Checked 29 September 2026. From Tabella B of Ministerial Decree 1005 of 6 August 2026 and the admission calls of the non-state universities. Seats are fixed for the 2026/27 intake; four courses (three in Medicine, one in Veterinary Medicine) are still being accredited and get their seats only if accreditation succeeds. The state / non-state labels are ours.
The Italian Ministry of University and Research (MUR) published the seat table for the 2026/27 English-taught intake as Tabella B of Ministerial Decree 1005 of 6 August 2026. It lists every English-taught course in Medicine and Surgery (class LM-41), Dentistry (LM-46) and Veterinary Medicine (LM-42), and for each one it gives two numbers: seats for EU citizens and non-EU citizens with EU-equivalent status (those resident in Italy under art. 39(5) of Legislative Decree 286/1998), and seats for non-EU citizens resident abroad. If you are an Indian citizen living in India, only the second number is yours.
The part most pages miss: not every row of Tabella B is an IMAT seat. The state universities fill their English-taught courses from IMAT. The non-state universities in the table — Cattolica, Humanitas, UniCamillus, San Raffaele, Campus Bio-Medico and UniNeuromed — each run their own admission test, according to their own 2026/27 calls. Their quotas sit in the same table, but IMAT does not fill them.

This guide reprints the whole table, marks which rows admit through IMAT, adds the totals and splits we computed from it, and explains which parts matter for a student applying from India. Everything in the tables is from the decree unless a column or note says it is ours.
The two seat pools, and why they are separate
IMAT is one paper, but the seats it fills are split into two pools that never mix. EU citizens, and non-EU citizens with EU-equivalent status, are ranked in a single national ranking and can list several universities in order of preference. Non-EU citizens resident abroad are ranked separately at the one university where they pre-enrolled on the Universitaly portal. That university draws up its own local ranking and fills its non-EU seats in score order.
Two practical consequences follow. First, an Indian applicant is not competing for any of the EU-pool seats, only with other non-EU applicants who chose the same university. Second, the choice of university is made before the test, at pre-enrolment, and cannot be spread across several universities the way an EU candidate spreads preferences. That makes the size of each university's non-EU quota the single most useful number on this page.

Every Medicine and Surgery course in Tabella B
The table below is Tabella B for Medicine and Surgery, row by row. The "Admission route" column is ours: Tabella B does not say whether a university is state-run or how it admits. We labelled the six non-state universities from their own 2026/27 calls, each of which sets its own admission test: UniCamillus (results by 25 March 2026), Humanitas (HUMAT, March 2026), Campus Bio-Medico (19 February 2026), San Raffaele (February and March 2026), Cattolica (25 March 2026) and UniNeuromed (a home-based test on 30 October 2026, registration by 23 October). Humanitas has two rows: 90 / 40 for its MEDTEC School and 150 / 50 for Medicine and Surgery. Rows marked "being accredited" receive their seats only if accreditation is completed (DM 1005/2026, article 7, paragraph 2).

IMAT 2026 seat explorer (Tabella B)
Filter the 28 Medicine and Surgery courses by seat pool and admission route. Indian residents in India compete for the non-EU abroad seats of the one university they pre-enrolled at. Only the state courses fill their seats from IMAT.
Seat numbers from Tabella B of DM 1005/2026. "State" and "non-state" are our labels; Tabella B does not print them. The non-state universities admit through their own tests, per their own calls. Courses marked "being accredited" get their seats only if accreditation succeeds (DM art. 7(2)).
Where the IMAT non-EU seats are concentrated
Among the courses that admit through IMAT, the non-EU pool is not spread evenly. One course — Tor Vergata's joint-degree course taught in Tirana, Albania — has 320 non-EU seats and none for the EU pool. After that the numbers fall quickly: Messina has 61, Vanvitelli, Parma and Ancona 50 each, and Federico II 45.
A large quota is not the same as an easy seat. The cut-off at each university depends on how many non-EU applicants pre-enrolled there and how they scored, and we found no official non-EU cut-off in the calls we read (Parma, Bologna and Ancona). What a large quota does tell you is that more people get in, so a single strong applicant changes the result less. A quota of 11 (Bari) or 13 (Sapienza) can be decided by a handful of candidates.

The Tirana course: read this before choosing it
The 320 Tirana seats are more than a third of the IMAT non-EU pool, so they deserve a separate note. Tor Vergata's own enrolment note describes the course as a joint degree between the University of Rome Tor Vergata and the Università Cattolica "Nostra Signora del Buon Consiglio", administered in Tirana by the latter. For an Indian student who wants to practise in India, that matters: the National Medical Commission's Foreign Medical Graduate Licentiate Regulations 2021 (Schedule-I, clause (iii)) say that the entire course, training and internship must be done in the same foreign institution and that no part may be done "in any country other than country from where the primary medical qualification is obtained". Our reading is that a joint degree taught and administered in Albania raises questions under that clause on its face. We have not found any NMC statement about this specific course, so treat it as a question to put to the NMC in writing before you pre-enrol there.

IMAT courses and own-test courses
The split matters for two reasons. The first is admission: an IMAT score is no use at a non-state university, and most of their 2026 tests were held months before IMAT. The second is fees. Non-state universities set their own fees, which we have not compared here. At the state universities whose calls we read, fees are income-linked: Bologna's call sets them from the family's ISEE income indicator, and Parma's call points students to the regional student-support body ER.GO. Tabella B does not label universities, so the split below is our own.

Studentville, an Italian student site, reports 2,292 "public" and 1,500 "non-public" places. It counts UniNeuromed (230 + 10 = 240) as public; UniNeuromed's own call describes a non-state university with its own test, so we put it in the non-state group. Take 240 from 2,292 and you get our 2,052.
Tabella B reserves 1,362 of its 3,792 Medicine seats for non-EU applicants resident abroad. But only 845 of them are filled from IMAT, and 320 of those are in Tirana. So a page that calls the IMAT non-EU quota "a few hundred" seats is roughly right for IMAT courses taught in Italy (525), and a page that quotes 1,362 as IMAT seats is counting universities that do not use IMAT.
Dentistry and Veterinary Medicine
The same IMAT paper is used for Dentistry and Veterinary Medicine, but there are very few English-taught seats in either. At registration a candidate declares whether the test is for Medicine and Dentistry together or for Veterinary Medicine; the choice becomes irrevocable when registration closes (DM 1005/2026, article 2). There are two national rankings: one for Medicine and Dentistry, one for Veterinary Medicine. All four courses below are at state universities.

Eleven non-EU Dentistry seats and seven non-EU Veterinary seats across the whole country means these are narrow targets. For Indian students there is a second consideration: the NMC's foreign-graduate rules cover medicine only, and its definition of medicine expressly excludes veterinary medicine, so an Italian Veterinary degree is outside that licensing route entirely.
How the 2026 table compares with 2025
The 2025 seats were set by Ministerial Decree 599 of 7 August 2025. We could not open its seat table (the ministry's site blocks automated access), so a full row-by-row comparison is not possible from primary sources. Two points can be checked. The University of Bari's own 2025/26 page lists 69 EU seats and 11 non-EU seats for its English Medicine course; Tabella B for 2026/27 lists 89 and 11, so Bari added 20 EU-pool seats and kept its non-EU quota. And testbusters, an Italian test-prep site, reports that the 2025 national ranking filled 1,049 places (952 in Medicine, 52 in Dentistry, 45 in Veterinary Medicine). Setting those against this year's IMAT EU-pool seats (1,207 in Medicine; 1,319 across all three) is our comparison, and the 2025 figures are reported, not official.

How to use this table if you are applying from India
A short checklist
- Check that the course admits through IMAT at all. The non-state universities (Cattolica, Humanitas, UniCamillus, San Raffaele, Campus Bio-Medico, UniNeuromed) run their own tests.
- Pick the university before the test. You pre-enrol at one university on Universitaly, and you are ranked only there.
- Look at the non-EU column only. The EU column is a different competition.
- Check whether the course is "being accredited". Firenze has no non-EU seats in any case; Padova MedTech gets its seats only if accreditation succeeds.
- Check where the course is taught. Tirana is in Albania, which raises the NMC question explained above.
- Check the university's own call. Each university publishes a call (bando) with its own non-EU procedure, deadlines and fees.
Where other pages get this wrong
Tabella B's 1,362 non-EU Medicine seats are not all IMAT seats.
Commonly published instead: Some pages quote 1,362 (or 3,792 in all) as IMAT seats; others, including an earlier ProSyllabus update, say the non-EU quota is "a few hundred" seats.
By our labelling of Tabella B, 845 of the 1,362 are on state courses that admit through IMAT, and 320 of those are in Tirana, leaving 525 taught in Italy. The other 517 belong to non-state universities that run their own tests.
Practise it, don't just read it
Seats are fixed; your score is not. Topic drills in biology and chemistry are where most of the paper's marks sit.
The ProSyllabus IMAT library has ten topic quizzes: Cell Biology, Genetics, Human Physiology and Biomolecules and Metabolism; Atomic Structure and Bonding and Stoichiometry and Solutions; Mechanics and Electricity and Thermodynamics; Mathematics; and Logical Reasoning and Problem Solving. They use four options per question, where the real paper has five, and there is no reading or general-knowledge quiz yet — treat them as topic drills, not a mock.
How many IMAT seats are there for non-EU students in 2026?
By our labelling of Tabella B of DM 1005/2026, 845 Medicine seats for non-EU citizens resident abroad are on state courses that admit through IMAT, plus 11 in Dentistry and 7 in Veterinary Medicine. 320 of the 845 are on Tor Vergata's joint-degree course in Tirana, Albania, leaving 525 taught in Italy. Tabella B's full total of 1,362 also includes non-state universities that use their own tests.
Do private universities in Italy use IMAT?
Not for 2026/27. Cattolica, Humanitas, UniCamillus, San Raffaele, Campus Bio-Medico and UniNeuromed each set their own admission test in their own call. Their seats appear in Tabella B, but an IMAT score does not fill them.
Can an Indian student apply to several IMAT universities?
Not as a non-EU applicant resident abroad. You pre-enrol at one university and course on Universitaly and are ranked only in that university's local ranking. EU candidates and non-EU citizens with EU-equivalent status, by contrast, list several universities in the national ranking.
Which IMAT university has the most non-EU seats?
Tor Vergata's Tirana course has 320. Among IMAT courses taught in Italy, Messina has the most, with 61, followed by Vanvitelli, Parma and Ancona with 50 each.
Are the Firenze and Padova MedTech seats guaranteed?
No. Tabella B marks them as courses being accredited, and article 7 of the decree says their seats depend on accreditation being completed. Firenze has no non-EU seats in any case.
Is a Veterinary Medicine degree from Italy valid in India?
The NMC Foreign Medical Graduate Licentiate Regulations cover medicine and expressly exclude veterinary medicine, so an Italian Veterinary degree is not on that licensing route. Veterinary practice in India is regulated separately.
