The rules that decide how many chances you get are not in the DHA exam guideline. They are in the unified PQR, which all four UAE health authorities share, and in DHA's assessment manual. The single most important one is easy to miss: your three attempts are counted across the authorities, not per authority — a fail in Abu Dhabi counts against you in Dubai.

How attempts are counted

Where other pages get this wrong
There is no 90-day wait between DHA attempts — and attempts are not counted per authority.
Commonly published instead: "3 attempts; 90-day wait between attempts" and "three attempts at each authority".
DHA's assessment manual says a candidate who fails "may apply again to re-do the DHA assessment, no time restriction between assessment dates", and the Sheryan FAQ says there is no grace period. The PQR grants three attempts "across the Authorities" — DHA, DOH, MOHAP and SHA together.
No waiting period is not a reason to rebook the next day. DHA reports only Pass or Fail and never the score, so after a fail the only feedback is Prometric's Learning Outcome letter, which names general strengths and weaknesses. Use it to decide what to study, then book — our suggestion, not DHA's.
The "fresh start" rule (PQR §1.5.8) is the way back after using every attempt: up to three new attempts once you gain an additional recognised qualification, or at least two years' clinical experience after your last attempt for the same title. It rewards candidates who go back to practice and return stronger, rather than those who simply wait.

Our illustration of PQR §1.5.4–1.5.5 and the DHA manual. Had attempt 2 been at DOH instead, it would still count toward the three — the PQR counts attempts across the authorities — but the documents do not say how the DHA block and the fourth-attempt rule apply to a history split between authorities; ask before booking. A candidate who fails three times and meets the requirements of a lower title (Clinical Pharmacist → Pharmacist, for example) could instead use the one additional lower-title attempt.
Career gaps (gap of practice)
A break from practice changes what you must do before sitting the exam. The PQR's table has a column headed "Allied Health/Pharmacists":

A gap under three years triggers none of this. The table's bands do not say where a gap of exactly five years falls, so confirm with the authority if you are at that boundary. Above three years, even candidates otherwise exempt from the exam must pass it after completing the credits and training (PQR §1.7.5). And the rule that matters most for an Indian pharmacist who left practice: a gap of more than five years closes the door for non-UAE nationals.
Three details of the gap rules are easy to overlook. The CME/CPD credits must be related to your practice specialty (§1.7.2). The supervised training must take place in an approved practice setting recognised by the authority (§1.7.3–1.7.4), so it is not something you can arrange with any pharmacy at home. And UAE nationals whose practice was interrupted by mandatory national service are not treated as having a gap (§1.7.7) — a rule that does not apply to Indian applicants.

The PQR's gap-of-practice requirements begin at a gap of three years (20 CME/CPD credits and 6 months' training for pharmacists) and rise at four; non-UAE nationals cannot apply with a gap of more than five years.

The other UAE authorities
The PQR is published jointly by MOHAP, DOH (Abu Dhabi), DHA and the Sharjah Health Authority, which is why the attempt, gap and exemption rules in this guide are the same everywhere in the UAE. The exams differ in delivery: DHA's runs at Prometric, while DOH's is booked through TAMM and taken at Pearson VUE (per Pearson VUE's DOH page). A valid licence from any one authority exempts you from another authority's exam, provided you did not exceed the permitted attempts (PQR §3) — so passing once, anywhere in the UAE, is what matters.
For the same reason, a pharmacist who fails in Dubai cannot "start again" in Abu Dhabi with three fresh attempts. The one exception is the single final attempt with a different authority after three fails, which exists precisely because the count is shared.

From PQR §21.19 and §3. India is not on the list, so a pharmacist licensed only in India sits the exam — even with many years of experience. UAE nationals and children of Emirati women are exempt from the authority exams under a separate rule (PQR §1.5.1). An exemption covers the exam only: credentialing, experience and PSV still apply (PQR §1.6.2).

How many attempts are allowed for the DHA pharmacist exam?
Three attempts across all UAE health authorities combined, with one final attempt at a different authority, one extra attempt at a lower title after three fails, and new attempts after a further qualification or two more years' experience.
Is there a waiting period between DHA exam attempts?
No. DHA's assessment manual says there is no time restriction between assessment dates.
What happens after three DHA fails?
DHA blocks the applicant from reapplying for a DHA licence for two years. The PQR still allows one final attempt with a different UAE authority.
Can I apply for DHA after a career gap?
Yes, up to five years for non-UAE nationals. A gap of three to under four years needs 20 CME/CPD credits and six months' training, four to under five years 30 credits and eight months, before the exam.
Are Indian pharmacists exempt from the DHA exam?
No. India is not on the PQR's exemption list for pharmacists, so an India-only licence holder must pass the exam.
Can DHA reduce the number of attempts?
Yes. DHA's assessment manual lets it cut permitted attempts to one or two if its panel finds a major gap in competency that could put patients at risk.
Do my attempts reset if I move from Dubai to Abu Dhabi?
