Checked 12 October 2026. The rule is quoted from the APS India FAQ as read on 12 October 2026. Which Indian body recognises distance programmes, and for which years, is our reading of the Indian regulatory position — check the recognition records for your own programme and years.
If your degree was earned through distance or online education, the APS question is not "is my university real?" but "were this university and this exact programme recognised for the years I studied?". APS India answers the first part in one sentence of its FAQ; the second part is a check you can do yourself before paying a non-refundable fee. This guide sets out the official rule, what it means in practice, and how the dMAT and German admission fit around it.
The official rule
The APS India FAQ asks, "Are distance education or online degrees accepted?", and answers that distance education and online programmes may be considered only if the awarding university and the specific programme were recognised by the competent Indian authority for the relevant period of study. It adds that some disciplines and programme types may not be accepted in distance or online mode, and that applicants should check the applicable recognition status carefully before applying.
Three conditions sit inside that sentence, and all three must hold.
| Condition | What it means | How to check (our reading) |
|---|---|---|
| The university was recognised | The awarding university itself was entitled to award degrees by distance or online mode | The university's recognition for open and distance learning or online programmes in the years you studied |
| The specific programme was recognised | Not just the university: the exact programme you took, in that mode | DEB recognition of the specific course for each academic year (APS News, Sept 2025) |
| For the relevant period of study | Recognition must cover the years you were enrolled, not only today | Match your enrolment and completion years against the recognition records |
"May be considered" is careful wording. It is a precondition, not a promise: meeting the recognition conditions makes your degree eligible for consideration, and APS then assesses it like any other application.
Where other pages get this wrong
"Any UGC-recognised university is fine" is not the APS test for distance degrees.
Commonly published instead: Forum answers often say a distance degree is accepted as long as the university is recognised.
APS India requires the university AND the specific programme to have been recognised for the relevant period of study, and warns that some disciplines may not be accepted in distance or online mode at all.
Which authority, and which disciplines are excluded
An APS News notice of 19 September 2025 is more specific than the FAQ. It says distance education courses are accepted as a recognised Bachelor's or Master's qualification if both the university and the specific course are recognised by the Distance Education Bureau (DEB) for the entire duration of the course. It then lists disciplines that, in line with the DEB Regulations of 2020, APS India will not recognise when studied in distance or online mode — and says applications in them will not be processed, irrespective of the year of enrolment or graduation.
| Group (APS News, 19 Sep 2025) | Not recognised by APS in distance or online mode |
|---|---|
| Professional and practical disciplines | Medical; physiotherapy; occupational therapy; other paramedical disciplines including optometry; pharmacy; nursing; dental; architecture; law; agriculture and horticulture; hotel management and hospitality, including catering technology and culinary sciences; aircraft maintenance; visual arts; sports — including allied domains |
| Research-based programmes | M.Phil.; Ph.D. |
If your distance or online degree is in one of these disciplines, do not register or pay: APS says it will not process the application. Recognition must also cover the entire duration of the course; if your records show a gap, do not assume you are eligible — ask APS in writing first. For every other discipline, gather the DEB recognition of your university and of your specific course for each year you were enrolled — your university's distance-education office can usually provide it — before you pay the fee.
Recognition for Germany: anabin as well
APS also applies German recognition criteria. Its FAQ says that if the relevant higher education institution or qualification is not recognised for access to German higher education, APS India may not be able to issue a positive certificate, and it advises checking the recognition status of your institution and qualification before applying. The tool for that is anabin, the German database of foreign institutions and qualifications. APS News adds a firm rule for Indian private universities: those rated "H+/-" or "H-" in anabin cannot be recognised, and their students cannot be issued an APS certificate.
Check before you pay the ₹18,000 fee
- Search your university on anabin.kmk.org and note its rating.
- Get your programme's recognition, in distance or online mode, for every year you were enrolled.
- If either is unclear, resolve it first. The APS fee is non-refundable once paid, regardless of the outcome (APS FAQ).

Distance degrees and the dMAT
The dMAT rule does not distinguish between regular and distance degrees: it depends on the field of your previous degree and your intake. If your official degree falls within APS's list of affected fields — a distance B.Com or BBA usually does — and you apply for a Master's from the summer semester 2027 intake with no exemption, the dMAT certificate is required, subject to APS's classification of your exact title. History and Mathematics are not named in the current list, though APS may classify related or mixed degree titles separately.
The dMAT cannot rescue a distance degree that fails the recognition test. APS's dMAT page says a dMAT certificate cannot compensate for missing formal recognition of an institution or degree, and the official list of affected fields states that it does not confirm recognition either.
What to send
The APS checklist does not create a separate document list for distance graduates. You send the same documents as any Bachelor or Master graduate under the June 2026 leaflet: the signed form with a passport-size photo, fee receipt, Aadhaar, passport, Class X and XII records, all semester or year marksheets, the degree certificate (or, if it is not yet issued, the college's provisional certificate, not older than one year), language certificate and signed Authorisation Letter, plus the Class XII admit card if available, master's documents and the dMAT certificate where they apply, translations and other conditional records.
Our advice is to add a short note to your cover letter stating that the programme was completed in distance or online mode and the academic years of enrolment. It is not an APS requirement, but it puts the fact APS will check at the top of your file rather than leaving it to be discovered.
Distance versus regular degree: what changes for APS
| Question | Regular degree | Distance or online degree |
|---|---|---|
| Documents to send | June 2026 checklist | The same checklist; add a cover-letter note on the mode and years (our advice) |
| Recognition test | Institution and qualification recognised for German higher education (anabin) | The same, plus university and programme recognised by the competent Indian authority for your years of study |
| dMAT | Depends on field and intake | Identical rule — the mode does not change it |
| Fee | ₹18,000, non-refundable | The same |
| Admission | Decided by the German university | Decided by the university; ask about distance degrees before applying |
If recognition covers only some of your years
The FAQ's phrase "for the relevant period of study" is the part that catches people out. A programme can be recognised in some academic years and not others, and a university can lose or gain recognition for a mode of delivery. If your enrolment straddles such a change, the answer is not something APS or we can give you in advance. Get a written statement from your university's distance-education office covering every year you were enrolled, check it against the regulator's published lists, and only then decide whether to pay the APS fee. If the records show a gap, ask APS India through its contact form before applying rather than after.
Vocational qualifications follow a separate line in the same FAQ: their recognition depends on the type of qualification, the awarding institution and the intended pathway, and a three-year diploma after Class X alone is generally not enough for undergraduate admission in Germany, because 12 years of schooling are normally required. For a Master's applicant, what counts is the Bachelor's degree that follows.
A note on German admission
An APS certificate is not admission. The APS FAQ says admission decisions are made by German higher education institutions and that the certificate does not guarantee admission or a visa. Some universities and programmes have their own rules on degrees earned by distance learning, and uni-assist evaluates your documents against the university's requirements. Ask the university about distance degrees before you apply, especially for competitive Master's programmes.
Do it in one evening
The kit's checklist by degree and its ten traps include the recognition checks to make before paying; the free planner gives your target courier date.

Frequently asked questions
Does APS accept distance education degrees?
Yes, if both the university and the specific course were recognised by the Distance Education Bureau (DEB) for the entire duration of the course (APS News, Sept 2025). Distance or online degrees in disciplines such as medicine, pharmacy, nursing, law, architecture and hotel management are not recognised by APS at all.
Is an IGNOU degree accepted for APS?
APS does not publish a list of accepted universities. The test is whether the university and your specific programme were recognised for your years of study, and whether your institution and qualification are recognised for German higher education access.
Do I need the dMAT with a distance degree?
It depends on your field, not on the mode. A distance degree in Commerce, Finance, Economics, Business or Engineering is in an affected field for Master's applications from summer 2027, unless an exemption applies.
Can a good dMAT result make a distance degree acceptable?
No. APS says a dMAT certificate cannot compensate for missing formal recognition of an institution or degree.
Will I get the APS fee back if my distance degree is not accepted?
No. The APS FAQ says the fee is non-refundable once paid, regardless of the outcome. Check recognition before you pay.
Which distance degrees will APS not process?
APS News (19 Sept 2025) lists medical and paramedical fields, physiotherapy, pharmacy, nursing, dental, architecture, law, agriculture and horticulture, hotel management and hospitality, aircraft maintenance, visual arts, sports, M.Phil. and Ph.D. in distance or online mode.
Do I need a separate checklist for a distance degree?
No. APS publishes one checklist for Bachelor and Master graduates; the extra work for a distance degree is the recognition check before you apply.
