AP PGCET Local Status and Reservation: 85/15, AU vs SVU Area, Quotas

How an AP PGCET seat is really allotted: the four-year local rule, AU and SVU areas, who can take the 15% unreserved seats, SC/ST/BC and special quotas, EWS, and private college and university shares.

Your rank decides your place in the queue. Your local status decides which queue you are in. AP PGCET counselling reserves 85% of every course for local candidates of Andhra Pradesh, splits them between two areas, and then applies caste, special-category, women's and EWS reservation on top. This guide walks through each layer as the 2026 admission notification and the government orders print it.

Where other pages get this wrong

Being "from Andhra Pradesh" is not the test. The test is four consecutive academic years of study in one area, ending with your degree exam.

Commonly published instead: many pages reduce the rule to "AP domicile" or "native of AP", and say nothing about the AU and SVU areas.

G.O.Ms.No.20 of 12.05.2025, applied by the 2026 notification, defines a local candidate by study (or, if not studying, residence) in a local area for not less than four consecutive academic years ending with the year of the qualifying exam. Andhra Pradesh has two local areas for this purpose — the Andhra University area and the Sri Venkateswara University area — and 85% of seats in a course go to locals of the area the institution sits in.

The two local areas

The order divides the state by the erstwhile districts and names the universities in each area. An institution that is not a state-wide university belongs to the area it is located in.

Who counts as local

The order sets out the tests in sequence. First, study: you are local to an area if you studied at institutions in that area for not less than four consecutive academic years ending with the year you appeared (or first appeared) for the qualifying exam. Second, if you were not studying for all or part of those four years, residence in that area for four years before the qualifying exam counts instead. Third, if you are not local to any one area on those tests but studied in the State for seven consecutive years ending with the qualifying exam, you are local to the area where you studied longest — and if two periods are equal, where you studied last. The same seven-year rule works on residence if you were not studying.

Am I local? The AP PGCET local-status checker

Answer four questions about where you studied and lived. The checker applies the tests in G.O.Ms.No.20 (2025) as the 2026 admission notification prints them and tells you which seats you can be considered for.

A guide, not a certificate. Your status is decided on the study and residence certificates you upload to CAP.

The 15% unreserved seats

The remaining 15% of each course is unreserved — open to local and non-local candidates, but not to everyone in India. The order names four groups. Note what the list does not include: a graduate who studied and lived entirely outside Andhra Pradesh and has no parent employed in the State is not in any group.

If a local seat cannot be filled by a local candidate of that area, the order says it is filled as though it had not been reserved. And there is one class of seat where local status does not apply at all: the booklet says the local/non-local requirement covers all seats other than Category B seats in private colleges.

State-wide universities: the two lists do not match

A few institutions serve the whole state. At these, 85% of seats are still local, but split between AU-area and SVU-area locals in the ratio 65.62 : 34.38. The government order and the 2026 admission notification name different institutions; both lists are printed below.

Special-category claims are checked in person. In 2026 all PwD, CAP, NCC, sports and extra-curricular candidates had to attend one physical verification on 09.09.2026, at Visakhapatnam, Vijayawada or SV University, Tirupati; missing it meant losing the claim. The sports-quota skill test run by SAAP was scheduled for 28-09-2026 at Acharya Nagarjuna University — six days after the Phase-I allotment of 22-09-2026. The notification does not say in which phase sports seats are allotted, so we do not guess.

Category B seats in private colleges have a further rule: if they stay vacant, the booklet lets them be filled with eligible candidates who did not qualify in APPGCET, on merit in the qualifying exam, with at least 50% aggregate (45% for SC/ST). That is the route a candidate who missed the test or the 35% mark sometimes hears about — but it is a management seat, at the college's process, with no government scheme.

Documents that prove your status

What CAP asked for in 2026

  • Study certificates from Class 9 to the degree — these prove the four-year and seven-year study tests.
  • A residence certificate for 7 years before the qualifying exam, if you had no institutional education.
  • For non-local candidates: a parent's 10-year AP residence certificate from the Tahsildar.
  • For EWS: an EWS certificate valid for 2026-27 from Mee-Seva or the Grama Sachivalayam.
  • For fee reimbursement: a parental income certificate issued on or after 01.01.2023, or a white ration card naming you and a parent.
  • Aadhaar-based authentication at registration.

What is the local rule for AP PGCET?

You are a local candidate of an area if you studied at institutions in that area for four consecutive academic years ending with your qualifying exam. If you were not studying, four years of residence counts. Otherwise seven years of study in AP makes you local to the area where you studied longest.

What are the AU and SVU areas?

The AU area is the erstwhile Srikakulam, Vizianagaram, Visakhapatnam, East and West Godavari, Krishna, Guntur and Prakasam districts. The SVU area is the erstwhile Anantapur, Kurnool, Chittoor, Cuddapah and Nellore districts.

Can a Telangana student get an AP PGCET seat?

Only through the 15% unreserved seats, and only if they fall in one of the named groups: 10 years of residence in AP by the candidate or a parent, a parent or spouse employed by government or similar bodies within AP, or local status in an AP area. Category B seats in private colleges do not require local status.

Is EWS reservation available in AP PGCET?

Yes. 10% EWS seats are created over and above the sanctioned intake of each programme, for OC candidates with a valid EWS certificate.

What is the difference between Category A and Category B seats?

In private colleges, Category A is 70% of intake filled by counselling on APPGCET rank; Category B is 30% management quota. In private universities the split is 35% and 65%.

How much is BC reservation in AP PGCET?

29% in total: BC-A 7%, BC-B 10%, BC-C 1%, BC-D 7% and BC-E 4%.
