Odisha's P.G. admission is unusually simple on merit: your rank is your CPET mark, plus any weightage, and nothing else. Your graduation marks decide only whether you are eligible and, at the very end, break ties. This guide covers the eligibility rules, the reservation shares — including the SEBC quota added in 2025 — the weightage marks and the tie-break, and notes the things aggregator pages claim that no official document says.
Where other pages get this wrong
Odisha P.G. merit is on CPET marks alone (plus weightage); the old 80:20 CPET-to-career-marks rule was dropped from 2025-26.
Commonly published instead: "Merit uses the 70:30 formula — 70 from the entrance, 30 from Class 10, 12 and UG marks."
The 2026-27 Common Prospectus: "The earlier year's practice of applying the 80:20 ratio (CPET marks: career marks) … has been discontinued". It was first dropped for 2025-26. Graduation and +2 marks now matter only for eligibility and the tie-break.

A deadline conflict to know about. For students admitted in Phase-I before their final results, the prospectus, the February advertisement and the FAQ give two months to submit the degree certificate; the Phase-I guidelines of 27 July 2026 say "one month (30 days)". Work to the shorter one.

Common Prospectus 2026-27: 45% or CGPA 5.0 (15 courses 50% / 5.5); CGPA converts as (CGPA − 0.50) × 10. Weightage: at most 10 marks per applicant, CPET + weightage capped at 100, and at most 10% of a subject’s seats go to weightage candidates. We treat each percentage as marks on the 100-mark scale; weightage applies only in the first selection round(s) of Phase-I, not in Phase-II. International representation earns direct admission rather than weightage — ask the university.

Common Prospectus 2026-27 §5; SEBC OM 19.05.2025. Together 50% of seats. PwD (5%) and ex-servicemen (1%) are further reserved shares; the prospectus does not say whether they sit inside or across the 50%.
Three rules shape how reservation works in practice. Reserved candidates who make the General list on merit are not counted against reserved seats. In Phase-I, the 27 July 2026 guidelines keep reservation and weightage for the first round and de-reserve unfilled seats in the second (the prospectus says both continue into the second round and de-reservation comes in the third — the later guideline governs). The waiting-list round is merit-based apart from PwD priority. And the Phase-II guidelines say "No social category-wise reservation & weightage shall be applicable during the Phase-II admission process" — pure merit. Cut-offs are published for General, SC, ST, SEBC, ex-servicemen and orthopaedically handicapped candidates.

Common Prospectus 2026-27 §6, which words each item as "additional X% of marks over and above the marks secured" in CPET, with "a maximum 10% weightage mark" per applicant, CPET plus weightage capped at 100, and at most 10% of a subject's seats for weightage candidates. We show the percentages as marks on the 100-mark scale; the prospectus does not spell out whether X% is of the full 100 or of the mark you scored.
The prospectus is internally inconsistent on one point: international representation "shall be given direct admission" on one page and "first priority during preparation of merit rank" two sections later. If this applies to you, raise it with the university before choice locking.
De-reservation and priority
Reserved seats do not sit empty. In Phase-I, reserved seats left unfilled are de-reserved in a later round and go to the general merit list, so a General candidate on the waiting list can gain from them; in the waiting-list round PwD candidates get first priority up to 5% of seats. In Phase-II there is no reservation at all, so every seat is filled on merit. A reserved candidate who makes the General list on merit keeps the General seat and does not use up a reserved one.

A worked example
Take a candidate with a CGPA of 6.2 applying for M.A. Political Science, who scored 64.25 in the CPET and holds an NCC C certificate and a national NSS camp certificate. Her graduation mark is (6.2 − 0.5) × 10 = 57%, above the 45% minimum. Reading the 5% items as 5 marks each, her weightage is 5 + 5 = 10, exactly the cap, so her merit mark is 74.25 — which, against the 2026 first-round General closing marks in the cut-off guide in this series, would have been above Utkal (71) and Ravenshaw (68). Without the weightage, 64.25 would have cleared Berhampur (59.25) and Sambalpur (56.75) but not the other two. (Our illustration; whether published cut-offs include weightage is not stated.)
