What Happened to the FSOT QEP? What Happens After You Pass in 2026

On April 1, 2026 the State Department said a Written Examination replaces the QEP. The path after the FSOT now: the Written Exercise, then the Structured Interview and Negotiation Exercise.

Just took the FSOT? The next stage is a written exercise

Practise the Written Exercise now: briefing 1 is free

Read a short Embassy briefing, then write your recommendation to the Ambassador against a 45-minute clock. Compare it with a model memo and a pass checklist.

Format note: no official page gives the Written Exercise's length or format. The 45-minute, briefing-then-recommendation format is reported by an independent guide; the State Department says the stage tests critical thinking and clear writing.

Political. You are a political officer at the U.S. Embassy in Marenia, a coastal democracy and long-standing U.S. partner.

Your task: Write a memo to the Ambassador recommending what the United States should do about the proposed Port of Velara lease, and how the Embassy should approach it before the parliamentary vote.

Document 1 — Embassy cable summary

Marenia's Ministry of Transport has agreed in principle to lease the deep-water Port of Velara for 30 years to Orbis Maritime, a state-owned company of a strategic competitor of the United States. Orbis would invest $1.2 billion in new berths and a container terminal. The lease goes to a parliamentary vote in 10 days; it needs a simple majority of the 120 seats. The governing coalition holds 64 seats. U.S. Navy ships have made 11 port calls at Velara in the past three years under a standing access arrangement that the lease does not mention.

Document 2 — Figures from the Ministry of Transport

ItemFigure
Orbis investment pledged$1.2 billion
Jobs promised during construction4,000
Permanent jobs after construction900
Share of Marenia's container trade through Velara today38%
Lease length30 years, renewable once

Document 3 — Notes from meetings this week

Deputy Speaker Ana Corvel (coalition, Labour Union Party, 9 seats): "We need the jobs. Nobody else offered money for Velara. If there were another bidder, my party would listen." Opposition leader Teo Varga: "The terms are secret. We will vote no unless the contract is published." A senior port official, speaking privately and not authorised to do so, said the contract lets Orbis "refuse any vessel for operational reasons". This has not been confirmed in writing.

Document 4 — From Washington

Washington wants Marenia to keep Velara open to U.S. ships and to choose open, transparent tenders for strategic infrastructure. A U.S.-led consortium of private port operators told the Department last year it would consider Velara "if the tender were open". Washington does not want the Embassy to threaten Marenia publicly.

What Happened to the FSOT QEP? What Happens After You Pass in 2026

Checked October 21, 2026. High. The QEP was replaced on April 1, 2026 and the next stages are described only in scheduling terms: no official page gives the Written Exercise's length or scoring, or how the 2026 assessment is scored. The State Department's 2023 QEP FAQ is still online and still describes the old panel. Re-check after any announcement.

The QEP is gone. Since the State Department's announcement of April 1, 2026, the stage after the FSOT is a Written Examination. The State Department's fact sheet of that date says it "has returned to the use of a Written Examination to replace the Qualification Evaluation Panel given that the ability to think critically and write clear prose continues to be an essential skill for Foreign Service Officers." The panel had already lost one of its three inputs: the Personal Narratives it scored were removed with the test first given in October 2025. Pearson VUE, which runs the written stage, calls it the Written Exercise and makes it the first part of the Foreign Service Officer Assessment (FSOA); within two weeks of it, candidates are invited to the final stage, the Structured Interview and Negotiation Exercise. This guide sets out what the QEP was, the 2026 path step by step with every published timeline, and what is still not published. ProSyllabus is an independent study site. It is not affiliated with the US Department of State, its Board of Examiners or Pearson VUE, and nothing here is official. Every rule is quoted or summarised from State Department and Pearson VUE pages, and the Department decides every candidacy.

Where other pages get this wrong

There is no QEP stage and no Personal Narratives to write. After the FSOT comes the FSOA, which starts with a Written Exercise.

Commonly published instead: The 2023-24 sequence of FSOT plus Personal Narratives, ranked by a QEP, then an oral assessment of a Case Management Exercise, a Group Exercise and a Structured Interview. The State Department's own QEP FAQ (dated Mar 30, 2023) is still online and still says the QEPs consider "all candidates who take the Foreign Service Officer Test (FSOT) and submit Personal Narratives".

The Media Note of Sep 5, 2025 removed "the requirement for personal narrative essays". The fact sheet of Apr 1, 2026 replaced the panel with a Written Examination and redesigned the oral exam. Pearson VUE's FSOA page (Aug 7, 2026) names the two 2026 stages, the Written Exercise and then the Structured Interview and Negotiation Exercise, and names no Case Management or Group Exercise.

What the QEP was

The Qualifications Evaluation Panel sat between the FSOT and the oral assessment until 2026. The State Department's older selection-process page (body "Updated: March 2024") describes it this way: applications were "reviewed by a Qualifications Evaluation Panel (QEP), using a total candidate approach to score each candidate based on educational and work background, responses to personal narrative questions, and the FSOT score. The best-qualified candidates are invited to the next step". The panels were "made up of trained FSOs including career track representatives". Its FAQ adds: "The number of candidates invited to the Foreign Service Officer Assessment depends on the Department of State's anticipated hiring needs and budget."

Is the Written Exercise pass/fail? Is the cut-off still 5.25?

These are the two questions candidates ask most, and neither has an official answer for 2026. You will find both stated as fact on prep sites and forums. We checked every State Department and Pearson VUE page we could reach on October 21, 2026. Here is what each claim rests on.

Claim you will seeOfficial status on Oct 21, 2026
The Written Exercise is pass/failNot officially confirmed. Pearson VUE's FSOA page gives no scoring rule
The Written Exercise lasts 45 minutesNot officially confirmed. No official page gives a time limit
You need 5.25 to pass the FSOAOfficial only for the pre-2026 assessment: the 2023 FSOA guide says "The assessment cut-off to continue a candidacy is 5.25 out of a possible 7". No page says whether it applies to the redesigned stage
The Case Management and Group Exercises are goneConsistent with the official pages, which name only the Written Exercise and the Structured Interview and Negotiation Exercise for 2026; no page says "abolished" in so many words
The QEP was abolished on April 1, 2026Half right: the State Department fact sheet of April 1, 2026 announced that a Written Examination replaces the panel, but it gives no effective date

A further wrinkle on scales: the 2023 guide scores the old assessment from 1 to 7, while the older selection-process page says "FSOA scores on a six-point scale". Neither describes the 2026 assessment. Until the Department publishes a scale, plan to do as well as you can in both stages rather than to a number.

What to do between your FSOT and your invitation (ours)

  • Keep the email address on your Pearson VUE account working: the invitation and every later instruction arrive there.
  • Read the invitation letter twice. It names your 5-day window; Pearson says it cannot guarantee another date without emergency or compelling extenuating circumstances.
  • If you need an accommodation, start early: two weeks before the Written Exercise date (Pearson), at least six weeks before the final stage (State Department).
  • Practise writing a short recommendation from documents against a clock. The fact sheet says the stage exists because the ability to "think critically and write clear prose" is essential.
  • Prepare for the final stage in parallel: the invitation to schedule it can arrive within two weeks of the written one. Our guides to the structured interview and the negotiation exercise set out what is known.
  • You are entitled to one FSOA per FSOT candidacy (FAQ, Apr 5, 2023), so treat the invitation as your one attempt for this candidacy.

The list is ours. The rules quoted are from Pearson VUE (Aug 7, 2026), careers.state.gov (Mar 18, 2026) and the fact sheet (Apr 1, 2026).

At the top of this page is the ProSyllabus Written Exercise practice: a fictional Embassy briefing, a practice clock, a box for your memo, a model memo and feedback on what you wrote. Briefing 1 is free. It is our own material, written to the State Department's description of the stage, not an official sample, and we do not claim the real exercise looks like it.

What we could not verify

  • When FSOA invitations are sent after an FSOT window, and how many candidates are invited.
  • The Written Exercise's time limit, prompt type and scoring, including whether it is pass/fail.
  • The format and scoring of the Structured Interview and Negotiation Exercise, and whether any cut-off such as 5.25 applies.
  • Whether selection for the FSOA is made separately for each career track.

Frequently asked questions

What happened to the FSOT QEP?

The State Department replaced the Qualification Evaluation Panel with a Written Examination, according to its fact sheet of April 1, 2026. The Personal Narratives the panel scored had already been removed in October 2025.

What happens after you pass the FSOT?

Candidates are selected for the Foreign Service Officer Assessment. It starts with a Written Exercise on one date in a 5-day window named in the invitation letter; within two weeks of it, Pearson VUE invites you to the Structured Interview and Negotiation Exercise. Medical, security and suitability reviews and a ranked Register follow.

Do I still write Personal Narratives?

No. The State Department removed the requirement for personal narrative essays with the test first given on October 18-25, 2025.

How do I know if I passed the FSOT?

Pearson VUE says the score report you receive right after the exam indicates whether you passed or failed. "Scores are under review" on your profile is not your result.

When will I get my FSOA invitation?

No official page says how long after the FSOT window invitations are sent.

Is the FSOA still scored out of 7 with a 5.25 cut-off?

That is the rule in the 2023 FSOA guide, which describes the assessment before its 2026 redesign. No official page says how the redesigned assessment is scored.

Is the FSOA Written Exercise pass/fail?

Not officially confirmed. Pearson VUE's FSOA page gives no scoring rule, and no State Department page we read describes one.

Is the Case Management Exercise still part of the FSOA?

The official 2026 pages name only the Written Exercise and the Structured Interview and Negotiation Exercise. The Case Management Exercise appears only in pages describing the pre-2026 assessment.

How long does it take from the FSOT to a job offer?

The State Department puts the time from the test to the Register at about eighteen months, and says it can be months longer; a name can then stay on the Register for up to 18 months.
