Why a JAA recruited through RRB must clear Appendix-2 in two chances within three years, the GM's third chance, and what RBA 31/2025 changed. With a deadline calculator.

Direct Recruit JAAs and Appendix-2: Two Chances in Three Years

Checked 29 September 2026. The JAA rule is the note under IREM Appendix 2 para 4(a) (ACS 166, 2004), relaxed in time only by RBA 31/2025 of 15.12.2025. The designation Accountant for JAA is from RBE 20/2025 (reported) and the Board's own use in 2026. No next Appendix-2 sitting had been notified on 29 September 2026.

One group of Appendix-2 candidates sits it because their job depends on it. A Junior Accounts Assistant (JAA) recruited directly through a Railway Recruitment Board joins at Level 5 but must pass Appendix-2 in two chances and within three years of joining, "failing which their services are liable to be terminated". Only the General Manager can give a third chance. Since 2025 the exam has run through a single Nodal Railway, and the only computer-based sitting we can find was held on 21 December 2025. For a new JAA, that makes the rule a race with the calendar. This guide sets out the rule word for word, the 2025 letter that relaxed its time limit, the conflict between the two letters behind it, and a calculator for your own dates.

The rule, word for word

The note sits under para 4(a), the chance ladder, and switches that ladder off for this group: "This Sub Rule is not applicable to directly recruited JAAs who are required to pass Appendix II examination in two chances/ within three years of their joining service as JAAs failing which their services are liable to be terminated. However, the request for grant of a third chance, on the specific recommendation of the FA&CAO, may be granted by the G.M., to be availed of within total span of four years of joining service as JAAs before action to terminate their services is taken." The IREM gives its authority as Board's letter 2004/AC-II/20/5 dated 20.10.2004, which issued it as ACS 166.

Four things in that sentence matter. The limit is two chances and three years, joined by a slash. The text does not say how the two combine; the safe reading is that you should pass within your first two chances and inside three years, and your office's reading of the slash is the one that counts. The consequence is that services are "liable to be terminated": a power, not an automatic dismissal. The third chance needs two officers, the FA&CAO to recommend it specifically and the GM to grant it. And it must be used within four years of joining, "before action to terminate their services is taken".

Both columns are IREM Appendix 2 para 4, except the training conditions, which are from Northern Railway's 2025 letter to its own offices (official); other zones may word them differently. The words "through RRBs" come from RBA 10/2007, which deals with the seniority of JAAs and Accounts Clerks recruited through RRBs; the IREM note says only "directly recruited".

Who the directly recruited JAAs are

JAAs have been recruited directly through the RRBs for years. RBA 10/2007 settled how their seniority is fixed: by the order of merit the RRB assigns, under para 303(b) of the IREM, not by marks at the end of training. The recruitment route today is the RRB's graduate-level NTPC. A 2025 notice, CEN 06/2025, is reported to list 921 Junior Account Assistant cum Typist posts at Level 5. That figure comes from testbook.com; we could not open the RRB's own page. Every one of those recruits will meet this rule once posted.

The post has a new name. RBE 20/2025 of 10.03.2025, as reproduced by staffnews.in, renamed the JAA (GP 2800, Level 5) as Accountant, and the Accounts Assistant (GP 4200, Level 6) as Sr. Accountant. It changed nothing else: not the Group C classification, pay level, method of recruitment, duties, seniority or promotion avenues. The Board's own vacancy notice of 05.02.2026 uses "Accountant / Senior Accountant, Level-5 / Level-6". The IREM note and RBA 31/2025 still say JAA. They mean the same post.

What RBA 31/2025 changed, and what it did not

On 15.12.2025, six days before the first CBT, the Board issued RBA 31/2025. It opens by recalling that a letter of 28.06.1995 (No. 95/ACII/20/8) delegated to the GM the power to grant the third chance within four years, on the FA&CAO's specific recommendation. It then says the Board (Member Finance) "has now decided that Zonal Railways / Production Units, with the approval of the General Manager and on the specific recommendation of PFA, allow availing of the third chance ... beyond the four-year period of service, duly recording the reasons for not being able to conduct the examinations in a way that each candidates get the second/third chance within a period of three/four year respectively."

It ends with two limits. The relaxation "is restricted only to the time limit and does not entail any enhancement in the number of permissible chances", and "all other conditions governing the Appendix-II (IREM) Examination shall remain unchanged". So a JAA still has three chances at most. What changed is that the third may now come after four years, if the railway records that it did not hold examinations in time.

Our reading of RBA 31/2025

  • It answers a real problem. Before July 2025 each office held Appendix-2 at intervals it chose. Since then one Nodal Railway holds it, and only one sitting, 21.12.2025, has been found. A JAA can use a chance only when there is a sitting.
  • Its operative sentence relaxes only the four-year limit for the third chance. Its reason clause mentions the second chance within three years too, but it does not say the three-year limit for the second chance is relaxed. That gap is not closed by any document we found.
  • It needs a recorded reason. The relief is tied to "reasons for not being able to conduct the examinations", so it is meant for delays on the railway's side, not for a candidate who skipped a sitting.
  • It moves the recommendation from the FA&CAO to the PFA for the beyond-four-years case. The PFA is the senior accounts officer of a zone.

These are our readings of the letter, not the Board's. Your railway's decision in your case is what counts.

Two letters behind one rule: a conflict to know about

Where other pages get this wrong

The JAA third-chance rule rests on two different Board letters, and the IREM note has not caught up with the latest one.

Commonly published instead: That the rule comes only from the 2004 letter printed under the IREM note, or that the GM alone decides everything about the third chance.

The IREM note cites Board's letter 2004/AC-II/20/5 dated 20.10.2004 (ACS 166): FA&CAO recommends, GM grants, within four years. RBA 31/2025 cites a different letter, 95/ACII/20/8 dated 28.06.1995, as the source of the GM's power, and adds a new route beyond four years on the PFA's recommendation. The IREM page we read on 29.09.2026 still shows only the 2004 text. Both letters are official. Read them together: the 1995 letter delegated the power, the current IREM note cites the 2004 letter, and the 2025 letter relaxed the time. We have not traced every correction slip between 1995 and 2004.

The rule does not say whether the last day is the anniversary itself or the day before; the calculator shows the anniversary. "Today" is the date in India. Your Accounts office counts the dates that matter.

What to do as a new JAA

A plan built on the rules

  • Check your six months. Para 4(b) bars anyone with less than six months in a Railway Accounts Office, so your first chance cannot come earlier than that unless the GM waives it in exceptional circumstances.
  • Finish your initial training. Northern Railway's 2025 letter required directly recruited JAAs to have completed the Departmental Initial Training by the cut-off date.
  • Ask your office to put your name forward for the first sitting after six months. In 2025 eligibility was reckoned on the date of the notification, and lists went to the Nodal Railway within six days of it.
  • Do not withdraw lightly. Each permission counts as a chance unless the GM accepts a withdrawal; for you, one wasted chance is half your allowance. If illness or circumstances beyond your control stop you, apply to the GM under para 4(f) within a fortnight of the last exam date, with medical certificates obtained before the exam ended.
  • Aim at GRP from the start. It is railway procedure you are learning on the job anyway, and it is 100 marks.
  • If your three years are running out with no sitting in sight, ask your Accounts office in writing how the delay is being recorded for RBA 31/2025.

There is a second reason to pass early. Under ACS 276 (RBA 08/2022), JAAs with at least two years in the grade who have passed Appendix-2 are the second choice for Accounts Stock Verifier posts at Level 6. How many chances does a direct recruit JAA get for Appendix-2?

Two, within three years of joining as JAA. The GM may grant a third on the FA&CAO's specific recommendation, normally within four years of joining. RBA 31/2025 allows that third chance beyond four years in some cases, but adds no further chances.

What happens if a JAA does not pass Appendix-2 in time?

The IREM says their services are liable to be terminated. "Liable" makes it a power of the administration, not an automatic result, and the third chance by the GM comes before any such action.

What did RBA 31/2025 change?

It lets zones, with the GM's approval and the PFA's specific recommendation, allow the third chance beyond the four-year period, recording why exams were not held in time. It is limited to the time limit and does not increase the number of chances.

Is a JAA now called an Accountant?

Yes. RBE 20/2025 of 10.03.2025, as reported, renamed JAA (Level 5) as Accountant and Accounts Assistant (Level 6) as Sr. Accountant, with no change to pay, seniority or promotion. The Board uses the new names in 2026 notices.

Does the 5-to-10 chance ladder apply to direct JAAs?

No. The IREM note says the chance sub-rule is not applicable to directly recruited JAAs; their own limit of two chances in three years applies instead.

When can a new JAA first sit Appendix-2?

After six months in a Railway Accounts Office (para 4(b)), which the GM may waive in exceptional circumstances, at the next sitting the Nodal Railway notifies. In 2025 Northern Railway also required the Departmental Initial Training to be complete. No sitting had been notified on 29 September 2026.
