Fast Stream vs Direct Entry, Parliament Scheme and Summer Internship
The Fast Stream, direct HEO applications, the Houses of Parliament scheme and the Summer Internship Programme compared from official pages, with the rules on combining them.

With odds as long as the Fast Stream's, it should not be your only plan. There are at least three other official early-career routes into public service (one of them, the internship, is for undergraduates), and two of them are run through the same application. This guide compares the Fast Stream, direct applications to HEO-grade jobs, the Houses of Parliament graduate scheme and the Summer Internship Programme. It is based mainly on the official pages, with the Institute for Government clearly labelled where used, and it flags the rules that stop you combining them.
Where other pages get this wrong
The Houses of Parliament scheme is applied for through the Fast Stream but is not part of it. You are employed by the House of Commons, not the Civil Service.
Commonly published instead: lists that count Parliament as one of the Fast Stream schemes, or advice to apply for the Summer Internship and the Fast Stream together as a safety net.
The Houses of Parliament page says the scheme is not part of the Fast Stream but can be one of your three preferences. The Summer Internship page says you cannot apply for the internship and a Fast Stream scheme in the same year, and that you can do the internship only once.

From the official pages for each route. The direct-entry HEO figure is the official average starting salary on the Civil Service grades and pay page. The Institute for Government (reported) notes that fast streamers enter at HEO, which is why HEO is the right comparison.
The chooser weighs your answers against the rules on each official page, and never suggests the internship to a graduate or to someone outside its background criteria. It is our own rough guide, not an eligibility check.
Direct entry: what selection looks like
A direct application is to a named job in a named department, advertised on Civil Service Jobs. Selection varies by advert. The Civil Service Careers page on assessments and interviews lists the stages you may meet: online tests, a video interview, a final interview and sometimes an assessment centre. It names seven commonly used online tests.

This is where verbal and numerical reasoning practice pays off. The Fast Stream online stage does not use these tests, but a direct-entry advert may use one or more of them, and the Civil Service Numerical Test is one of the seven; each advert says which. Anyone running a direct-entry plan alongside the Fast Stream has two different test formats to prepare for.

The work is supporting Parliament rather than the government: running select committee inquiries, helping legislation through the Commons, and advising MPs impartially on procedure. You are likely to spend much of the scheme working for a select committee. Its residence rule, 3 of the last 5 years, is different from the stricter residence rule that some Fast Stream schemes use. Because it takes a Fast Stream preference slot, it competes with your other two choices rather than adding a fourth.

Of the pages cited here, only the internship page documents an explicit bridge into the Fast Stream. A good appraisal can earn a Fast Pass, which the official page says can fast-track you to the final stages of selection. The trade-off is timing: because you cannot apply for both in the same year, choosing the internship pushes a Fast Stream application back by a cycle.

From the Fast Stream recruitment data 2025 and 2026. The two years count applications differently. The 2025 figure includes everyone who applied for the internship only. In 2026, every counted application is shown under the parental-occupation category "routine and manual occupations", while the other categories are blank; the table does not explain why. So the jump from 3.9% to 22.3% is not a like-for-like comparison, and neither figure should be read as your chance without that caveat.

Direct-entry jobs are the only route not tied to the autumn window, which makes them the natural parallel plan.
Combining routes (our advice)
What can run in parallel
- Fast Stream plus Parliament: yes, as long as Parliament takes one of your three preferences.
- Fast Stream plus direct HEO applications: the cited pages set no same-year bar. They are separate processes; check each vacancy's terms.
- Fast Stream plus the Summer Internship in the same year: no. Pick one per year.
- Internship now, Fast Stream later: the intended path, with a Fast Pass if your placement goes well.
The official pages do not say whether a direct-entry HEO appointment would affect a later Fast Stream application. Read the existing civil servants page for the rules that apply once you are in.
One more consideration applies if you join the Civil Service directly and apply for the Fast Stream later. Existing civil servants had a lower success rate in 2026 than external applicants: 0.6% against 1.1% according to the 2026 recruitment data. But serving civil servants who have passed probation, were appointed through fair and open competition and keep continuity of service can apply to 11 schemes without a degree. Direct entry is a real route in its own right, not just a back door.

Is the Houses of Parliament scheme part of the Fast Stream?
No. The official page says it is not part of the Civil Service Fast Stream, but you can apply for it through the Fast Stream as one of your three preferences. You are employed by the House of Commons, based in London, for 2 to 4 years.
Can I apply for the Summer Internship Programme and the Fast Stream in the same year?
No. The internship page says you cannot apply for both in the same year, and you can only do the internship once. A good internship can lead to a Fast Pass towards later Fast Stream selection.
Is it better to apply for the Fast Stream or a direct HEO job?
