Checked 20 October 2026. Every deadline and fee here is for academic year 2026/27, read on the university and regional pages on 19–20 October 2026. Several 2026/27 windows have already closed; each date is printed with its source. Rules change every year. This is not legal advice.
An ISEE parificato (also called ISEEU parificato or ISEEUP) is the economic indicator Italian universities and regional scholarship bodies use when a student's family has income or property abroad. Depending on the body, a designated CAF (Centro di Assistenza Fiscale) or the body itself calculates it from your family's documents, with the translation and legalisation that body asks for. The DSU scholarship (borsa di studio per il diritto allo studio universitario) is a regional competition: the indicator is one of its economic tests, beside an assets limit, academic requirements, the ranking and the funds available.
Check this first
Not every university uses an ISEE parificato for tuition.
In 2026/27 Sapienza and Milano Statale charge a fixed contribution by country where the family's income is abroad, Torino one set by the GDP of the country of residence, and Catania a flat fee for students not resident in Italy; Federico II exempts non-EU citizens from the contribution; Bologna (through ER.GO) and Pavia work out the figure from your documents themselves. Tor Vergata, Bari and Politecnica delle Marche use a CAF certificate for income-based reductions, and at Padova the fee reductions in its ISEE guide are for EU citizens only (its scholarship call gives eligible applicants, including non-EU students, fee exemptions). Check your own university first.
Polizia di Stato, MUR circular 2026/27, Poste Italiane; university and DiSCo pages. The €116.46 total is our addition of the four items.
Step 1: which fee route does your university use?
Start here, because the answer decides whether you need a CAF at all for tuition. The table gives the route each university publishes for 2026/27, for students whose family income is abroad.
| University | Route for tuition, 2026/27 |
|---|---|
| Sapienza | Where foreign income means you cannot present an Italian university ISEE: a fixed fee by country of income, band A €300 (India, Pakistan, Bangladesh, Nepal), band B €700 (Türkiye, Iran), band C €1,500. No ISEE parificato for income not declared in Italy. |
| Milano Statale | Fixed second instalment for students resident abroad with family income abroad; new entrants: India and Pakistan in group A, Türkiye in group B. |
| Torino | Parificato no longer used; contribution set by GDP per capita of the country of residence (€500–1,500 up to the second year fuori corso) plus €156; residents of a listed particularly poor country pay €156 plus any course charges. Students abroad update their residence in MyUniTo; dependent students resident in Italy with family abroad submit the form there. Ordinary deadline 20 Nov 2026, late to 26 Feb 2027 with €150 (no late fee for first-years with a foreign entry qualification or for master's students enrolling from 2 Nov 2026; 26 Feb 2027 still applies); limited-access admission from 2 Nov 2026: 30 days from admission. |
| Catania | Flat €150 for students not resident in Italy. |
| Federico II | Non-EU citizens exempt from the contribution; regional tax €151 with family abroad (€130 from a particularly poor country) and €16 stamp duty. |
| Bologna (ER.GO) | Tuition only: form by 30 Oct 2026 18:00, or by 16 Nov with €100; documents (2025) by 20 Nov 2026. If you ask for this and your documents are incomplete, the flat fee is no longer available and maximum tuition applies. Or a fixed reduced fee on a declaration for citizens of listed countries whose family income and assets are only abroad, enrolled within the normal duration plus one year (extra rules for dual nationals). |
| Pavia | Documents (2025) by 22 Oct 2026, else €165; enrolled later: within 15 days of enrolment; not needed again if already sent to EDiSU for benefits. Non-EU students with a valid permit who omit them are placed in a Flat Rate; band 1 (e.g. India, Pakistan) is €390. |
| Tor Vergata | CAF certificate (any CAF in Italy) by 15 Dec 2026, uploaded to ApplyNow with the family certificate and the supporting certificates; late €150 (16 Dec–14 Mar), €200 (15 Mar–31 May 2027), with the guide's exemptions; declarations requested after 31 May 2027 are not accepted. A zero value is refused. |
| Padova | The fee reductions and waivers in its ISEE guide are for EU citizens only; its scholarship call gives eligible applicants, including non-EU students, fee exemptions. The ISEE parificato (convention CAF Confeuro only, free) serves the regional scholarship: application by 30 Sep 2026; supplementary legalised copies by 25 Nov 2026 count for the March 2027 ranking. |
| Bari | Convention CAFs only. Its international-students page says a late request costs €50 and a request after 30 Sep 2026 means the maximum bands; check the 2026/27 contribution regulation it refers to. |
| Politecnica delle Marche | Parificato route: CAF CISL or CAF UIL, Ancona; Reductions/Exemptions Request and upload by 5 Nov 2026. Without it, specified non-OECD students pay €156 if the year and credit conditions are met, otherwise minimum contributions; OECD citizens (e.g. Türkiye) pay maximum fees. |
| Genoa | A CAF in the university's convention, free; sign by 31 Oct 2026, 1–30 Nov with €100, 1 Dec 2026–15 Jun 2027 with €200 (by signing date). ALiSEO scholarship applicants need not file separately. |
Sources: Sapienza, Milan, Turin, Catania, Federico II, Bologna, Pavia, Tor Vergata, Padova, Bari, Ancona, Genoa. If your university is not in the table, its own fees page for 2026/27 is the place to check; we could not confirm Vanvitelli's 2026/27 fee rules; Messina sets the international contribution by country of origin, but we could not read the amounts.
Step 2: how the CAF route works, where it applies
Where your university or scholarship body asks for a CAF certificate, use the CAF it names. Padova accepts only its convention CAF (for the scholarship); ERSU Catania accepts only the CAF it has chosen (CAF UIL); DiSCo Lazio excludes an ISEEUP from a CAF outside its convention. Tor Vergata accepts any CAF in Italy. Book the way the body says: Padova by upload on the CAF portal, DiSCo in person at a convention CAF.
The foreign part of the figure combines income with 20% of foreign assets (DPCM 159/2013, art. 8). How buildings abroad are valued depends on the body: Pavia, Padova and ER.GO use a conventional €500 per square metre, so their property certificates must give the area, while Bergamo asks for purchase or market values. A zero value is refused at Tor Vergata, and DiSCo does not accept a family income of zero (with exceptions such as particularly poor countries and international protection). Where a fee is stated, the CAF service is free to the student: Padova, Genoa, DiSCo's convention CAFs and ERSU Catania's CAF UIL all say so.
Know which date counts for a late fee. At Genoa it is the date you sign, not the date the CAF sends the certificate; other universities set their own rule, so finish the documents and any benefits application by the deadline itself.
Step 3: the documents your family must send
For the ordinary assessment of foreign income, bodies ask for certificates issued by the competent authorities: family composition, the gross income of each family member, property, bank balances (Padova also wants the annual average balance) and other financial assets, plus certificates of no income or no property where that applies. DiSCo, ER.GO and Pavia refuse affidavits and self-declarations; Bologna's fixed-fee declaration and a few narrow exceptions follow their own rules. Use your body's complete checklist. Translation into Italian is the rule; Campania's CAF flyer stresses that this applies even to documents already in English. Which year? It depends on the body: Padova's ordinary ISEE parificato issued in 2026 uses 2024 income; Bologna, Pavia and Bergamo's CAF ask for 2025.
| Country | Legalisation route |
|---|---|
| India | Apostille (India in the Convention since 2005). The Mumbai consulate checklist (June 2026), for documents from Chhattisgarh, Madhya Pradesh, Goa, Gujarat, Kerala, Maharashtra, Daman and Diu and Dadra and Nagar Haveli: State Home Department attestation, the Ministry of External Affairs apostille, an Italian translation by a listed translator, then consular legalisation of the translation (up to 15 working days from submission to the Consulate, plus any time for documents it asks for). Other states: the competent Italian consulate. |
| Pakistan | Convention in force since 9 March 2023; the Consulate in Karachi says the apostille process replaced legalisation from 18 November 2024 (the original with its Italian translation, apostilled). Islamabad: a translation stamped "per traduzione conforme", which the Embassy can do by appointment; Karachi does not translate. |
| Türkiye | Apostille from the Valilik or Kaymakamlık; sworn translation, notarised, then apostilled; the consulate does not translate. |
| Bangladesh, Nepal | On the 2026 "particularly poor countries" list (DM 176/2026): a certificate from the Italian mission replaces income documents where the call allows it. |
India, Pakistan and Türkiye are not on the 2026/27 list of particularly poor countries (DM 176 of 24 February 2026). Some university and CAF pages still cite older decrees, so read the date of the list you are shown.
Step 4: the DSU scholarship for 2026/27 and for next year
Every main 2026/27 application window in the table below closed before 20 October 2026; some calls let students apply before admission. For students who applied on time, several bodies still accept the ISEE parificato or documents later. We found no special late window after the IMAT ranking: the late medicine windows are for the Italian-language "semestre filtro" route.
| Body | Application 2026/27 | Still open for on-time applicants |
|---|---|---|
| DiSCo Lazio | 10 Jun–22 Jul 2026 | ISEEUP at a convention CAF by 10 Dec 2026 (it completes, and does not replace, the July application) |
| ADiSURC Campania | to 10 Sep 2026 | ISEEUP by 31 Mar 2027 |
| ERSU Palermo / Catania / Messina | 22 Jul / 10 Aug / 18 Aug 2026 | Missing uploads, including the parificato, by 30 Nov 2026 (a late parificato means the foot of the ranking in Messina and the end of the housing ranking in Palermo and Catania); earlier steps in each call, such as communicating ISEE values, kept their own dates |
| ERDIS Marche | to 28 Aug 2026 | Applicants whose originals sent by 18 Sep were incomplete: supplements by 21 Oct 2026, first-years until 31 Jan 2027, subject to checks and remaining funds |
| ER.GO (Bologna, Parma) | 23 Jun–24 Aug 2026 | No late applications; for the fuori sede amount, domicile self-certification by 3 Nov 2026, 16:00, and its documents by 14 Jan 2027 |
For a student classified as "fuori sede" under the call, the base annual value of the grant is €7,171.11 in Campania, Marche, ER.GO and the Sicilian ERSUs, and €6,571.11 plus two free meals a day in Lazio; the actual award and the cash part depend on the ISEE band, increases, and any housing and meals provided. First-years are usually paid in parts, and some calls pay only after exams: ERDIS Marche pays non-EU first-years the first instalment only once they earn the required credits, unless they give a guarantee or their family filed an Italian tax return for 2024. A scholarship application does not count as proof of funds for the visa until the award is stated.
For 2027/28, plan backwards. In 2026/27 some windows opened in early June (ERSU Palermo on 5 June, DiSCo on 10 June) and others later, and in Liguria and Tuscany waiting for an admission test result did not extend the deadline. Our advice is to have the family's documents legalised and translated by May.
Step 5: the residence permit after you arrive
Apply within 8 working days of entering Italy. Take the yellow-band kit from a post office, fill in and sign the form, and attach the passport copies, the course certificate stamped by the consulate when the visa was issued, a copy of insurance against illness or accidents valid in Italy for the whole permit, and the payment receipt; hand it in, unsealed, at a "Sportello Amico" post office and show your passport. The post office gives you a receipt, which lets you stay in Italy while the permit is made, and a summons to the Questura for photos and fingerprints. Issue takes about 60 days on average.
| Cost item | Amount |
|---|---|
| Revenue stamp (marca da bollo) | €16 |
| Paid to the post office clerk | €30 |
| Electronic permit card | €30.46 |
| Contribution, permit over 3 months up to 1 year | €40 |
Poste Italiane and Polizia di Stato, read 19–20 October 2026. Total €116.46 (our addition).
Some pages quote a single "€70.46"; that is the card plus the contribution only. The stamp and the post office fee come on top.
IMAT students: what applies to you
If you applied for a scholarship on time, keep meeting your body's remaining deadlines (for example 10 December 2026 in Lazio, 31 March 2027 in Campania). If you missed the ordinary application deadline, the calls show no special reopening for IMAT admissions (some accept the transfer of an application made in another region: Campania until 31 March 2027, if it was made by Campania's own deadline of 10 September 2026), and the tuition route of your university (Step 1) is what you can still act on this year: Torino gives 30 days from admission (from 2 November) to request the reduction, and Pavia 15 days from enrolment. The ministry's circular for 2026/27 says a later note will set out how international students enrol in Medicine; we did not find that note on 20 October 2026, so check MUR and your university's current instructions. The national outer deadline for 2026/27 degree-course visa applications is 30 November 2026.

Frequently asked questions
What is an ISEE parificato?
An economic indicator for a student whose family has income or assets abroad, calculated from the family's foreign documents by a designated CAF or by the university or scholarship body itself. Some universities use it to set fees, and regional bodies use it for the DSU scholarship, where they ask for it.
Do I need an ISEE parificato at Sapienza?
Not for tuition in 2026/27: where foreign income means you cannot present an Italian university ISEE, Sapienza charges a fixed fee by country band (India and Pakistan in band A, €300). The DiSCo Lazio scholarship is different: it needs an ISEEUP from a convention CAF.
How much does a CAF charge for the ISEE parificato?
Where the university or scholarship body states it, the service is free to the student: Padova, Genoa, DiSCo Lazio's convention CAFs and ERSU Catania's CAF UIL. ER.GO deducts €10.30 from the first instalment of students who submitted the scholarship application with CAF help.
Which year's income is used?
It depends on the body. Padova's CAF certificate issued in 2026 uses 2024 income; Bologna, Pavia and Bergamo's CAF ask for 2025.
Is India on the list of particularly poor countries?
No. Under DM 176 of 24 February 2026, Bangladesh and Nepal are on the list; India, Pakistan and Türkiye are not.
Can I still apply for a DSU scholarship for 2026/27?
The main windows have closed. Students who applied on time can still send documents in several regions, for example by 10 December 2026 in Lazio and 31 March 2027 in Campania.
How much does the residence permit cost?
For an adult's first study permit over three months and up to a year, four items: a €16 revenue stamp, €30 at the post office, €30.46 for the card and a €40 contribution. Under-18s pay no contribution.
Is this legal advice?
No. It is a guide to official pages. Your university, your scholarship body and the Questura decide every case.
