Checked 29 September 2026. Channels from the 1987 Promotion Rules as hosted by LIC (amended to 12.09.2012; the 2021 amendment, GSR 477(E), renamed the Chairman’s powers to the Chief Executive). Cadre strengths are the header figures of zonal registers dated between 31.12.2020 and 31.12.2025; each zone republishes on its own schedule. No register identifies the promotion channel, and none gives the number of vacancies in any round.
"1(b)" only makes sense next to its neighbours. Serial 1 of the Schedule to the LIC Promotion Rules, 1987 fills the cadre of Assistant Administrative Officers from three feeder items: 1(a) Higher Grade Assistants and Section Heads, on seniority, qualification and work record, with no test; 1(b) Assistants and Stenographers who pass a Promotion Test; and 1(c) Higher Grade Assistants (Finance) who are members of the ICAI, ICSI or ICMAI. Three further serials make specialised AAOs, and the open AAO recruitment is a separate door. This guide sets them side by side, explains why, among the feeder items of serial 1, 1(b) is the only one open to an employee who is still an Assistant or Stenographer, prints what LIC’s own zone registers show about the size of the promotion cadre, and gives you a picker for your own case. Where other pages get this wrong
Serial 1 has three items, not two. Item 1(c), Higher Grade Assistants (Finance) with CA, CS or CMA membership, two years’ service and a maximum age of 45, was added by GSR 690(E) of 12.09.2012.
Commonly published instead: Only 1(a) and 1(b), in a legal-database consolidation of the Rules updated in July 2021 and on pages copied from it.
LIC’s own copy prints 1(c) with its Gazette note, LIC’s counsel told the Madras High Court in 2015 that serial 1 "contemplates promotion from feeder categories 1(a), 1(b) and 1(c)" and called 1(c) "a recent incorporation", and the Southern Zone notification of 21.07.2015 named all three items.

LIC told the court in 2015 that Mobile Van Officer posts were not being filled and that its exercise that year covered serials 1, 2 and 4. It also described AAO promotion from Class III as belonging to the administrative wing, with Development Officers (the marketing wing) moving to Assistant Branch Manager. The single judge nevertheless directed that the Development Officers before the court could compete "in the future vacancies" for AAO under their own 2009 Rules. That is no longer the position. The Development Officers’ rules were amended by a notification of 22.01.2016; on 09.11.2022 a Division Bench of the Madras High Court recorded that after the amendment there was "no scope" for those officers to compete for AAO and that the 2015 direction had become unworkable; and on 06.03.2025 the High Court upheld the 2016 amendment, recording that ministerial (Class III) employees are eligible for AAO and Development Officers for Assistant Branch Manager.
Why 1(b) is the Assistant’s shortcut within serial 1
Read serials 1 and 5 together. An Assistant who wants to reach AAO by the seniority route must first become a Higher Grade Assistant under serial 5 (after 5 years in the Assistant or Stenographer scale plus a departmental test or a prescribed technical qualification, or after 10 years), and then serve 5 more years as an HGA for 1(a). Item 1(b) lets the same Assistant compete for AAO after 5 years, without becoming an HGA first, in exchange for two harder conditions: the Fellowship (or 5 actuarial subjects) and a pass in the Promotion Test. That reading of the ladder is ours; each rung is in the Schedule.

The year counts in that table are our arithmetic from the service conditions; they ignore the waiting time for a notification, which in practice is the largest variable.
The zone of selection
Rule 3(1) is short and decisive: promotions to AAO "shall be effected from among the eligible employees in all the offices situated within the territorial limit of a Zonal Office". You compete only with your own zone, for your own zone’s vacancies, and the Zonal Office is the promoting authority that notifies the round. The exception in rule 3(3) is Assistant Engineers and Assistant Architects in the AAO scale, who are promoted on an all-India basis. The Southern Zone exercise of 2015, for example, covered Tamil Nadu, Kerala and Puducherry, and LIC’s counsel told the court its vacancies were "expected to be in the region of 150", after "200 vacancies" the year before. Rule 3 decides where you are selected from; it does not fix where you are posted afterwards, since Staff Rule 80 lets the competent authority transfer an employee "from one office of the Corporation to another office".
How big is the AAO promotion cadre in each zone?
LIC publishes reservation registers for the post of AAO (Admn) whose method of recruitment is promotion. The registers are name-wise lists of officers; we have read only their headers, which print the number of posts in the cadre and the reservation prescribed. They show the method as "Promotion" and do not identify the channel (1(a), 1(b), 1(c) or another serial). Registers as on 31.12.2025 are on licindia.in for the Southern and South Central Zones; the zone pages themselves still link older registers, and for the other zones we found nothing newer than the dates below.

Readings, all ours. South Central Zone’s printed cadre fell from 990 (31.12.2021) to 838 (31.12.2024) and 741 (31.12.2025), 249 posts in four years. Southern Zone’s fell from 599 (2023-24) to 504 (2025-26), 95 posts. Neither register gives a reason. And the Central Zone register prints the AAO grade as "Rs. 53600-102090", an older scale than the current AAO scale, whose minimum is Rs 88,635 (GSR 256(E) of 30.04.2024, in force from 01.08.2022, and the 2025 recruitment notice); that is the minimum of the scale, not the pay of any individual promotee, which depends on pay fixation. Neither register tells you how many vacancies a 1(b) round will offer, or how they are divided between 1(a), 1(b) and 1(c): no public document gives a ratio or quota between the three items.

What is the difference between LIC AAO 1(a), 1(b) and 1(c)?
1(a) promotes Higher Grade Assistants and Section Heads on seniority, qualification, work record and interview, with no test. 1(b) promotes Assistants and Stenographers who pass a Promotion Test, ranked on Test 50, Work Record 25 and Interview 25. 1(c) promotes HGAs (Finance) with CA, CS or CMA membership on work record and interview.
When was 1(c) added?
By GSR 690(E) of 12.09.2012, according to the footnote in LIC’s copy of the Rules.
Can I apply for AAO in another zone?
No. Rule 3(1) limits AAO promotions to eligible employees of the offices within one Zonal Office’s territory. Only Assistant Engineers and Assistant Architects in the AAO scale are promoted on an all-India basis.
How many AAO vacancies go to 1(b)?
Not published. No public document gives a split, ratio or quota between 1(a), 1(b) and 1(c). LIC’s counsel told the Madras High Court the Southern Zone expected about 150 vacancies in 2015, after 200 in 2014, for the exercise as a whole.
Are Development Officers eligible for AAO?
No. They are not in any feeder item of serial 1. A 2015 single-judge order let some Development Officers compete for AAO, but their rules were amended by a notification of 22.01.2016; a Division Bench of the Madras High Court recorded on 09.11.2022 that there was then "no scope" for them to compete, and on 06.03.2025 the High Court upheld the amendment: Development Officers are promoted to Assistant Branch Manager.
What do the zone AAO rosters show?
The header of each zone’s AAO (Admn) promotion register prints the cadre strength and reservation (SC 15%, ST 7.5%). They are name-wise lists of promotee AAOs, show the method only as "Promotion", and do not identify the channel or show vacancies for a round. The latest found are as on 31.12.2025: Southern 504, South Central 741.
Does an Assistant have to become an HGA first?
Not for 1(b). That is its point: after 5 years in the Assistant scale, with the Fellowship or 5 actuarial subjects and a pass in the Promotion Test, an Assistant may compete for AAO directly.
