FSOT Format 2026: Three Parts, Question Counts and Timing

Job Knowledge 50 questions in 35 minutes, English 45 in 35, Logical Reasoning 30 in 45, per the official practice test. What each part covers, pacing per question, and what was dropped.

FSOT Format 2026: Three Parts, Question Counts and Timing

Checked September 30, 2026. Medium. The format dates from the October 2025 overhaul and the practice-test page was last modified Feb 18, 2026. The State Department changed the selection process again in April 2026 without changing the FSOT format; re-check the practice-test page before each window.

Since October 2025 the FSOT has three multiple-choice parts and no essay. The State Department's official practice test, which "simulates the length and the questions of the new test", times them as Job Knowledge, 50 questions in 35 minutes; English, 45 questions in 35 minutes; and Logical Reasoning, 30 questions in 45 minutes. That is 125 questions in 115 minutes by our addition; no official page prints those totals. There is no penalty for guessing. ProSyllabus is an independent study site. It is not affiliated with the US Department of State, its Board of Examiners or Pearson VUE, and nothing here is official. Every rule is quoted or summarised from State Department, Pearson VUE and Federal Register pages, and the Department decides every candidacy.

Where other pages get this wrong

The FSOT has three parts now, not four. Situational Judgment and the Written Essay are gone, and Logical Reasoning is new.

Commonly published instead: The four-section test (Job Knowledge, English Expression, Situational Judgment, Written Essay) that the State Department's own "Updated: March 2024" selection-process page and its FSOT Information Guide PDF still describe. ProSyllabus's exam record listed the old sections too, and is being corrected.

The practice-test instructions (modified Feb 18, 2026) say: "The Situational Judgment section has been replaced by a Logical Reasoning section" and "There is no longer a written essay." The State Department Media Note of Sep 5, 2025 announced the change for the Oct 18-25, 2025 sitting. The Information Guide PDF still on careers.state.gov is the 2016-17 guide.

Counts and minutes are from the section headers of the official practice test. The State Department says the practice test simulates the length of the new test, but no official page states the live test's counts separately, so treat them as the best official guide rather than a guarantee.

A naming conflict you may notice. The instructions page calls Part 2 "English Usage and Comprehension"; the practice test's own header calls it "English Understanding and Comprehension". It is the same part. The State Department's April 1, 2026 fact sheet describes the overhaul as "adding questions on American history and logical reasoning while eliminating those intended to test alignment with the diversity, equity, and inclusion agenda", in its words.

Pacing: the time budget per part

Two features of the timing drive strategy. First, Job Knowledge and English run at well under a minute a question (about 42 and 47 seconds on our arithmetic), so a question you cannot answer should get a guess and a flag, not three minutes. Second, Logical Reasoning gives about 90 seconds a question, because each item asks you to read an argument and judge an inference, flaw or assumption. Because there is no penalty for guessing, no question should be left blank in any part.

Pacing checkpoints for each part

Pick a part and how many minutes you want to keep for a last look at flagged questions. The tool spreads the rest of that part's time evenly and tells you which question you should have reached every five minutes. The timings are the official practice test's; the checkpoints are our arithmetic.

How to use the official practice test

The practice test is free, online, and a Microsoft Form linked from careers.state.gov. The instructions say it "does not include an automatic timer. Candidates will be informed of the allotted time for each section and are encouraged to time themselves to mirror the conditions of the actual test." When you finish, "you will receive feedback on questions you answered correctly and questions you answered incorrectly". Only a total score is shown at the end, so count your correct answers per part yourself; the self-check tool in the scoring guide of this series does the arithmetic. Time each part separately with the minutes above, and sit all three in one go at least once: the real test runs about two hours of question time back to back.

Preparation that follows from the official content list

  • Job Knowledge: four areas only. US government, history and society; world history and geography; economics; math and statistics. The April 2026 fact sheet singles out American history.
  • English: grammar and usage questions plus reading comprehension. Practise reading a passage once and answering from it, at under 50 seconds a question.
  • Logical Reasoning: inferences, justifying conclusions, logical flaws and assumptions. Practise naming the assumption an argument needs before looking at the options.
  • No essay practice is needed for the FSOT itself. Writing is now tested at the next stage, the Written Examination, whose format is not published.

What we could not verify

  • Question counts and timings for the live test stated separately from the practice test.
  • How the three parts are weighted in the final score; the regulation says only that the Board of Examiners sets the standards.
  • Any published list of topics within each Job Knowledge area beyond the four named areas.

How many questions are on the FSOT?

The official practice test has 125 multiple-choice questions by our count: 50 in Job Knowledge, 45 in English and 30 in Logical Reasoning. The State Department says the practice test simulates the length of the new test; no official page states the live test's counts separately.

How long is the FSOT?

On the practice test the three parts are timed at 35, 35 and 45 minutes, 115 minutes of question time by our addition. Allow extra time for check-in, which Pearson VUE says takes about 15 minutes online.

Does the FSOT still have an essay?

No. The State Department says there is no longer a written essay. Writing is assessed later, in the Written Examination introduced in April 2026.

What replaced Situational Judgment on the FSOT?

Logical Reasoning, which assesses making inferences, justifying conclusions, finding logical flaws and identifying assumptions.

Is there negative marking on the FSOT?

No. The official practice test says there is no penalty for guessing, so answer every question.

What topics are in FSOT Job Knowledge now?

US government, history and society; world history and geography; economics; and math and statistics. The State Department says the content was revised to only have questions on those areas.

Is the FSOT open book?

No. Pearson VUE says FSOT exams are closed-book exams.

Where is the official FSOT practice test?

On careers.state.gov, on the page "Instructions to the Online Practice FSOT", which links to the test. It has no automatic timer, so time each part yourself.
