Appendix-2 IREM Eligibility, Cash & Pay Staff and the Promotion Ladder

Appendix-2 IREM Eligibility, Cash & Pay Staff and the Promotion Ladder

Checked 29 September 2026. Eligibility is IREM Appendix 2 para 4(b) and (c), with the 2025 conditions in Northern Railway's letter of 11.11.2025 to its own offices. The Cash & Pay route is RBA 12/2023 (ministerial staff) and RBA 45/2006 with RBA 43/2015 (Cashiers and Shroffs). New designations are from RBE 20/2025 (reported) and Board usage in 2026. No next sitting had been notified on 29 September 2026.

The entry bar for Appendix-2 is low on purpose. You need six months' service in a Railway Accounts Office and, in the IREM's words, "a reasonable chance of passing". Temporary staff may sit too. Three groups use the exam: Accounts Clerks moving up, directly recruited JAAs who must pass it, and staff of the Cash & Pay department who want to cross into accounts. The last group has its own rules, built up in Board letters from 2006 to 2023. This guide takes each group in turn and then maps the ladder a pass opens: Accountant, Sr. Accountant, the stock-verifier side route, and Appendix-3.

Who may sit

Para 4(b) reads: "No railway servant, who has less than six months service in a Railway Accounts Office or who has not a reasonable chance of passing the examination will be allowed to appear". The General Manager may waive the six months "in exceptional circumstances". Para 4(c) lets temporary railway servants sit, with a warning: passing "will not give them a claim for absorption in the permanent cadre". In 2025 the Nodal Railway added a date to all this. Eligibility was reckoned on the date of issue of the notification (11.11.2025), and debarred candidates were not to be forwarded. Each zone then issues its own call for names and could fix a different date; follow the date in your own zone's notice.

Northern Railway's letter of the same date to its own accounts offices spelt out the conditions by group. Accounts Clerks needed six months' service and a pass in the departmental Initial Training exam; directly recruited JAAs needed six months and the Departmental Initial Training completed. Stenographers and Typists could apply on a declaration of at least one year's service and familiarity with the working of the Accounts Department, under Board's letter 153/A/c/11 of 14.01.1954 as the notice cites it. Cashiers, Shroffs and Senior Shroffs made the same one-year declaration under the 2006 letter. Other zones' notices may word these differently.

Can you sit Appendix-2? A service check

Answer from your service record. The checker applies IREM Appendix 2 para 4(b) and (c), the conditions in Northern Railway's 2025 letter to its own offices, and for Cash & Pay staff RBA 45/2006, RBA 43/2015 and RBA 12/2023. It checks service and training; it does not decide every nomination condition, and your zone's own notification governs.

A self-check, not a decision. The IREM also requires "a reasonable chance of passing", which only your office can judge, and the GM may waive the six months in exceptional cases. Months are counted by calendar date, and a date that does not exist in the target month moves to its last day (our arithmetic). "Today" is the date in India.

Cash & Pay staff: three letters, one route

Cash handling has shrunk, and the Board has opened the accounts ladder to Cash & Pay staff step by step. RBA 45/2006 of 20.09.2006 first let Cashiers and Shroffs sit Appendix-2 and Appendix-3. It required one year in Cash & Pay and pre-exam training, and it allowed three chances, without the extra chance that clerical staff got. RBA 43/2015 of 03.07.2015 raised that to ten chances, citing the "ongoing emphasis on reduction of cash handling". RBA 12/2023 of 11.04.2023 then extended the route to surplus ministerial staff of Cash & Pay, on a demand from AIRF.

What a pass gives Cash & Pay staff depends on where they already stand. Staff in grades up to the JAA level become eligible for promotion as JAA (Level 5) against the promotion quota, along with Accounts Clerks, in the order of the Appendix-2 panel. Among those passing in the same year, the panel order goes by basic seniority in the grade they hold on a regular basis. Staff who have already been promoted above the JAA grade in their own line are not posted as JAA, because that would be a reversion. For them, passing keeps their eligibility for Appendix-3 intact. A request to revert in order to become a JAA is decided by the PFA personally, case by case (by the FA&CAO under the 2006 letter).

Where a pass takes you

The IREM title says Appendix-2 qualifies for promotion "above Accounts Clerks ... up to and including the rank of Accounts Assistants". In today's grades that is two steps: Accounts Clerk (Level 2) to JAA (Level 5), then to Accounts Assistant (Level 6). Since RBE 20/2025 those two are called Accountant and Sr. Accountant. Past Level 6 you need Appendix-3.

RBE 20/2025, as reproduced by staffnews.in, says the new names change nothing else: not the Group C classification, pay levels, method of recruitment, duties, seniority or avenues of promotion. The Appendix-2 rules themselves say nothing about vacancies. For Cash & Pay staff the Board letters place passers "against promotion quota" in panel order, so a pass makes you eligible; the posting follows when a vacancy reaches you.

The side route: Accounts Stock Verifier

Appendix-2 also opens a Level 6 outdoor post, the Accounts Stock Verifier (ASV). ACS 276, issued with RBA 08/2022, and RBA 12/2023 set a strict order of preference for filling ASV posts. Each group is considered only if no one from the group above volunteers.

Cash & Pay ministerial staff appointed as ASV must then pass Appendix-4 within 5 years and 4 chances, or revert to their parent cadre (RBA 12/2023). Appendix-4 is a separate examination.

The next exam: Appendix-3

Appendix-3 is open to a permanent railway servant who has passed Appendix-2 (or is exempted from it, or holds Clerk Grade I substantively) and has 5 years' continuous service in a Railway Accounts Office, or 3 if a graduate. Cash & Pay staff need 5 years in Cash & Pay, the Appendix-2 pass and working knowledge of an accounts office. Cash & Pay staff who pass Appendix-2 but stay in their own cadre are placed in the Appendix-3 panel of the relevant year by notional seniority as JAAs. Who is eligible for the Appendix-2 IREM exam?

Any railway servant with at least six months' service in a Railway Accounts Office and a reasonable chance of passing (para 4(b)). The GM may waive the six months in exceptional cases. Temporary staff may also sit. In 2025 Northern Railway also required Accounts Clerks to have passed the Initial Training exam and direct JAAs to have completed Departmental Initial Training, and let Stenographers and Typists apply after one year's service on a declaration.

Can Cash & Pay staff sit Appendix-2?

Yes. Cashiers and Shroffs since RBA 45/2006, and surplus ministerial staff (Office Clerk, Sr. Clerk, Head Clerk, OS/Chief Clerk) since RBA 12/2023, after one year in Cash & Pay, with pre-exam training and ten chances.

What post do I get after passing Appendix-2?

You become eligible for promotion from Accounts Clerk (Level 2) to JAA, now called Accountant (Level 5), and onward to Accounts Assistant, now Sr. Accountant (Level 6), when a vacancy reaches you in panel order.

Is there a fee or an age limit for Appendix-2?

None is printed in any rule or notification we read. It is a departmental examination and your office nominates you.

Does passing Appendix-2 make a temporary employee permanent?

No. Para 4(c) says passing gives temporary staff no claim to absorption in the permanent cadre.

Do I need Appendix-2 for Appendix-3?

Yes, unless you are exempted from it or hold Clerk Grade I substantively. Appendix-3 also needs permanence and 5 years in a Railway Accounts Office (3 for graduates).

Can I become an Accounts Stock Verifier after Appendix-2?

Yes, in a fixed order of preference: Accounts Assistants first, then JAAs with 2 years, then Cash & Pay staff with 5 years, then Accounts Clerks with 5 years, all with the Appendix-2 pass (ACS 276, RBA 12/2023).
