Checked 25 September 2026. From the Unified PQR (April 2025, DOH copy), DOH Circular 151/2024 and its FAQ. The DHA-hosted copy of the same PQR has extra attempt rules that DOH's copy lacks; both are shown.
The DOH exam is not sat on fixed dates: once DOH approves your credentials you book it yourself, and if you fail you can book again. How many times, how soon and for how long are all set in writing — partly in the UAE-wide PQR and partly in DOH's own licensing manual — and the current rules are more generous than most coaching pages say. This guide sets them out, with a calculator for your own window.
Where other pages get this wrong
There is no waiting period between DOH exam attempts inside the six-month exam window.
Commonly published instead: "If you fail the HAAD exam you must wait 3 months before you can re-sit."
The 3-month wait comes from the 2012 HAAD Standard for Licensing Examinations, which is no longer on DOH's list of current standards. DOH's 2024 procedural manual says a professional who fails "may apply for a second or third attempt with no restriction on duration between the attempts for 6 months from the approved date of examination", and its FAQ says the next attempt can be booked "as long as there is a date available within the exam approval time-frame".
Attempts: PQR 1.5.4–1.5.5. Window: DOH examination step and FAQ 3.9. 72 hours: FAQ 3.2–3.3. Validity: FAQ 3.8.
The attempt rules
| Rule | Source text | Where |
|---|---|---|
| How many attempts | Three "across the Authorities" — DOH, DHA, MOHAP and Sharjah count together | PQR 1.5.4 |
| A fourth attempt | One final attempt "with a different authority" after three fails with another | PQR 1.5.5 (DOH copy) |
| DOH on the fourth attempt | May be granted "upon justifications", "preferably to be assessed under DoH panelists"; also "upon exam attempt reviews and valid justifiable statements" by the Division Director | DOH procedural manual |
| Declaring attempts | You must declare every attempt you have taken across the authorities | PQR 1.5.6 |
| After exhausting three | Three new attempts after obtaining a new qualification recognised under the PQR and verified as positive | DOH procedural manual |
| A DOH fail sticks | A failure in a DOH exam means you need a DOH pass in that specialty, "regardless of exam equivalency certificates" | DOH procedural manual |
| Waiting period | None inside the window: "no restriction on duration between the attempts" | DOH procedural manual; FAQ 3.9 |
DOH's catalogue expresses the same ceiling from the other side: a new applicant "must have not failed the assessment for the selected titles more than 4 times (3 times under one UAE health authority and 1 last attempts under another authority)". The attempts belong to the title, so an Assistant Nurse attempt is not a Registered Nurse attempt.
Two texts of the same PQR
The April 2025 PQR is published by all four UAE authorities, but the copy DOH hosts and the copy DHA hosts are not word-for-word identical. The differences bear directly on attempts:
| Clause | DOH-hosted copy (May 2025) | DHA-hosted copy (Jun 2025) |
|---|---|---|
| Fourth attempt | Only with a different authority | Also with the same authority, on a declaration of no fails elsewhere in the UAE |
| Extra attempt at a lower title | Not present | Present |
| Three new attempts after a new qualification or 2 years' experience | Not present (DOH's manual allows them after a new qualification only) | Present |
| Recency for the 20-country exemption | Within the recent 2 years | Within the recent 3 years |
DOH announced an "updated PQR" in Circular 239/2025 (27 Nov 2025), linking to its PQR page; the file served there on 25 Sep 2026 still carried May 2025 dates. Which text DOH applies to a given file is not stated, so plan on the stricter DOH copy.
Your window and attempts
Your DOH exam window and attempts
Enter the date DOH approved your credentials for the exam, how many times you have failed this title anywhere in the UAE, and — if you have booked — your exam date.
From DOH Circular 151/2024 (exam step valid 6 months for CBT and oral exams, 3 months for OSCE; no restriction on time between attempts; CBT reschedule or refund no later than 72 hours before) and PQR 1.5.4-1.5.5 (3 attempts across the UAE authorities, then one final attempt with a different authority).
Rescheduling, cancelling and not turning up
| Action | Computer-based test | Oral or OSCE exam |
|---|---|---|
| Reschedule | Possible up to 72 hours before the booked date — no extra fee | Cancel (booking fee not refunded) and book a new date |
| Cancel | Booking fee refunded if at least 72 hours before; not refunded inside 72 hours | Possible at least 48 hours before; booking fee not refunded |
| Not attending | Not counted as an attempt; booking fee not refunded | Not counted as an attempt; booking fee not refunded |
DOH Circular 151/2024, FAQ 3.2–3.4.
One line in DOH's procedural manual deserves attention: cancelling or failing to attend "will not be considered as a failed attempt, however a professional shall be mandated to restart the credentialing steps, where GOP may apply" — GOP being gap of practice. In other words, a no-show saves the attempt but may cost you the approval, and if the delay pushes you past the gap threshold you could face CPD credits, supervised training and the exam again. Treat a booked date as fixed unless you can move it more than 72 hours ahead.
DOH FAQ 3.9 and 3.10. The examination step's own chart gives 6 months for oral and OSCE exams alike, so the two DOH texts differ for OSCE: plan on 3 months and confirm with DOH. After the window the application closes automatically.
How long a pass lasts
A DOH pass is valid for five years, "conditioned by the PQR criteria". The condition is the gap-of-practice rule: someone who passes and then does not practise for long enough to fall into a gap must complete the gap requirements and re-sit the exam, even inside the five years. DOH also re-examines where practice "may have been impaired", and requires the exam again for a new title or when a DOH licence has been expired or cancelled for more than five years. A pass in the DOH exam for the same title within five years is itself one of the grounds for exemption below.
Who does not sit the DOH exam
| Route | Condition | Source |
|---|---|---|
| UAE nationals and children of Emirati women | Exempt from the authorities' exams | PQR 1.5.1; DOH FAQ 3.12 |
| A DHA or MOHAP licence | Valid, or expired/cancelled within the last 6 months, for the same title and in good standing | DOH FAQ 3.12 |
| A former DOH licence | Same title, cancelled within the past 5 years | DOH FAQ 3.12 |
| A recent DOH pass | Passed the DOH assessment for the same title in the past 5 years | DOH FAQ 3.12 |
| A licence from one of 20 countries | Valid licence and good standing from Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Iceland, Ireland, Luxembourg, the Netherlands, New Zealand, Norway, Singapore, South Africa, Sweden, Switzerland, the UK or the USA, with the recency and English conditions | PQR 21.12 |
| NCLEX | Proof of passing the National Council Licensure Examination | PQR 21.12 |
India is not on the list, so an Indian licence alone never exempts you. An exemption covers the exam only — not credentialing, experience or verification (PQR 1.6.2) — and a UAE licence at a lower title does not exempt you from the exam for a higher one: DOH's manual says that applicant must sit the DOH exam. Licences that have been "impaired or sanctioned in the recent 5 years" are excluded from every exemption.
Moving between the emirates
| Move | What DOH says |
|---|---|
| DHA or MOHAP → DOH | Apply on TAMM as a new registration; you are re-evaluated under the current PQR; the licence, a valid good-standing certificate and recent experience are verified with reports addressed to DOH; the exam is waived on licence status and title |
| DOH → MOHAP | MOHAP's transfer service requires an active DOH or DHA licence; its page lists the licence fee for nurses and technicians at private facilities as AED 1,000, separate from the application fee |
| DOH → DHA | DHA exempts from its exam those applying within five years of a DOH or MOHAP licence cancellation, same position, no gap (DHA manual) |
DOH FAQ 2.2; PQR section 3; MOHAP transfer page (archived March 2026). A suspension by one authority applies in all of them.
Practise it, don't just read it
Three attempts is a ceiling for the whole UAE, not per emirate. Use timed topic quizzes to be sure before you spend the first one.
The ProSyllabus DOH nursing library has topic quizzes for Fundamentals of Nursing, Medical-Surgical Nursing (cardiovascular and respiratory; renal, endocrine and gastrointestinal), Pharmacology for Nurses, Maternal and Child Health, Critical Care and Emergency, Infection Prevention and Control and Professional Practice and Abu Dhabi Health Regulations — the first one is free.
How many attempts are allowed for the DOH nursing exam?
Three attempts across all UAE health authorities for the same title, then one final attempt with a different authority, under the PQR.
How soon can I retake the DOH exam after failing?
As soon as a date is free inside your six-month exam window. DOH's 2024 manual sets "no restriction on duration between the attempts".
Is there a 3-month waiting period after failing the HAAD exam?
Not under the current rules. That wait came from the 2012 HAAD standard, which DOH no longer lists.
What happens if I miss my DOH exam?
It is not counted as an attempt, but the booking fee is not refunded, and DOH's manual says you may have to restart the credentialing steps.
Can I reschedule my DOH exam?
Yes, a computer-based test can be rescheduled free up to 72 hours before the booked date.
How long is the DOH exam result valid?
A pass is valid for 5 years, subject to the PQR — after a gap in practice you must re-sit even within 5 years.
Do DHA attempts count towards DOH attempts?
Yes. The PQR counts attempts "across the Authorities", and you must declare them.
I have a DHA licence. Do I need the DOH exam?
Not if it is valid (or expired/cancelled within 6 months) for the same title and you are in good standing, according to DOH's FAQ.
Does an Indian nursing licence exempt me from the DOH exam?
No. India is not among the 20 countries in the PQR's exemption list.
What happens after the 6-month exam window ends?
DOH closes the application automatically; if you have not passed, you must submit a new application.
Can I sit the DOH exam again after using all attempts?
DOH's manual grants three new attempts after you obtain a new qualification that is recognised and verified.
