHAP attempts do you have left?
Count every attempt at the same title with any UAE authority. At MOHAP, Prometric counts a cancelled appointment or a no-show as an attempt.

Where other pages get this wrong
A fourth attempt under PQR 1.5.5 needs a different authority or a declaration, and three fresh attempts come after two years' clinical experience or a new qualification.
Commonly published instead: "A fourth attempt requires evidence of further studies or training."
Further study is one route to three NEW attempts (1.5.8), alongside two years of clinical experience. The single extra attempt in 1.5.5 depends on the authority or a declaration, not on training.
Who is exempt from the exam
PQR 21.12 exempts nurses and midwives who hold a valid licence and Good Standing Certificate from one of 20 countries, provided the qualification was obtained within the last three years or there is no "Gap of Practice" (a discontinuity of more than three years, as the PQR defines it) since the last employment; nurses who passed the NCLEX in the USA, Canada or Australia are also covered. English proof (TOEFL 500, IELTS 5.0, OET C or Cambridge 169) is needed where studies were not in English or the licence is from a non-English-speaking listed country. The exemption covers the exam only, not the other requirements, and it is void beyond a 3-year gap. India is not on the list, so an Indian nurse without one of these licences sits the exam.

The 20 countries in PQR 21.12, alphabetically. A December 2024 MOHAP page listed only seven; the PQR list supersedes it. UAE nationals and children of Emirati women are exempt under PQR 1.5.1.
One reading note on the exemption: it removes the exam only. You still go through MOHAP's evaluation, DataFlow verification, the Good Standing Certificate and the licence application by your employer — PQR 1.6.2 is explicit that an exemption covers the exam and nothing else.

The difference between MOHAP and DHA on cancellations is easy to miss and expensive to learn. Prometric's page says a cancellation or no-show counts; it does not say how a reschedule is treated, so check Prometric's current rescheduling rules before you book, and book only a date you can keep.
Changing title later
An assistant nurse who completes a nursing bachelor's can move up: PQR 13.1.14 lets a bachelor's-qualified nurse licensed as an assistant nurse apply for a title upgrade if the assistant-nurse experience has not exceeded five years, and MOHAP's change-of-title service (AED 100) updates the licence once a new evaluation allows it. A lower-title attempt (1.5.7) works the other way, for someone who has used up the RN attempts.
Protecting your attempts
- Book a date you can keep: at MOHAP a cancellation or a no-show counts.
- Count DHA and DOH attempts at the same title too.
- Keep records of every booking and result in case of a later dispute.
- After three failures, two years of clinical experience or a new qualification reopens three attempts (1.5.8).

Does cancelling a MOH exam count as an attempt?
Yes. Prometric says the UAE counts cancelled or no-show MOHAP appointments as one of the three attempts.
Can I get a fourth attempt in the MOH UAE exam?
Possibly: one final attempt with a different authority, or a fourth with the same one on a declaration that you have not failed with another UAE regulator (PQR 1.5.5).
What happens after failing the MOH exam three times?

Are Indian nurses exempt from the MOH UAE exam?

Does NCLEX exempt nurses from the MOH UAE exam?
Yes, proof of passing the NCLEX in the USA, Canada or Australia is an exemption criterion in PQR 21.12, with the other conditions.
Can I transfer my DHA licence to MOH?
Yes, through MOHAP's transfer service, if the DHA licence is active or expired no more than six months, with a valid Good Standing Certificate and full verification report.
Is there a waiting period between MOH exam attempts?
MOHAP does not publish one.
Do DHA exam attempts count for MOHAP?
Yes. The PQR counts attempts at the same title across all UAE authorities.
Does passing the MOH exam give me a licence?
No. Passing leads to MOHAP's evaluation letter — valid five years according to MOHAP's FAQ — and the licence itself is applied for by a MOHAP-licensed employer.
Does an exam exemption skip DataFlow and the other checks?
No. PQR 1.6.2 says an exemption covers the exam only; evaluation, verification and the Good Standing Certificate still apply.
Can I take the MOH exam for a lower title after failing?
Yes. After failing all attempts at a title, the PQR allows one extra attempt at a lower title if you meet its requirements (1.5.7).
