Checked 24 October 2026. Fees, hours, the appointment list and booklet formats are as the FDNY pages and study booklets stated them on 23 and 24 Oct 2026. The FDNY asks candidates to check for the latest booklet before the exam, and says some Notices of Exam are being updated for online applications.
The Fire Department of the City of New York (FDNY) issues Certificates of Fitness (COF) for what its Certificates of Fitness page calls "various types of dangerous occupations". The same page ends with a list of the certificates it offers, "listed in alphabetical order", from A21 (Supervision of Distillery Operations) to W97 (Fumigation and Insecticidal Fogging). That list has 125 entries (our count). One of them, the E-series line, stands for six codes, E-01 to E-06, so there are 130 codes in all. This guide gives the whole list with every name exactly as the FDNY prints it, and adds what the FDNY's own pages and study booklets say about appointments, where a certificate is valid, changes and renewals, and the codes with near-identical names. The general application steps, fees and rules of the exam room are set out in FDNY Certificate of Fitness: exam format, fee and how to apply; a certificate's own page and booklet can add requirements. ProSyllabus is an independent study site, not part of the FDNY (Fire Department of the City of New York) or the City of New York. Every rule here is quoted or summarised from the FDNY pages and study booklets listed at the foot of the page.
FDNY Certificates of Fitness page and General Notice of Exam (revised 07/2023), read 23 Oct 2026 and unchanged on 24 Oct 2026. The entry count is ours.
How the FDNY list is organised
The FDNY list page generally prints codes without a hyphen (F60, S12), except for its E-01 to E-06 line. Its study booklets write F-60 and S-12. They are the same code, and this guide uses the hyphenated form. The list is alphabetical by code, so the first letter is a filing order. The FDNY does not say the letters are categories, but reading the names shows patterns (our summary, not an FDNY classification): F entries are mainly fire guards, places of assembly, drills and fire safety directors; G entries are mainly gases; S entries are mainly sprinkler, standpipe, fire alarm and extinguishing-system roles plus construction-site roles; E entries are mainly explosives and special effects; C entries are mainly chemicals and hazardous materials; P entries are mainly petroleum, fuel oil and cooking exhaust.
The page tells readers to "See list of Certificates of Fitness below for Study Materials and exam specific information", and the General Notice of Exam tells applicants to click each certificate on the list to find its special requirements. Three booklets cover more than one code: F-03 with F-04, F-07 with W-07, and S-12 with S-15 and T-15. The FDNY also warns that its Notices of Exam, study guides and Small Business Services instructions "are currently being updated and may not contain instructions for online applications, renewals and payments".
Our count of the entries on the FDNY list read 23 Oct 2026. The E-01 to E-06 line is counted once.

Which certificates need an appointment
The FDNY page says "Most COF exams are walk-in exams" and that five certificates "require an appointment before taking the exam at FDNY Headquarters". You need a COF application ID before you can book, and groups of ten or more applicants should contact the FDNY COF unit to arrange a group appointment. The older General Notice of Exam (revised 07/2023) names a different set of codes. The two do not match, and the notice is the older document, so follow the page and check it before you go.
| Source | Certificates it says need an appointment | Note |
|---|---|---|
| FDNY Certificates of Fitness page | F80, F89, Q01, S56, S98 | You must have a COF application ID before scheduling the appointment. |
| General Notice of Exam, revised 07/2023 | N-85, N-89/T-89/Z-89 (Fire and Life Safety Directors), Z-51 (Refrigeration Engineer), S-56 (Construction Site Safety Manager), S-98 (Fire Alarm Technicians) | Says these applicants must apply, pay and schedule the exam online first, with no walk-ins, and will be turned away without proof of the completed application and payment. |
| FDNY S-60 page | S-60 | The page says applicants who need to take the exam must make an appointment and apply in person. The main FDNY page does not list S60 among its five. |
| Our comparison | S-56 and S-98 are on both. F80, F89 and Q01 are on the page only. The current list has no N-series or Z-series entry, so N-85, N-89, Z-89 and Z-51 cannot be matched to it. | The same notice also says "All exams can be taken by appointment" and "All other COFs can apply in person". |
Where a certificate is valid: citywide, one person, one location
Several names on the list end in "(Citywide)", and the FDNY pages say different things about where a certificate can be used. Read the page or booklet for your own code before you rely on one certificate across several jobs.
| Certificate | What the FDNY says about where it is valid | Source |
|---|---|---|
| F-01 Citywide Fire Guard for Impairment | The booklet calls it a citywide certificate: the holder "may perform their duties for different buildings and occupancies". | F-01 study material |
| F-60 Fire Guard for Torch Operations | NYC Business: only valid for the person it is given to and can be used anywhere in New York City. | NYC Business F-60 page |
| S-60 Watchperson at Construction Site (Citywide) | Valid only for the specific person to whom it is issued and can be used anywhere within New York City. | FDNY S-60 page |
| F-92 Fire Guard for Boatyards/Marinas | Valid only for the person who applied for it and at the location it was applied for. | FDNY F-92 page |
If you already hold a certificate and need it at another work site, the FDNY page says "With proper required documents, COF holders can apply the same Certificate of Fitness for additional work locations without taking the exam." That is an application for an additional card, not a new exam.
Look-alike codes: pairs and groups with near-identical names
Check the code against the work you will do: some codes share a study booklet or exam, and look-alike names can have different exams, booklets and permitted duties. These are the groups whose names are closest. The names are as listed by the FDNY, and the "difference" column only restates what the names say.

Changes, extra locations and renewal routes
The pillar guide sets out the standard renewal rules. These are the extra points the FDNY's list page and General Notice add, and where the FDNY's own documents disagree.
| Item | What the FDNY says | Source |
|---|---|---|
| Changes and replacements | The General Notice lists a $5 fee for changing a mailing or email address or other contact information, requesting a replacement certificate, and changing a work location (a new employer letter must be uploaded for a work location change). | General Notice of Exam |
| Online or by post | The FDNY page says a lost card must be replaced online and that changes such as company name, work location, mailing address and activating certificates must be done online. The NYC Business pages for F-60 and S-12 still describe submitting mailing-address changes, work-location changes and replacement-card requests in person or by mail with a $5 check or money order. Follow the FDNY page. | FDNY page; NYC Business F-60 and S-12 pages |
| Additional work locations | With the required documents, a holder can apply for the same certificate for additional work locations without taking the exam. | FDNY page |
| Simplified renewal | Certificates can be renewed without creating an NYC.ID through simplified renewal. Fee-exempt certificates, and certificates that need changes, cannot use it. | FDNY page |
| Comprehensive renewal | Renewal with an NYC.ID. This route includes fee-exempt certificates (the page says "All COFs must be renewed online by logging in with a NYC ID, including Fee Exempt COFs", even though it also offers the simplified route above). The FDNY strongly encourages holders to log in to view all their certificates and expiry dates, change a mailing address and upload supporting documents. The S-12/S-15 booklet says fee-exempt applicants cannot renew online, and the NYC Business F-60 and S-12 pages say you cannot request a fee exemption if you renew online. These conflict with the central page, so confirm the route with the FDNY. | FDNY page; S-12/S-15 booklet; NYC Business pages |
| A different renewal route | The General Notice says certain certificates (R01, R02, W16, W27 and others), and renewals that also update a work address, use a different procedure. The FDNY page has a quick renewal guide for W16, W27, expeditors and fee-exempt applicants. | General Notice; FDNY page |
| Fee and deadlines | $15 for most 3-year certificates; a $25 penalty for renewals made 90 days (up to one year) after expiry, although one passage of the General Notice says 91 days to 1 year, so the sources differ on the first penalty day; over a year late means a new exam. | General Notice of Exam |
Getting one, in five lines
- Find your code in the list above and read its free study booklet on the FDNY Certificates of Fitness page.
- Create an NYC.ID, then complete the application and pay the $25 fee online (unless a fee waiver applies) before you go to FDNY Headquarters.
- Bring a government-issued photo ID to 9 MetroTech Center, Brooklyn. Walk-in hours are Monday to Friday, 8:00 AM to 2:30 PM, except legal holidays, unless your certificate needs an appointment.
- Pass the touch-screen exam with at least 70%. If you meet all the requirements, the certificate is issued the same day.
- Renew before it expires. Most certificates last three years.
Summary of the FDNY Certificates of Fitness page and General Notice of Exam. The steps, documents and rules in full are in FDNY Certificate of Fitness: exam format, fee and how to apply. The FDNY's own documents differ on how to apply: the central page and the January 2026 booklets require online application and payment before arrival, while the F-92 and S-60 pages say to apply in person, the General Notice says other certificates can apply in person, and the S-12/S-15 booklet contains both instructions. Follow the central FDNY page and confirm the process for your code.

Frequently asked questions
How many Certificates of Fitness does the FDNY offer?
The FDNY list has 125 entries (our count), from A21 to W97. One entry, the E-series line, covers six codes, E-01 to E-06, so there are 130 codes.
Which Certificate of Fitness do I need for my job?
Match your task to the names in the list above. If two names look close, the look-alike table shows how they differ. The FDNY booklets give the FDNY Business Support Team for questions: call 311 and ask for the FDNY Customer Service Center, or email FDNY.BusinessSupport@fdny.nyc.gov.
Does every certificate need its own exam?
Not every one. The F-01, F-03/F-04, F-07/W-07, F-60 and G-60 booklets say no alternative issuance procedure is available, but the F-03/F-04 booklet also says someone who passes the F-03 may pay an additional $25 to get the F-04 without taking the F-04 exam. The F-92 page mentions an alternative issuance procedure for applicants who qualify for an exemption.
Which certificates need an appointment?
The FDNY page lists F80, F89, Q01, S56 and S98, and the S-60 page separately says exam applicants must make an appointment; the sources differ, so confirm for your code. Most other exams are walk-in, Monday to Friday except legal holidays, 8:00 AM to 2:30 PM, after you have applied and paid online.
Is the code written F60 or F-60?
Both. The FDNY list page generally prints codes without a hyphen, except for its E-01 to E-06 line; the study booklets use the hyphen. They name the same certificate.
Can one certificate be used for several employers or sites?
It depends on the certificate. The F-01 booklet, the NYC Business F-60 page and the S-60 page describe use anywhere in the city for the holder, while the F-92 page says its certificate is valid only for the person and the location applied for. A holder can apply for the same certificate at additional work locations without taking the exam again.
Do I need an NYC.ID to renew?
Not for a simplified renewal, which the FDNY page describes as renewing without creating an NYC.ID. Fee-exempt certificates and certificates that need changes cannot use the simplified route.
