Checked 25 September 2026. From the MOH private-sector nursing SOP (Nov 2025), the MOH registration e-service and renewal pages, Ministerial Decisions 71/2024 (fees) and 231/2024 (licence validity), and OMSB's verification and CPD documents.
Passing OMSB's exam is one document in a longer file. The Ministry of Health issues the licence, and for private hospitals and clinics its Directorate General of Private Health Establishments (DGPHE) adds its own steps: DataFlow verification, a viva, a labour card and a licence fee. This guide follows the MOH's own November 2025 procedure, with the fees from its 2024 fee decision.

The private-sector route, step by step
| Step | What happens | Source |
|---|---|---|
| 1 | The clinic or hospital submits your file through the MOH portal, with a letter requesting your entry | SOP v3 |
| 2 | Payment by the establishment owner or the applicant | SOP v3 |
| 3 | The system issues a letter to Immigration for a visit visa | SOP v3 |
| 4 | An interview (viva) date is set; the viva fee is RO 50 | SOP v3; viva form; Decision 71/2024 |
| 5 | On a pass, a letter goes to the Ministry of Labour; you receive the labour card and fill in the licence form | SOP v3 |
| 6 | The licence fee is paid and the licence issued | SOP v3 |
| — | A failed viva allows 2 more attempts — three in total | SOP v3 |
From MOH's SOP for licensing and assessing nursing categories (3rd edition, November 2025). The documents the file needs are listed in our eligibility guide: DataFlow report, Pearson VUE result, certificates, experience (three years with a bachelor's, four with a diploma), police clearance and passport.
DataFlow and equivalency
| Check | Who | Time (OMSB) |
|---|---|---|
| Primary source verification (DataFlow) | Mandatory for qualifications obtained outside Oman | Up to 25 working days |
| Certificate equivalency | Submitted by the employer through the e-Equivalency System | 1–3 months |
| Transferring a DataFlow report from another Gulf regulator | Applicant | Within 5 days if no new documents are needed (DataFlow) |
OMSB has used DataFlow since 2012; verification covers education, experience, licences, passport and CV, and returns positive, negative or unable-to-verify. OMSB publishes no DataFlow fee for Oman; coaching sites quote figures we could not check against an official page. If you already hold a DataFlow report for DHA, Saudi Arabia or Qatar, ask about a transfer before paying for a new one.
MOH registration
Separately from the private-sector licence, MOH's Health Practitioners Registration e-Service on the eHealth Portal registers practitioners from inside and outside Oman for government and private institutions. It is free and takes five business days from a complete application. According to MOH's user manual for the service (v1.0, August 2024), international applicants log in by email and a one-time code; the form asks for your exam name, score, date and reference number, and uploads include the exam result report, a good standing certificate or experience, and the DataFlow report. An application that does not meet the requirements is returned at most three times and then rejected.
The licensing conditions in law
| Condition (Decision 231/2024, Art. 17) |
|---|
| Entered on the register of practitioners |
| Good conduct and no disqualifying conviction |
| Medical fitness; required courses and vaccinations |
| No break in practice beyond the permitted period |
| No licence cancelled in the last two years |
| Third-party malpractice insurance (private) or the compensation-fund contribution (government) |
| Passing the prescribed professional assessment; paying the fees |
Our translation of the Arabic executive regulations (Ministerial Decision 231/2024). MOH must decide an application within 30 days; no answer counts as refusal, with 60 days to file a grievance (Art. 19).

Add up your Oman licensing costs
Official fees are filled in. Enter your DataFlow fee from DataFlow's own quote and today's exchange rates.
| OMSB exam (either paper) | 200 USD |
| DataFlow verification (from DataFlow's quote) | OMR |
| MOH viva (private sector) | 50 OMR |
| Private-sector licence, 2 years | 50 OMR |
No exchange rate is pre-filled. The fee decision uses rials (RO / OMR). Employers often pay some of these; ask yours.
A realistic timeline
| Stage | Official time | Runs alongside |
|---|---|---|
| OMSB exam result | Within 24 hours | DataFlow |
| DataFlow verification | Up to 25 working days | Exam preparation |
| Certificate equivalency (by employer) | 1–3 months | Visa steps |
| MOH registration e-service | 5 business days | — |
| MOH decision on a licence application | Within 30 days (Decision 231/2024) | — |
Our assembly of the official figures. Equivalency is the longest single step and is started by the employer, so ask early whether it has been filed. The viva date and the labour card have no published timings. Taken together, three to four months from exam to licence is a realistic expectation if verification and equivalency start as soon as you have an offer — our estimate, not an MOH figure.
Since 23 March 2025 private institutions book their practitioners' test appointments through an MOH exam-reservation e-service on the portal, according to an MOH news release — one more reason the private-sector route runs through the employer rather than the nurse alone. On the Indian side, Oman is one of the ECR countries on MEA's list, and nurses need emigration clearance on eMigrate for jobs in ECR countries; our Kuwait emigration guide explains the rules, including the August 2025 change to nurse recruitment, which applies to ECR countries generally.
Renewing on time
Private-sector renewal is online and, according to MOH's service page, can be completed the same day, from a month before expiry to a month after it. Decision 231/2024 (our translation) asks for the application no later than 30 days before expiry — so apply at least 30 days ahead, and treat the month after expiry as a late window with fines, not an equal option. After the grace month, a nurse pays RO 10 for every month late. Renewal needs a current malpractice insurance policy, a CPR certificate and your DataFlow report, and you must still meet every condition of the original licence. Keep CPD records as you go: OMSB's guideline sets the credits, even though MOH's renewal checklist does not list them, and OMSB says CPD counts for renewing a non-Omani's contract.
Licence validity, renewal and CPD
| Rule | What the rules say |
|---|---|
| Licence validity | 2 years in private health establishments; 3 years in government ones (Decision 231/2024, Art. 20) |
| Renewal | Apply no later than 30 days before expiry (Art. 21); the private-sector online service allows renewal from a month before to a month after expiry |
| Renewal documents (private) | Malpractice insurance policy, CPR certificate, DataFlow |
| Late renewal | RO 10 a month for nurses after the grace month |
| CPD (OMSB guideline) | Nurses: 15 Category I + 5 Category II credits a year; 60 per 3-year cycle |
| Out of the country over 2 years | On changing sponsor, the full new-appointment process applies again (SOP v3) |
Decision 231/2024 and the fee Decision 71/2024 are scanned Arabic documents; article numbers, periods and fee lines are our translation, and the RO 50 nurse licence fee is also shown on MOH's English renewal page. Its licensing conditions also include third-party malpractice insurance in the private sector, medical fitness and passing "the prescribed professional assessment". The MOH renewal checklist we read does not itself mention CPD.
Where other pages get this wrong
OMSB does not issue your licence — the Ministry of Health does.
Commonly published instead: "OMSB licence valid for 2 years."
OMSB runs the occupational-classification exam and verification; the licence to practise is issued by MOH. Under Decision 231/2024 it lasts two years in the private sector and three in government health establishments.
Practise it, don't just read it
The exam result is the first document MOH asks for. Topic quizzes help you get it first time.
The ProSyllabus Oman nursing library has topic quizzes for Fundamentals of Nursing, Medical-Surgical Nursing: Cardiovascular and Respiratory, Medical-Surgical Nursing: Renal, Endocrine and Gastrointestinal, Pharmacology for Nurses, Maternal and Child Health Nursing, Critical Care and Emergency Nursing, Infection Prevention and Control and Professional Practice, Ethics and Oman Health Regulations. Each question comes with an explanation.
What is the process to get a nursing licence in Oman?
Pass the OMSB exam through Pearson VUE, complete DataFlow verification, then — for a private-sector job — the employer submits your file to MOH, you pass the viva (RO 50), receive a labour card and pay the licence fee (RO 50 for two years).
What is the Oman nursing viva?
An interview MOH's private-sector directorate holds before licensing. The fee is RO 50, and a failed viva allows two more attempts.
How long is an Oman nursing licence valid?
Two years in private health establishments and three years in government ones, under Ministerial Decision 231/2024.
How long does DataFlow take for Oman?
OMSB says verification may take up to 25 working days; certificate equivalency, submitted by the employer, takes one to three months.
Is the MOH registration e-service the same as the licence?
No. The registration e-service places you on MOH's register (free, five business days); the licence to practise is issued afterwards, with its own conditions and fee.
What happens if I leave Oman and come back?
MOH's SOP says that a nurse who changes sponsor after more than two years out of the country goes through the full new-appointment process again.
Who pays the Oman licensing fees?
MOH's SOP says payment is made by the establishment owner or the applicant. Ask your employer which fees it covers.
What insurance does an Oman nurse need?
In the private sector, third-party malpractice insurance is a licensing condition under Decision 231/2024, and the renewal page lists a malpractice insurance policy among renewal documents.
How many CPD credits do nurses need in Oman?
OMSB's CPD guidelines ask nurses for 15 Category I and 5 Category II credits a year, 60 per three-year cycle.
