Is Medborgerskabsprøven Mandatory? The 2-of-4 Rule for Permanent Residence

Medborgerskabsprøven is one of four supplementary conditions for Danish permanent residence, and you need two — or all four for the 4-year route. How the rule works, with 2026 figures and a checker.

Is Medborgerskabsprøven Mandatory? The 2-of-4 Rule for Permanent Residence

Checked 25 September 2026. From Udlændingeloven LBK 1183/2025 §11 and nyidanmark.dk (2026 levels). We checked every amendment to the Aliens Act after that consolidation and the June 2026 government platform: none changes the test’s role. Rules can change by law.

Many websites say Medborgerskabsprøven is “required” for Danish permanent residence. It is not. Under the Aliens Act the test is one of four supplementary conditions, and an applicant on the ordinary route needs any two of them. You may already meet two through your work record and income, in which case the test adds nothing. If you are one short, the test is usually the quickest condition to add. And if you want permanent residence after four years instead of eight, you need all four — and then the test, or its alternative, becomes compulsory. This guide explains the rule with the 2026 figures and a checker.

Where other pages get this wrong

Medborgerskabsprøven is one of four supplementary conditions for permanent residence, of which two must be met; one year of active citizenship can replace it.

Commonly published instead: “Passing is a legal requirement for permanent residence” or “it is required for a Danish permanent residence permit”.

Udlændingeloven §11 stk.4 nr.1 reads “passed a medborgerskabsprøve or shown active citizenship”, as one of four conditions, and every official paper since 2016 states on its cover that it is one of four supplementary conditions, two of which must be met.

The four supplementary conditions

The four conditions rank equally — the 2016 guidance on the rule says it does not matter which two you meet. Note the difference between the basic work condition (3½ of the last 4 years) and the supplementary one (4 of the last 4½); at least one English-language legal site mixes them up. Meet two supplementary conditions and you can apply after eight years; meet all four and you can apply after four.

Do you need Medborgerskabsprøven? The 2-of-4 check

Answer four questions about the supplementary conditions for permanent residence. The check counts how many you already meet and says whether the test is worth taking.

Udlændingeloven §11 stk.4–5 and nyidanmark.dk (2026 levels): meet 2 of the 4 supplementary conditions for permanent residence after 8 years, or all 4 to apply after 4 years. The basic conditions (PD2, work 3½ of 4 years, no benefits in 4 years, no overdue debt and so on) apply in every case and are not checked here. Pensioners and some other groups have special rules.

Who does not need the test

Look at your own record before you book. A worker who has been in full-time employment for four of the last four and a half years and earns above the income threshold already meets two supplementary conditions, and the test is unnecessary for the eight-year route. Someone who holds Prøve i Dansk 3 and meets either the work or the income condition is also already at two. For these applicants Medborgerskabsprøven matters only if they want the four-year route.

Who should take it

The test pays off in three situations. First, if you meet only one supplementary condition — a common case for someone with a good work record but a salary under the threshold, or with PD2 but not PD3 — the test is usually the cheapest second condition: one fee, thirty minutes, and a learning material that SIRI publishes free. Second, for the four-year route you need all four conditions, so the civic one cannot be skipped. Third, for people at state pension age or on early retirement, senior or early pension, the law requires the basic conditions except the work requirement (Udlændingeloven §11 stk.3 nr.1–7) plus either the civic condition or Prøve i Dansk 3 — so for many older applicants the test is one of only two ways through.

Active citizenship: the alternative

Instead of the test you can show at least one year of active citizenship. According to nyidanmark.dk, the year can be added up across periods and organisations, and you need not still be active. Examples given include sitting on a parents’ board, a school board, a social-housing board, an integration council or a senior citizens’ council; youth work such as coaching at a sports club or completing a coach or referee course; stays at folk high schools totalling at least a year; role-model work; homework help; or active work running a non-profit association. The organisation must support basic democratic values, and you document the year with a statement from it describing your role and attendance.

Two tests that do not count

Two passes do not meet the civic condition, according to nyidanmark.dk: a Medborgerskabsprøve passed before 2016 (an earlier test with the same name, replaced when the present one began), and a passed Indfødsretsprøven — the harder citizenship test. People who pass the citizenship test sometimes assume it covers permanent residence too; it does not, and the reverse is also true for citizenship.

Udlændingeloven §11. We found no official rule on this test for EU/EEA citizens, who normally obtain permanent residence under separate EU rules — check nyidanmark.dk for your case.

Has the rule changed in 2025–26?

As of 25 September 2026 we found no change affecting the test. The amendments to the Aliens Act listed on retsinformation.dk after the September 2025 consolidation that we read do not mention the civic condition or alter §11’s basic or supplementary conditions, and retsinformation.dk listed no later amendments to BEK 452/2024. The June 2026 government platform does not mention permanent residence or the knowledge tests. Proposals made during the March 2026 election campaign are not law. The Danish parliamentary year starts in October, so check nyidanmark.dk again before applying.

The rule itself dates from 2016. Law no. 102 of 3 February 2016 introduced the four supplementary conditions, including “passed a medborgerskabsprøve or shown active citizenship”, for applications lodged from 10 December 2015. The test did not yet exist, so for the first months only active citizenship could meet the condition; the first sitting was on 1 December 2016.

Is Medborgerskabsprøven mandatory for permanent residence in Denmark?

No — only the test held since 2016.
