MDU B.Ed Reservation 2026: How Each College's Seats Are Split by Category
The 15% All India share, the Haryana quota, SC/DSC and BC-A/BC-B, EWS income limits, how vacant seats convert between groups and categories, and the conflicts in the prospectus.

Every MDU B.Ed college splits its seats twice. First, half go to Group-I (Science and Arts with Maths) and half to Group-II (Arts and Commerce). Then each group's seats are divided by category: 15% open to candidates from all of India (Haryana residents included), and the remaining 85% — the Haryana State quota — shared between Haryana's open general category and its reserved categories. This guide sets out the percentages in section 6 of the 2026-27 prospectus, the per-college table in Appendix V, the EWS income limits, how an unfilled seat moves from one group or category to another across the three rounds, and the places where the prospectus contradicts itself.

What Appendix V turns that into, seat by seat
Appendix V prints the "indicative distribution of seats including fractions" for groups of 15, 30, 50, 100 and 200 seats. The same table applies to M.Ed and to each B.Ed group. A 100-seat B.Ed college therefore uses the 50 row twice — once for Group-I and once for Group-II.

Appendix V as printed, including its rounding (5.737 for 5.7375, for example). "PH/ESM/DFF" is printed as "DA/PwD/PH/ESM/DFF".
Nobody is admitted to 0.75 of a seat. Each college keeps a roster register and carries the fractions from year to year until one category has a whole seat; the college is meant to update the indicative split "in accordance with the last year's category wise fractions" before uploading it. If a college does not send its split in time, MDU "will update the seat matrix on the portal by considering the higher fraction to any one category for this session", and the next year's roster must balance it.

The same difference applies to DSC. Appendix V's nine columns add up to 99.8% of each intake, not 100% (our arithmetic); the missing 0.2% is SC and DSC together.
Conflicts inside the prospectus
- SC and DSC: 8.5% or 8.4%? Section 6 gives 8.5% of total intake to each; Appendix V computes 8.4%. The prospectus does not say which wins; section 6 is the stated policy.
- AIC-EWS: extra, or inside the 15%? Guideline 14 says the 10% EWS reservation in All India seats "would be in addition to the existing reservation". Appendix V carves it out of the 15% (13.5 + 1.5 for 100 seats).
- An old label. Appendix V is headed as the split "for the session 2023-24", inside the 2026-27 prospectus.
- BC-A and BC-B rotation. Section 6 describes a "year wise rotational system" between Block-A and Block-B; the same section and Appendix V give both blocks seats every year.
- Two things called Appendix V. Guideline 18 says the orphan certificate must be in "the prescribed format as given in Appendix-V", which is the seat matrix.

How an empty seat moves

Prospectus p. 13 note (a)–(b), and guidelines 10–12 on p. 25. Reservation benefit applies "upto 3rd Counseling".
This matters more for Group-I than it looks. By our count, Group-I's 2026 overall merit list had 1,845 names against Group-II's 4,476, while the two groups have the same number of seats. After round 1 there are far more empty Group-I seats than Group-I applicants left, and round 2 is when those seats can move across to Group-II. A Group-II applicant with no seat in round 1 is waiting for exactly that conversion.

Seats: half of the 9,299 B.Ed seats in the 83 colleges that took part in round 1 (our sum from Appendix W). The seven that did not are Jain minority institutes and two "No Admission Category" colleges.

Practise it, don't just read it
Once the seat is settled, the first-year papers begin. A quiz on Contemporary India and Education covers the constitutional and policy background.
The ProSyllabus MDU B.Ed library has quizzes on the first-year course papers — Childhood and Growing Up, Learning and Teaching, Knowledge and Curriculum, Assessment for Learning and Contemporary India and Education. They are for students who already hold a seat, not for admission: there is no admission test to practise for.
How many MDU B.Ed seats are reserved for other states?
Fifteen per cent of each college's seats are All India Category seats, open to every state including Haryana. The other 85% are the Haryana State quota.
What is the SC reservation in MDU B.Ed?
Seventeen per cent of intake by section 6, split equally between Other Scheduled Castes and Deprived Scheduled Castes. Appendix V computes 8.4% each (16.8%), a conflict the prospectus does not resolve.
What is the BC reservation in MDU B.Ed?
BC-A 13.6% and BC-B 9.35% of intake, 22.95% together. Seats vacant in one block can be filled from the other.
What is the EWS income limit for MDU B.Ed?
Below Rs 6 lakh a year for Haryana EWS seats and below Rs 8 lakh for EWS seats within the All India Category, with asset tests on top.
Can a Haryana student take an All India seat?
Yes. The AIC is "including Haryana State", so Haryana residents compete for those seats too.
Are Group-I seats given to Group-II students?
Seats still vacant after round 1 can be converted between the two groups in the 2nd counselling, into the same category of the other group.
What happens to reserved seats nobody takes?
After the 3rd counselling they may be thrown open to Haryana General Category, and then to the All India Category.
Does a reserved candidate lose a general seat?
No. Reserved candidates are considered first on general merit; those admitted on merit are not counted against the reserved quota.
Why does the seat matrix have fractions?
Appendix V prints the exact share. Colleges carry fractions on a roster register from year to year until one category builds a whole seat.
