Which licence you can get in Abu Dhabi — and therefore which exam you sit — is decided by the Unified Healthcare Professional Qualification Requirements (PQR), the rulebook DOH shares with Dubai (DHA), the federal ministry (MOHAP) and Sharjah. Its third version, dated April 2025, is short on nurses and precise. It is also silent about Indian qualifications by name: it never mentions GNM, ANM, Post-Basic B.Sc or the Indian Nursing Council. This guide reads the rules as written, shows where DOH's own 2024 operating card differs, and labels every mapping of an Indian qualification as our reading.
Where other pages get this wrong
Under the April 2025 PQR, a DOH Registered Nurse needs a bachelor's degree in nursing; a nursing diploma of at least 18 months leads to Assistant Nurse.
Commonly published instead: "GNM or B.Sc Nursing — both eligible for the DOH RN exam."
The PQR's nursing table has one qualification for Registered Nurse — "Bachelor's degree in nursing" of at least three years full time — and gives "Diploma of Nursing not less than eighteen (18) months" as the Assistant Nurse qualification. GNM is a diploma, so on our reading it leads to Assistant Nurse. That is also what MOHAP told India in 2016, in a letter covering HAAD: diplomas of 18 months to three years were "licensed as assistant nurses only".

Our reading of the PQR text — DOH does not name any Indian qualification. The credentialing officer decides, and DOH's manual says an officer may recommend a lower title if you are not eligible for the one you chose.

Do you need experience? The PQR and DOH's card disagree
This is the question Indian nurses ask most, and the honest answer is that two official DOH-hosted documents give different pictures. The April 2025 PQR says Registered and Assistant Nurse need "no experience", and starts the gap-of-practice rules only after three years away from clinical work. DOH's 2024 nurses card — written against the older 2022 PQR — says RN and AN need no experience "providing the qualification is obtained within the past 2 years", and that your last day of experience "must not be older than 2 years when applying".

Our reading: the April 2025 PQR is the current rulebook — its preface says it invalidates earlier versions — but DOH's card still describes how DOH processes files. In practice, a nurse who graduated more than two years ago should expect DOH to ask for experience letters, a registration and a good-standing certificate, and anyone who has been out of practice for between two and three years should ask DOH (hplicensing@doh.gov.ae) before paying for verification. DOH's procedural manual adds that nurses who have practised in the recent two years "shall have to submit their experience letters for verifications" even where the PQR requires none.

Even a nurse who has already passed the DOH exam must re-sit it after completing gap requirements (PQR 1.7.5). DOH's procedure: apply through e-licensing to get an official gap decision, train at a DOH-approved facility (or, abroad, at one accredited by that country's regulator), then send the completion letter and CPD certificates to CMEsection@doh.gov.ae for a Gap of Practice Completion Certificate (DOH FAQ 4.2), and apply for the licence within a year of it (DOH procedural manual).

Which DOH title — and what will DOH ask you for?
From the Unified PQR (April 2025, DOH copy) sections 1.3, 1.7, 13 and 14, and DOH’s 2024 nurses card (Circular 151/2024). Title readings for Indian qualifications are ours; DOH decides at credentialing, and may recommend a lower title than the one you apply for.
Home-country licence and good standing
Where experience is relied on, the PQR wants a licence or registration in the country where you worked, covering the required experience, and a Good Standing Certificate no older than six months from the regulator of your country of last employment — for an Indian nurse, the nursing council that registered you (DOH does not say whether it expects the State Nursing Council or the Indian Nursing Council). DOH's nurses card marks both as "not applicable when experience is not required", which on our reading spares recent graduates. Where experience spans several countries, only the most recent country's certificate is verified.
English test, age and other points

The Post-Basic B.Sc question in detail
Post-Basic B.Sc graduates are the group the PQR leaves most uncertain. Two lines of DOH's April 2024 procedural manual are the closest thing to an answer: "two separate academic programs (e.g., undergraduate diploma, then bridged to a bachelor's degree) within same major/specialty shall be endorsed providing that gap between the 2 programs is filled with related experience", and post-basic bachelor's programmes for nurses "must be of minimum 2 years". Read together, a two-year regular Post-Basic B.Sc after GNM, with nursing work between the two, looks acceptable for Registered Nurse. What we could not find is a current statement that the GNM years count towards the PQR's three-year bachelor's rule. If you are in this group, get DOH's view at credentialing before you pay for the exam — DOH reviews only the title you select, and will offer a lower title if it decides you are not eligible.

Can a GNM nurse apply for the DOH Registered Nurse exam?
On our reading of the April 2025 PQR, no: a Registered Nurse needs a bachelor's degree in nursing, and a nursing diploma of 18 months or more leads to Assistant Nurse. DOH does not name GNM, so confirm at credentialing.
Is Post-Basic B.Sc Nursing accepted by DOH?
DOH's 2024 manual endorses a diploma bridged to a post-basic bachelor's of at least 2 years if the gap between them was filled with related experience. A distance-mode Post-Basic is not counted.
Is IGNOU Post-Basic B.Sc accepted in Abu Dhabi?
The PQR does not count distance-learning qualifications, and DOH accepts study programmes only with proof of full-time, on-campus study.
How much experience do I need for the DOH nursing licence?
The April 2025 PQR says none for Registered or Assistant Nurse, subject to the gap rules. DOH's 2024 card applies that to qualifications from the last 2 years, so older graduates should expect their experience to be verified.
Do I need 2 years of experience for the HAAD exam?
Not under the current PQR. The "2 years" in DOH's card is a recency window for fresh graduates, not a general experience requirement for RN or AN.
What is the gap-of-practice rule for DOH nurses?
After more than 3 years away: 40 CPD credits and 6 months of training (3–4 years), or 60 credits and 8 months (4–5 years). Non-UAE nationals cannot apply after a gap of more than 5 years.
Do I need IELTS or OET for the DOH nursing licence?
Not for Indian applicants on the standard route; an English score is only part of the exemption route for licences from 20 named countries.
Is there an age limit for DOH nurses?
No age limit appears in the PQR, DOH's catalogue or the TAMM service.
Can a B.Sc nurse take the Assistant Nurse exam?
DOH reviews the title you choose, but a B.Sc nurse licensed as Assistant Nurse may upgrade later if her AN experience has not exceeded 5 years (PQR 13.1.14).
Does the DOH need a good-standing certificate from India?
Where experience is relied on, yes — valid and no older than 6 months, from the regulator of your last country of work. DOH marks it "not applicable" when no experience is required.
Is BLS required for the DOH nursing licence?
Yes. A valid BLS card (or a higher one such as ACLS) is uploaded on TAMM.
