Checked 15 October 2026. From UHR’s pages on medborgarskapsprovet (last updated 8 June, 12 and 17 August 2026, read again on 15 October 2026), förordning (2026:451) and Migrationsverket (read 15 October 2026). UHR says the next test date will be announced on uhr.se during the autumn and the August results at the end of October, so the “not announced” rows on this page can change at any time.
Medborgarskapsprovet in one minute
Medborgarskapsprovet is the knowledge test that the Swedish Council for Higher Education, UHR (Universitets- och högskolerådet), runs for people who have applied for Swedish citizenship. The Citizenship Act was changed on 6 June 2026, and one of the new requirements is to show knowledge of Swedish and of Swedish society. A passed test in samhällskunskap (civics) is one way to show the second of those [official: UHR; lag (2001:82) 13 §].
The test is being introduced in steps. The first civics test was held in August 2026. A separate test in Swedish will come later, and how much later is now an open question (see the language requirement guide). This page is about the civics test, because that is the one you can prepare for today.
Official: UHR’s pages and förordning (2026:451) 6 §. The page count is ours, from the guide’s chapter ranges.

Checked on 15 October 2026 against UHR’s pages on medborgarskapsprovet, Migrationsverket’s page on citizenship for adults and förordning (2026:451). Nothing on these pages had changed since our previous reading on 13 October 2026: no result date, no test date, no question count, no test time and no pass mark had been published.
- Kontrollerat 15 oktober 2026.
What is decided and what is not
Most confusion about this test comes from treating plans, guesses and one trial sitting as rules. The table separates the two. Everything in the left column is in an official text we read on 15 October 2026; everything in the right column is something the authority itself says is still to come.
| Point | Decided (official) | Not announced |
|---|---|---|
| Language | Swedish only. UHR’s answer to “Can I take it in my mother tongue?” is no. | — |
| How it is taken | On paper, with an answer booklet. | UHR’s final report (summary page updated 2 October 2026) states the aim that all parts can later be taken on one shared digital platform; no date. |
| Question type | Multiple choice with four options, one of them correct. No minus points. | How many questions. |
| Time | The August 2026 trial gave “generous” time. | The test time for the next sitting. |
| Pass mark | For the August 2026 trial it is set after the test. | The figure itself, for August or for any later sitting. |
| Content | Based on UHR’s study material Sverige i fokus; eleven knowledge areas are listed in the ordinance, 2 §. | — |
| Next date and places | To be announced on uhr.se “during the autumn”. A new registration is needed. | Date, towns and the day’s schedule. |
| Who may register | Only a person who has received a referral letter (anvisningsbrev) from Migrationsverket. | When registration opens. It is closed today. |
| Fee | 2,000 kronor to UHR in the ordinance, 6 §, first applied to tests held in 2027. | UHR’s own pages still say that information about the fee will come. |
| August 2026 results | Published at the end of October, in your registration account, and reported automatically to Migrationsverket. | The exact day. |
Where other pages get this wrong
UHR has not published the number of questions, the test time or the pass mark.
Commonly published instead: a fixed format such as “60 questions in 90 minutes” with a stated pass percentage, sometimes presented as the official pattern.
On 15 October 2026 UHR’s pages still said, word for word, “Information om provtid och antal frågor för nästa provtillfälle kommer” [official: UHR]. Any figure you read elsewhere is a guess or a description of the August trial, and the trial’s own pass mark is being set afterwards.
Why the August 2026 test tells you little about the next one
UHR calls the August sitting an utprövningsprov, a trial test: it was the first time the questions were used in a real test situation. UHR explains that trialling is a normal part of building a large test. Questions had been tried in smaller “mini trials” before, but in August they were given at scale to the real target group for the first time. Two consequences follow, both stated by UHR [official]:
- The limit for a pass on the August test is decided afterwards, once the answers have been analysed.
- Everyone was given generous time. That says nothing about the time allowed next time.
- Results are published at the end of October; UHR has not yet named the day. You see the result in your registration account and it goes to Migrationsverket automatically.
- If you fail, UHR says you may get the chance to show your knowledge again and tells you to contact Migrationsverket about what applies to you.

Who sits the test, and who does not need to
You cannot simply sign up. Migrationsverket decides who may sit the test and refers those applicants to UHR; a person who is to take part must have been referred (ordinance 4–5 §§) [official]. In practice that means a letter, the anvisningsbrev, which also carries a personal code you can use to create your registration account if you have no BankID or Freja eID.
Many applicants never need the test. The Act lets you show knowledge of Swedish society with a pass grade in samhällskunskap or basic social-studies subjects from the final year of compulsory school, from upper secondary school or folk high school at that level, or from municipal adult education (13 c §) [official]. The knowledge requirement applies from 16 and stops at 67: Migrationsverket states the range as 16 to 66. The full list of requirements, with the residence periods, is in the requirements guide.
| Situation | Do you need the civics test? |
|---|---|
| You have a pass grade in samhällskunskap from year 9, upper secondary or Komvux | No. That grade shows the knowledge (13 c §). |
| You are under 16, or have turned 67 | No. The knowledge requirement does not apply (11 § and 12 §). |
| A disability or other personal circumstances make it unreasonable to ask | An exemption is possible (11 c §). Migrationsverket decides. |
| None of the above, and Migrationsverket has sent you a referral letter | Yes. Register when UHR opens registration for the next sitting. |
| None of the above, and no letter has come | You cannot register. Questions about the letter go to Migrationsverket, not UHR. |
The test day: what UHR has already fixed
The schedule for the next sitting is not published, but the rules for the room are. They are worth reading now, because the identity rule catches people out and a new Swedish ID card can take time to order.
| Rule | What UHR says |
|---|---|
| Call-up (kallelse) | Arrives in your registration account about a week before the test. Print it and bring it: you need it to get into the room. |
| Identity | A valid Swedish ID showing your personal number: Skatteverket’s identity card, a Swedish driving licence, or a Swedish SIS-marked ID card. |
| Not accepted as ID | A foreign passport, an electronic ID, or any ID whose validity has run out. |
| Allowed at your desk | A pencil (bring your own if you can), an eraser, simple earplugs from a pharmacy. |
| Not allowed at your desk | Mobile phone, smart or digital watch and other electronics, headphones or earbuds, anything that can store or send information, food and drink. |
| Leaving the room | Not while the test is running. If you leave anyway you risk getting no result. |
| Late arrival | There may be queues at the ID check, and you may not be let in after the test has started. |
| Adaptations | Extended time (for example dyslexia, ADHD, visual impairment), enlarged text, or changes to the room. Usually a certificate is needed; places are limited. |
The ordinance adds two things. At the test you must prove your identity reliably and declare on your honour that you will answer without unauthorised aids (8 §). And UHR may decide that someone who breaks that rule or the instructions gets no result (9 §); that decision is the only one in the ordinance that can be appealed (11 §) [official: förordning (2026:451)].
Mini test: 10 frågor på svenska
Ten questions in Swedish, one from each of ten chapters of the study guide, with an English translation under every line. They follow the real format, four options and one correct answer, and none of them is taken from UHR, from our quiz library or from the revision kit. Thirty more, grouped by chapter, are in the 30 practice questions.

How to read your score: there is no official pass mark to compare it with. What the ten questions can tell you is whether the Swedish of the paper is within reach. If you needed the English line for most of them, the words are your first job, not the facts.
Practise it, don't just read it
The next step after a mini test is a full set on one chapter, in Swedish, with the reason for each answer.
One Swedish practice quiz is live on the exam page today: 12 questions on democracy and how Sweden is governed, four options each, with the reason for every answer. None of its questions is repeated on this page.
How to prepare when the format is half unknown
The unknowns matter less than they seem, because the one thing UHR has fixed is the source. The introduction to the study guide says “Provet kommer att baseras på det här materialet” — the test will be based on this material [official: Sverige i fokus, p.4]. That gives a plan that does not depend on the number of questions:
A plan that survives any format
- Read the corrected edition. The guide was corrected on 10 August 2026: the UN was founded in 1945, not 1946 (p.39), and Sweden has about 1,400 preserved churches and church ruins of medieval origin, not 3,000 medieval churches (p.43). UHR says having read the earlier version will not affect your result.
- Listen as well as read. UHR publishes the guide as 14 audio files, one for the introduction and one per chapter.
- Learn the Swedish term with the fact. The paper is in Swedish only, so “kollektivavtal”, “offentlighetsprincipen” and “nämndemän” have to be recognised on sight.
- Practise the four-option format, and answer every question: UHR’s own tip is “Våga gissa! Det finns inga minuspoäng.”
- Treat outside practice tests with care. UHR says it does not stand behind practice tests made by other people or companies and that no authority has checked their quality. That applies to ours too, which is why each answer above cites its page.
UHR’s study material, mapped
Everything UHR publishes to prepare for the test sits on one page, Utbildningsmaterial om det svenska samhället: the guide as a PDF that UHR says may be printed, an audio version, and the five example questions. The material was produced by UHR together with Skolverket on the government’s instruction. The table pairs each chapter, under its official title, with its pages in the PDF and the name of its audio file on that page.
| Audio file | Chapter (official title) | Pages in Sverige i fokus | File on UHR’s page |

Two audio files, for “Sverige och omvärlden” and “En sekulär stat och ett mångreligiöst land”, were updated on 11 August 2026 to match the corrected guide of 10 August. If you downloaded the audio before that date, fetch those two again. The page ranges are from the guide’s table of contents; the matching of files to pages is ours.
Reading planner for Sverige i fokus
No test date is announced, so this planner does not count down to one. Say how many weeks you want to give the guide and how many sittings a week you can keep; it splits the 43 content pages (pp.5–47) across them.
Our arithmetic from the guide’s page count. It says nothing about the real test, whose date, length and number of questions UHR has not announced.
| Weeks × sittings a week | Once through (43 pages) | Twice through (86 pages) | Three times (129 pages) |
|---|---|---|---|
| 2 × 5 = 10 sittings | 4.3 pages a sitting | 8.6 pages a sitting | 12.9 pages a sitting |
| 4 × 4 = 16 sittings | 2.7 pages a sitting | 5.4 pages a sitting | 8.1 pages a sitting |
| 6 × 3 = 18 sittings | 2.4 pages a sitting | 4.8 pages a sitting | 7.2 pages a sitting |
| 8 × 3 = 24 sittings | 1.8 pages a sitting | 3.6 pages a sitting | 5.4 pages a sitting |
The table is the planner’s arithmetic for four common cases, so the numbers are on the page even where the tool does not load. They are ours, from the guide’s page count.
For the content itself, the topic map lists all 13 chapters with their sub-headings and the Swedish words to know, and has a tracker for ticking them off.
Preview the medborgarskapsprovet revision kit
If you would rather revise in English than work through 48 pages of Swedish again, the kit is built for that. The kit puts the whole official guide, Sverige i fokus, on seven pages in English, with the Swedish word you will meet on the paper beside each fact and the guide’s page number after it. Page 1 is free to read in full on the kit page, where you can also see the contents of the other six pages before deciding.
What we could not find
- The number of questions and the test time for the next sitting. UHR says the information will come.
- A pass mark. The limit for the August 2026 trial is set after the test; nothing is published for later sittings.
- The day in late October when the August 2026 results are published, and how many people passed. UHR has published neither.
- The date, towns and schedule of the next sitting, and when registration opens.
- A fee notice on UHR’s own pages. The 2,000-kronor fee is in the ordinance only.
- A date for the test in Swedish. Migrationsverket says it may be introduced later than planned.
- Any official list of the topics candidates find hardest. No past paper or result statistics exist.
Checked on 15 October 2026.
Frequently asked questions
What is medborgarskapsprovet?
A knowledge test run by UHR for people who have applied for Swedish citizenship. The part held so far tests basic knowledge of Swedish society; a part in Swedish is planned for later.
How many questions are there in medborgarskapsprovet?
UHR has not said. On 15 October 2026 its pages stated that information about the test time and the number of questions for the next sitting will come.
What is the pass mark?
Not published. The August 2026 sitting was a trial test and its pass limit is being set after the test. No pass mark has been announced for later sittings.
When is the next test?
Not announced. UHR says the date will be published on uhr.se during the autumn of 2026 and that you will need to make a new registration.
Can I register myself?
Only if Migrationsverket has sent you a referral letter. Without the letter you cannot create a registration account, and late registration is not possible.
Is the test in English or other languages?
No. UHR states that the test can only be taken in Swedish.
What does the test cost?
The ordinance sets a fee of 2,000 kronor to UHR, first applied to tests held in 2027, with an exception for stateless persons with refugee status or a Swedish travel document. UHR’s own pages still say fee information will come.
Is there negative marking?
No. UHR’s tips for the test say to dare to guess because there are no minus points.
What ID do I need on the day?
A valid Swedish ID showing your personal number: Skatteverket’s ID card, a Swedish driving licence or a SIS-marked ID card. A foreign passport or an electronic ID is not accepted.
What should I study?
UHR’s study material Sverige i fokus, in the corrected version of 10 August 2026. Its introduction says the test will be based on it.
When do the August 2026 results come?
At the end of October, in your registration account. UHR had not named the exact day when we read its pages on 15 October 2026.
What happens if I fail?
UHR says you may get the chance to show your knowledge again and that you should contact Migrationsverket about what applies to you. A new sitting needs a new registration.
