The Fast Stream is not one programme but 17 schemes, and you can apply for up to 3 of them. Most accept a 2:2 in any subject, which is the line most summaries stop at. The detail matters more. Seven schemes set a higher or subject-specific degree bar. Two require British citizenship. Three require five years of recent UK residence. And the starting salary does not meet the thresholds for new visa sponsorship, which is possible only in very specific circumstances. This guide collects every scheme's rules from its official page.
Where other pages get this wrong
Being the right nationality is not enough: you need the right to work in the UK for the whole scheme, and the Fast Stream salary does not meet the threshold for new Skilled Worker visa sponsorship.
Commonly published instead: nationality lists that stop at "UK, Commonwealth and EU nationals", or a flat "any 2:2 degree", with no mention of the right to work, sponsorship, or the schemes that need more.
The Civil Service nationality page states that the Fast Stream starting salary does not currently meet the thresholds for new Skilled Worker visa sponsorships. Sponsorship is possible only in very specific circumstances, and only after an offer. Separately, seven schemes need a 2:1, a postgraduate degree or a particular subject, and Diplomatic and Development needs British citizenship.

From each scheme page on Civil Service Careers. "Not stated" means the scheme page gives no post-scheme salary; it does not mean the pay is lower. Every scheme also requires that you are eligible to work in the UK. The general Fast Stream page describes the headline offer as a £31,554 starting salary with an earning potential of £45,000 to £55,000.
Which schemes clear your headline eligibility?
Answer five questions. The tool checks the headline degree, citizenship and residence rules from each scheme page. It is a first filter only: the scheme page and your application decide.
Every scheme also needs the right to work in the UK for its whole length. The Science and Engineering rule needs both a 2:1 first degree and a postgraduate degree, or chartered status; the tool treats "postgraduate" as meeting it only for a science or engineering subject.

Most scheme pages say you "need, or expect to" receive or achieve the degree, so final-year students apply on a predicted class; check the exact wording on your scheme's page. Science and Engineering is the exception to watch: it expects the postgraduate degree to be held before you start. Government Social Research has two routes. The qualification route needs a degree in which a third of the modules are social research methods. The experience route accepts any subject at the same degree class (2:1, or 2:2 with a postgraduate degree, or an equivalent) plus 4 years of social research practice.

From the Civil Service nationality requirements page. You must keep the right to work for the whole length of the scheme, which is up to 5 years. Sponsorship is considered only in very specific circumstances, only after an offer, and a Certificate of Sponsorship does not guarantee that a visa will be granted. Northern Ireland has its own civil service with its own graduate programme, run separately from the Fast Stream.
For international students on a Graduate visa, the practical reading is plain: for most people the scheme lasts longer than the visa, and the salary will not fund a switch. Anyone in that position should read the nationality page carefully before spending a preference on the Fast Stream. That is our reading, not official advice on your case.
Residence and security clearance
Three schemes add a residence test: UK residence for at least 5 of the previous 10 years, including a consecutive 12-month period. They are Diplomatic and Development, Diplomatic and Development Economics and Risk Management. For the two diplomatic schemes this is tied to Developed Vetting (DV) security clearance, which must be granted before you start and relies on checks that can only be carried out in the UK. Cyber Security needs Security Check (SC) clearance before you start.

Where you will work
You cannot choose your department or role. Location preferences are met where possible. Each scheme page lists the regions where the 2025 intake was posted. Government Social Research, for example, listed only South East (including London) and North East, while Government Policy listed a much wider spread that included Scotland and Wales. Diplomatic and Development starts in London or East Kilbride and moves overseas later in the scheme. Operational Delivery postings in 2025 excluded Central London. Relocation support of up to £2,000 is available, but only once you have started.

Choosing your three preferences (our advice)
How to use the three slots
- Check eligibility first, interest second. A preference spent on a scheme whose degree bar you miss is wasted.
- Look at the additional information stage. Nine schemes (plus the separate Parliament scheme) add online questions after the tests, and you must finish them all before any of your schemes can progress.
- Read the length. Schemes run from 3 to 5 years. Your right to work has to cover all of it.

Practise it, don't just read it
Whichever schemes you choose, every candidate faces the same assessment centre, and its Written Advice Exercise tests reading a brief, spotting assumptions and weighing options. The ProSyllabus library drills those skills.

Can I apply for the Fast Stream with a 2:2?
