Checked 29 September 2026. The pass, exemption and chance rules are IREM Appendix 2 paras 2 and 4, unchanged by ACS 292. The SC/ST relaxation is RBE 43/2000. The voiding of old exemptions is in the Northern Railway notification of 11.11.2025. A next sitting had not been notified on 29 September 2026.
Appendix-2 is a qualifying examination. There is no rank list in the rule and no aggregate: you need 40% of the maximum marks in each paper (30 of 100 for SC and ST candidates, under a Board letter of 2000), and that is all. The rule has stood since the November 1956 examination. Around it sit three other rules that decide how many times you can try: a 50% score that may exempt you from a paper, a ladder of chances that climbs from 5 to 10 with a senior officer's permission at each rung, and a rule that counts a chance as used even if you never sat. The move to computer-based papers in 2025 added one more twist. Exemptions earned in the old written papers do not count any more. This guide takes each rule from the text, prints the conflict where the documents disagree, and ends with a checker.
ProSyllabus is an independent study site. We are not affiliated with Indian Railways, the Railway Board, Northern Railway or any zonal railway or production unit. Every rule below is quoted or summarised from published Board letters and the IREM, and your Accounts office decides every nomination.
IREM Vol I Appendix 2 as it stands on the Board's site. The sum 5 + 3 + 2 = 10 chances is our arithmetic on the table in para 4(a).
The pass rule
Para 2 reads: "Forty percent of the maximum marks in each subject will be required to secure a pass." With two papers of 100 marks each, that is 40 in paper (a) and 40 in GRP. Our arithmetic, on the December 2025 format of 1 mark a question and the first 100 attempts marked, is 40 correct answers in each paper. A strong paper does not rescue a weak one: 70 in book-keeping and 38 in GRP is a fail, because there is no aggregate to average them.
Appendix 2 itself prints no relaxation, but a Board letter does. RBE 43/2000 of 13.03.2000 deals with the "10% marks" relaxation for SC/ST employees "in Appendix-IIA & Appendix-IIIA examinations". It says the 10% is reckoned on the total marks, not on the pass mark: "in an examination of 100 marks, if the general candidates have to secure minimum 40 marks to pass, the SC/ST candidates will have to secure 30 marks." Northern Railway's 2025 file for this exam is numbered "Appendix-IIA Exam", which is why we read the letter as covering it. So an SC or ST candidate needs 30 of 100 in each paper.
For PwBD candidates we found no relaxation of the Appendix-2 pass mark in any document we read; Appendix-3's 30% and 35% come from its own letters. The 2025 notifications gave PwBD candidates a scribe where eligible and 40 minutes' extra time, not a lower mark. A candidate site reports that a Board letter of 23.10.2025 said pass marks by category stay "as per the existing Railway Board policy"; we have not seen it. If you are PwBD and not SC or ST, ask your Accounts office before planning around a lower mark.
| Rule | What the IREM says | Where |
|---|---|---|
| Pass | 40% of maximum marks in each subject | Para 2 (from the November 1956 exam) |
| Exemption | A candidate who fails but gets not less than 50% in any subject may be exempted from it in later exams | Para 4(d) |
| Old exemptions | Not in the IREM. The 2025 notification says exemptions under the previous pattern are not valid under CBT | NR notification of 11.11.2025, para 2 (official: Northern Railway) |
| Negative marking | Not in the IREM. None, by Board letter and in the 2025 papers | RBA 108/2019; NR notification para 3 |
| SC/ST relaxation | Not in the IREM. 10% of total marks: 30 in a 100-mark paper | RBE 43/2000 of 13.03.2000 (official) |
| PwBD relaxation of the pass mark | Not printed; none found | Reported only: "existing Railway Board policy" per a Board letter of 23.10.2025 summarised by a candidate site |
The 50% exemption, and the paper that clears 40 but not 50
Para 4(d) says a candidate who fails "but shows marked excellence by obtaining not less than 50% in any subject may be exempted from further examination in that subject in subsequent examinations". Two things follow from the wording. First, "may": it is a power your railway exercises, not a right the marks give you. Second, the IREM carries a paper forward only at 50. A paper you pass at 40 to 49, while failing the other, has no protection in the text.
That second point is where many candidates lose a year. Suppose you score 46 in paper (a) and 35 in GRP. You have cleared 40 in paper (a), but you have failed the examination, and 46 is below the 50 that earns an exemption. On our reading of para 4(d), you sit both papers again next time. The checker below applies this reading. If your office treats a 40-49 paper differently, its order is what counts.
Where other pages get this wrong
Exemptions from the old written papers do not carry into the CBT. A 50% in a new CBT paper still appears to earn one under para 4(d).
Commonly published instead: That any 50% ever scored in Appendix-2 book-keeping or GRP exempts you for good; or, the other way, that the CBT abolished exemptions altogether.
The Northern Railway notification of 11.11.2025 (para 2) says: "Exemptions granted under the previous examination pattern shall not be valid under the new Computer-Based Test (CBT) mode." It does not say that para 4(d) stopped applying, and ACS 292 left para 4(d) untouched. A candidate site reports a Board letter of 23.10.2025 giving the reason: three manual papers became two CBT papers, so an old paper does not match a new one. We have not found that letter. Both documents are official in form; neither answers every case. We print them as they are.
The chance ladder
Para 4(a), from ACS 166 of 2004, says that ordinarily no one may take the examination more than five times. The FA&CAO may then allow the 6th to 8th chance, and the General Manager the 9th and 10th. After the 10th, the rule is blunt: "No reference will be made to Board for chance beyond 10th chance." So the ceiling is 10 for most candidates. The count is our sum of the table in the rule.
Chance counts are from the rules named; the bar lengths are our arithmetic. Cash & Pay letters grant ten chances as one block and say no extra chance will be given; they do not split them by authority. For JAAs the third chance is granted by the GM on the FA&CAO's recommendation (see the JAA guide). The FA&CAO is the post Board letters now address as PFA.
| Chance | Who allows it | Applies to |
|---|---|---|
| 1st to 5th | Normal: no special permission | Accounts Clerks and other accounts staff |
| 6th to 8th | FA&CAO | Accounts Clerks and other accounts staff |
| 9th and 10th | General Manager | Accounts Clerks and other accounts staff |
| Beyond the 10th | Nobody: no reference to the Board | Everyone |
| 1st to 10th | Ten in all, no extra chance | Cash & Pay ministerial staff (RBA 12/2023); Cashiers and Shroffs (RBA 43/2015, up from 3 in RBA 45/2006) |
| 1st and 2nd, within 3 years | Normal | Directly recruited JAAs |
| 3rd, within 4 years (now also beyond) | GM on the FA&CAO's recommendation; beyond 4 years on the PFA's (RBA 31/2025) | Directly recruited JAAs |
A note on names. The IREM text says FA&CAO. Board letters on this exam since 2019 are addressed to Principal Financial Advisers (PFAs), and RBA 31/2025 speaks of the PFA's recommendation. We read the FA&CAO in the IREM as the post now called PFA, but that is our reading; the IREM text has not been amended. One candidate site's table says "PFA" for the 6th to 8th chance while its own summary says FA&CAO.
A permission counts as a chance
Para 4(e) is the rule that catches people who decide at the last minute not to sit. "The permission accorded to a candidate to appear in the examination counts as a chance availed of even if the candidate does not actually sit", unless the General Manager receives and accepts an application to withdraw. In 2025 the Nodal Railway set a date for this: withdrawals of candidature closed on 18.11.2025, one day after zones' lists of candidates were due. That was the Nodal Railway's date; Northern Railway asked its own offices for their lists by 14.11.2025, and your office may set its own earlier date. If you are not ready, withdraw through your office before the date it gives you, not on exam morning.
Para 4(f) covers the candidate who wanted to sit but could not. If circumstances beyond your control kept you out, you apply to the General Manager within a fortnight of the last date of the examination, with medical certificates that meet Chapter 5 of the Indian Railway Medical Manual Vol. I, obtained before the examination ended. A certificate obtained afterwards does not meet the rule.
| Situation | What to do | Deadline in 2025 | If you do nothing |
|---|---|---|---|
| You decide not to sit | Apply to withdraw; the GM must accept it | Nodal Railway date 18.11.2025 (official: Northern Railway); your office may set an earlier one | The permission counts as a chance used |
| Illness or an emergency stops you | Apply to the GM with IRMM Chapter 5 medical certificates obtained before the exam ended | A fortnight from the last exam date: our arithmetic puts that at 04.01.2026 for the 21.12.2025 sitting | The permission counts as a chance used |
| You sit and fail with 50%+ in one paper | Check your railway records the exemption | None printed | You may be asked to sit both papers |
Check your result and your next chance
Enter your marks and your chance count. The checker tells you whether the marks pass, whether a paper may be exempted, and who has to allow your next attempt. It uses the rules above and nothing else.
Appendix-2 pass and chance checker
Enter your marks for each paper (1 mark a question, no negative marking) and how many chances you had used before this sitting. The checker applies IREM Appendix 2 paras 2 and 4 and the Board letters for your group. For a paper you are exempt in, choose "exempt" and enter the marks that earned it.
A self-check, not a decision. The IREM says a candidate with 50% in a subject "may be" exempted, so an exemption is granted, not automatic. The chance authorities are the IREM's (FA&CAO and GM); Board letters are now addressed to PFAs, the post that heads a zone's accounts. Appendix 2 prints no relaxation, but RBE 43/2000 gives SC/ST candidates 10% of the total marks, so the checker uses 30 for them. We found nothing relaxing the pass mark for PwBD candidates, or the 50% exemption mark for anyone; ask your office.
| Case (our worked examples) | Result | Next chance |
|---|---|---|
| Paper (a) 52, GRP 41, 3rd chance, Accounts Clerk | Passed: 40 or more in each | Not needed |
| Paper (a) 55, GRP 32, 5th chance, Accounts Clerk | Not passed; paper (a) may be exempted (55 is 50 or more) | 6th, needs the FA&CAO |
| Paper (a) 46, GRP 35, 2nd chance, Accounts Clerk | Not passed; 46 is below 50, so on our reading both papers again | 3rd, a normal chance |
| Paper (a) 38, GRP 44, 2nd chance, direct JAA | Not passed; no exemption (44 is below 50) | 3rd, only by the GM on the FA&CAO's recommendation |
| Paper (a) 39, GRP 51, 10th chance, Cash & Pay | Not passed; GRP may be exempted | None: ten in all, no extra chance |
| Paper (a) 33, GRP 31, 1st chance, SC Accounts Clerk | Passed: 30 or more in each (RBE 43/2000) | Not needed |
Worked cases for readers whose browser does not run the checker. Marks are out of 100 per paper.
How Appendix-3 differs
Appendix-3, the next examination, grades very differently: 40% a paper and 45% aggregate on the objective papers (30% and 35% for SC, ST and PwBD), 0.25 off per wrong answer, and an exemption only at 60%, valid for 5 attempts. Appendix-2 is the gentler of the two: no aggregate, no deduction and a lower exemption mark, but a fixed ceiling of ten chances. See the Appendix-3 pass marks guide for its checker. For directly recruited JAAs, whose limit is two chances in three years, read the JAA guide.
What are the pass marks for Appendix-2 IREM?
40% of the maximum marks in each paper, so 40 out of 100 in paper (a) and 40 out of 100 in GRP. There is no aggregate requirement. The rule is para 2 of IREM Appendix 2 and has applied since the November 1956 examination. SC and ST candidates need 30 of 100 under RBE 43/2000.
Is there relaxation for SC, ST or PwBD candidates?
For SC and ST, yes: RBE 43/2000 allows 10% of the total marks in Appendix-IIA and Appendix-IIIA examinations, so 30 in a 100-mark paper where others need 40. For PwBD we found no relaxation of the pass mark; the 2025 notifications gave a scribe where eligible and 40 minutes' extra time. Ask your Accounts office.
What is the 50% exemption rule?
If you fail the examination but score 50% or more in one paper, you may be exempted from that paper in later examinations (para 4(d)). It is a power of the railway, not automatic.
Are my old Appendix-2 exemptions still valid?
No. The Northern Railway notification of 11.11.2025 says exemptions granted under the previous pattern are not valid under the CBT mode.
How many chances do I get for Appendix-2?
Five normally; the FA&CAO may allow the 6th to 8th and the GM the 9th and 10th, with no reference to the Board beyond the 10th. Cash & Pay staff have ten in all with no extra chance. Directly recruited JAAs must pass in two chances within three years, with a third only by the GM.
Does a chance count if I do not sit?
Yes, unless the General Manager accepts your application to withdraw. If illness stops you, apply to the GM within a fortnight of the last exam date with medical certificates obtained before the exam ended.
What is the Appendix-2 pass rate?
No Appendix-2 result list has been published that we could find. One zone reported a count to the Board's PFA conference, but it does not give a pass rate for the examination.
