Updates as of September 22, 2026

DOH Abu Dhabi's Professional Qualification Requirements page, last updated on 19 September 2026, confirms the PQR is in its third version and was developed jointly by MOHAP, DOH, DHA and the Sharjah Health Authority. It sets educational standards, experience and licensure requirements for safe practice in the UAE, and is the document a nursing file is actually assessed against in Abu Dhabi.

DOH Abu Dhabi (official)

Neelim, a healthcare licensing consultancy, reports that PQR version three removes the previous two-year post-qualification experience requirement for entry-grade nurses, so that a fresh graduate registered nurse with a bachelor's degree can be assessed for a UAE licence. It states all four authorities adopted this identically, that the document is cover-dated April 2025, and that it could not confirm an implementation date.

MoHAP has announced a unified national platform for health licences that registers a practitioner once, applies unified evaluation and accreditation standards and issues a standardised professional practice licence valid across the UAE, covering nurses explicitly. The announcement says it was built in integration with all health authorities but gives no phase dates for Abu Dhabi nursing files.

MoHAP (official)

Gulf News reported the National Unified Digital Platform, integrating MoHAP, DOH Abu Dhabi, DHA and the Sharjah Health Authority, was expected to go live in the second quarter of 2026, giving one professional profile recognised by all authorities and serving over 200,000 practitioners a year. That quarter has passed with no regulator confirmation seen that DOH nursing has migrated.

Gulf News (reported)

NurseHub GCC, a nursing careers site, states plainly that DOH does not publish a single universal question count or pass percentage for every nursing title, and that the binding specification arrives in the candidate's own TAMM eligibility notice. It offers 100 to 150 questions over 120 to 180 minutes only as a planning estimate, and around 60 to 70 per cent as general UAE practice.

The one row here that comes from DOH itself is the governing standard. Everything about vendor, format, cut score and fee is second-hand, and the most useful thing a Abu Dhabi applicant can do is stop reading aggregated figures and read the eligibility notice issued against their own file, which NurseHub GCC identifies as the definitive statement of count, timing and pass mark.

Abu Dhabi runs no examination calendar for nursing. Every date that matters is generated by the applicant's own file, and the two that most often derail a plan are the verification turnaround and the expiry of the eligibility certificate before an employer has activated the licence.

What this means for your preparation

Most candidates arrive expecting a HAAD-style fixed paper with a published pass mark and search for that number for weeks. It does not exist in public form. DOH communicates the specification for your title individually, and the second error follows from the first: assuming a pass is a licence. Registration and evaluation are pre-licensure, and an approved facility must activate the licence before anyone practises.

Read the eligibility notice, not the aggregators

NurseHub GCC states explicitly that DOH does not publish a universal question count or a universal pass percentage for every nursing title, and that the authoritative figures come in the candidate's own TAMM eligibility message. It offers 100 to 150 questions over 120 to 180 minutes purely as a preparation estimate, and 60 to 70 per cent as general practice across UAE authorities, which is a wide band. The practical consequence is that any site quoting a single confident DOH nursing pass mark is inferring it. Prepare to the upper end of the range, and confirm attempt limits from the same notice rather than from a forum.

Adaptive delivery changes how you sit it

NEAC MedExamCenter reports that Abu Dhabi delivers through Pearson VUE using computer adaptive testing, where difficulty rises as you answer correctly, in contrast with Dubai's linear Prometric paper. NurseHub GCC also names Pearson VUE, while hedging that the eligibility notice confirms the vendor. If adaptive, the tactic of skipping and returning is unavailable, a run of hard items signals good performance rather than failure, and pacing per item matters more than banking time at the end. None of this is stated by DOH itself, so verify the vendor from your own booking instruction before rehearsing a strategy built on it.

The experience rule may have moved at entry grade

Neelim reports that PQR version three removes the two-year post-qualification experience requirement for entry-level nurses, so a fresh bachelor's graduate registered nurse, and an assistant nurse with an eighteen-month diploma, can be assessed without it. It states all four authorities adopted this identically, and that the conditions which remain are an active home-country licence, a good standing certificate valid for six months, DataFlow verification and the authority examination. It also warns the relaxation covers entry grade only, with ICU, emergency, neonatal, dialysis and advanced practice roles still requiring experience and postgraduate qualifications. The implementation date is not confirmed, so check the current PQR entry for your exact title.

Verification is the long pole, sequence around it

The order is: confirm your title against PQR version three, start DataFlow primary source verification, submit the DOH eLicensing application for evaluation, sit the assessment once eligibility is issued, then have an approved facility activate the licence, followed by medical fitness and Emirates ID. NurseHub GCC reports verification running 30 to 60 days and calls it the most common bottleneck, with eligibility certificates typically valid for one year. That one-year window is the real deadline. If your employment offer is not settled, starting verification too early can mean re-doing paperwork rather than saving time.

One licence still does not cover the UAE

DOH licenses Abu Dhabi and Al Ain, DHA licenses Dubai through Sheryan, and MoHAP covers Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, with a separate Sharjah Health Authority also named in the PQR and in the Gulf News platform report. NurseHub GCC states each authority issues a jurisdiction-specific licence that is not automatically transferable. NEAC adds that transfers hinge on a good standing certificate from the originating authority and on gap-of-practice tolerance. MoHAP's unified platform is intended to end that duplication with one profile and a standardised licence, but no confirmation seen shows nursing portability operating today.

Common questions

Frequently asked questions

Is the DOH nursing exam the same as the old HAAD exam?

It is the successor. The Health Authority Abu Dhabi became the Department of Health, and licensing for the emirate now runs through DOH under the jointly owned Professional Qualification Requirements, whose third version DOH's own page confirms was developed with MOHAP, DHA and the Sharjah Health Authority. The substance has moved too: NurseHub GCC and NEAC report delivery through Pearson VUE with adaptive testing, rather than the fixed Prometric paper many older HAAD guides describe. Older HAAD material circulating online should be treated as historical.

What is the DOH nursing pass mark?

DOH does not publish one for every nursing title, according to NurseHub GCC, which states the threshold is communicated individually through the TAMM eligibility letter. It suggests practice across UAE authorities typically sits in the 60 to 70 per cent range, and offers 100 to 150 questions over 120 to 180 minutes only as a planning estimate. Sites quoting a single exact DOH nursing percentage are not citing a regulator publication. Use the range for preparation and the eligibility letter for the answer.

Do I still need two years of experience?

Possibly not at entry grade. Neelim reports that PQR version three removed the two-year post-qualification requirement for entry-level registered nurses and for assistant nurses with an eighteen-month diploma, adopted identically by DHA, DOH, MOHAP and Sharjah. An active home-country licence, a good standing certificate valid six months, DataFlow verification and the authority exam all remain. Specialist posts in intensive care, emergency, neonatal care and dialysis still require experience and postgraduate qualifications. The document is cover-dated April 2025 and Neelim could not confirm the implementation date, so verify against the current PQR.

Does a DOH licence let me work in Dubai?

No. Each UAE authority issues a licence for its own jurisdiction and, as NurseHub GCC puts it, these are not automatically transferable between emirates. Dubai requires DHA licensing through Sheryan, and the northern emirates go through MoHAP. NEAC reports that moving between authorities requires a good standing certificate from the originating regulator and satisfies gap-of-practice limits typically measured in six to twelve months. MoHAP's unified national platform is meant to produce a standardised licence valid across the UAE, and Gulf News reported a Q2 2026 go-live, but nothing seen confirms portability is operating now.

How much does the whole process cost?

No DOH schedule appeared in the sources seen. NurseHub GCC gives a typical authority exam fee of about USD 240, DataFlow primary source verification of USD 150 to more than 400, and describes regulator application and activation charges as variable per portal. That is a planning range, not a quotation. Because verification, examination and activation are billed at different stages and by different parties, budget for each separately and expect the portal figure at the moment of payment to be the binding one.

How long does DOH nursing licensure take end to end?

NurseHub GCC describes an eight-step route: verify baseline qualifications, choose the correct regulator, start DataFlow verification, submit the portal application for evaluation, pass the licensing exam, secure an employer and activate through facility sponsorship, complete visa medical fitness and Emirates ID, then maintain renewal and continuing professional development. It reports verification alone commonly running 30 to 60 days and eligibility certificates typically valid one year. The determining factor is usually how quickly your training institution and past employers respond to verification requests.
