LIC AAO 1(b) Eligibility: Five Years, Age 45 and the Fellowship Rule

LIC AAO 1(b) Eligibility: Five Years, Age 45 and the Fellowship Rule

Checked 29 September 2026. From LIC’s own copy of the 1987 Promotion Rules, which carries amendments up to GSR 690(E) of 12.09.2012 and still says "Chairman" (the 2021 amendments made it "Chief Executive"). No LIC-hosted 1(b) notification after July 2015 was found; a Central Information Commission decision of 20.01.2025 records a 2022 and 2022-23 1(b) exercise in the Kanpur Division. Your Zonal Office notification fixes the dates and procedure of a round; a later amendment to the Rules would change this page.

"LIC AAO 1(b)" is not the name of an exam LIC advertises. It is item (b) of serial 1 in the Schedule to the Life Insurance Corporation of India Class III and Class IV Employees (Promotion) Rules, 1987: the channel through which Assistants and Stenographers can be promoted to Assistant Administrative Officer (AAO, a Class I post) by passing a Promotion Test. The rules are Central Government rules made under section 48 of the LIC Act and are published on LIC’s own RTI page, so the eligibility conditions are public and exact. This guide sets them out word for word, prints the one conflict that matters (the age limit), explains the Fellowship condition, and gives you a checker for your own dates. Where other pages get this wrong

The age limit for 1(b) is 45 in LIC’s own copy of the Rules, where the figure sits in square brackets with a note tying it to GSR 779(E), notified in the Gazette on 21.10.2011.

Commonly published instead: 35 years. That figure appears in the Schedule as reproduced in the Madras High Court order of 10.12.2015, in a legal-database consolidation of the Rules marked "last updated 22nd July, 2021", and in a digest of LIC circulars on the same database.

The 1987 text said 35; the 2011 amendment changed it to 45. The court reproduced a pre-2011 text, and the consolidation missed the 2011 and 2012 amendments (it also lacks item 1(c), added in 2012). We could not retrieve the Gazette copy of GSR 779(E) itself, so the 45 rests on LIC’s copy with its Gazette note. A Zonal Office notification administers a round but cannot amend the statutory Schedule: if the figure in your notification differs from the Rules, raise it with LIC in writing rather than assume either one applies.

The Schedule text, word for word

Serial 1 of the Schedule is "Assistant Administrative Officers". Its item (b) reads, in LIC’s copy: "[Assistants and Stenographers] ... 5 years’ service in the scale of Assistants or Higher and maximum age [45] years with academic qualifications Matric/HSC and technical qualification FFII Bombay or 5 subjects of Institute of Actuaries, London [or Actuarial Society of India] and a pass in Promotion Test." The square brackets mark later amendments: "Assistants and Stenographers" from 30.04.1990, "45" from 21.10.2011 and "Actuarial Society of India" from 22.04.1997, each noted at the foot of the Schedule.

Two small words in that text do a lot of work. The category that may apply is "Assistants and Stenographers"; the service is counted in a pay scale, "the scale of Assistants or higher". The two are not the same thing. LIC’s Class III pay rules (GSR 258(E) of 30.04.2024) put "Assistants, Assistants appointed as Receiving and Paying Cashiers, Projectionists and Microprocessor Operators" on one scale, and the Promotion Rules give Projectionists and Microprocessor Operators feeder entries of their own (serials 7 and 8); an Assistant appointed as a cashier is still an Assistant, but sharing the scale does not by itself make a Projectionist or Microprocessor Operator an "Assistant" for 1(b), and we found no LIC instruction that does. Years on a higher Class III scale, such as the Stenographer scale, count toward the 5 years. And "Matric/HSC" is the only academic line: a degree is not required for 1(b), which is one of the sharpest differences from the open AAO recruitment, where a bachelor’s degree is required.

The age limit: 45 or 35?

This is the one eligibility figure on which published texts disagree, and it decides whether a large group of experienced Assistants can apply at all. All four texts are set out below; the first is the one we rely on.

Our reading: the 45 is the current rule. LIC’s copy names the amending notification and its date, the court and the consolidation both miss the 2012 amendment as well, which shows they were working from an older text, and nothing we found reverses the 2011 change. We print the conflict because a candidate aged between 35 and 45 who reads the older figure may wrongly assume they are out.

What the rules do not define is how "maximum age 45 years" is counted: whether you must be under 45, or not yet 46, on the reckoning date. Neither the Rules nor any public circular settles it, so the checker below flags anyone aged between 45 and 46 on the reckoning date as a case to confirm with the Zonal Office.

The Fellowship condition, and what does not satisfy it

"FFII Bombay" is the Fellowship of the Federation of Insurance Institutes, Bombay, the body now known as the Insurance Institute of India, Mumbai; LIC’s Special Allowance Rules of 1988 use the new name and still refer to the Federation for older increments. The 1(b) text asks for the Fellowship. In our reading, Licentiate or Associateship alone does not satisfy it: Associateship appears in the Rules only in Note (a), the list of "prescribed technical qualifications", and that note serves serial 5 (promotion from Assistant to Higher Grade Assistant), not serial 1(b). The alternative is five subjects of the Institute of Actuaries, London, or the Actuarial Society of India. Rules that can exclude an eligible candidate

Meeting the Schedule is necessary, not sufficient

  • Below-average work record. "An employee with below average work record, as per standards specified by the Chairman shall not be included in the panel" (rule 6(2), proviso). A digest of LIC circulars on a legal database puts the line at below 15 out of 25 for a Class III employee; that figure is reported, not in the Rules.
  • A recent penalty. "An employee shall not be promoted, if at any time during the preceding one year, any penalty has been imposed on him under regulation 39 of the Staff Regulations" (rule 6(5), proviso). The bar applies at the point of promotion, not at the test.
  • Your zone only. Promotions to AAO "shall be effected from among the eligible employees in all the offices situated within the territorial limit of a Zonal Office" (rule 3(1)). You compete against your own zone’s candidates for your own zone’s vacancies.
  • Sanctioned vacancies only. "Promotions shall be effected only against vacancies against sanctioned posts" (rule 4(1)). A pass does not create a post.
  • SC and ST candidates. Posts are reserved as per Central Government orders, and the Chairman (now the Chief Executive) may relax any provision of the Rules for SC, ST and ex-emergency or short-service commissioned officers (rules 4(2) and 8). The zonal registers print 15% SC and 7.5% ST for the AAO (Admn) promotion cadre.

Check your own eligibility

Enter your dates and tick what applies. The checker counts your service and age to the 1st of the month in which you expect the promotion notification, which is how rule 7(2) reckons them, and applies the Schedule text for 1(b). It uses the age of 45 from LIC’s copy and tells you if the older figure of 35 would have mattered.

What the rules leave unsaid

Some questions candidates ask most are not answered by any public text. The Rules do not say how many times you may sit the Promotion Test, whether there is a fee, or whether the pass mark is relaxed for SC and ST candidates (rule 8 lets the Chairman, now the Chief Executive, relax any provision for them, without saying how). They do not say whether a Stenographer’s shorthand speed matters for 1(b): it does not appear in the Schedule. These are set by instructions and circulars that LIC issues internally; a notification from your Zonal Office is where the answer for your round will be.

What is LIC AAO 1(b)?

Item (b) of serial 1 in the Schedule to the LIC Class III and Class IV Employees (Promotion) Rules, 1987: promotion of Assistants and Stenographers to Assistant Administrative Officer on passing a Promotion Test, then ranking on Test 50, Work Record 25 and Interview 25.

What is the age limit for LIC AAO 1(b) promotion?

Maximum 45 years in LIC’s own copy of the Rules, where the figure was changed by GSR 779(E) of 21.10.2011. Older texts, including a 2015 court order and a 2021 legal-database consolidation, still say 35. Age is reckoned on the 1st of the month in which the notification is issued.

How many years of service do I need?

Five years in the scale of Assistants or higher, counted to the 1st of the month of the notification. Pre-probation training relevant to the post of Assistant counts for eligibility.

Is Associateship of the III enough?

Not on the text of the Schedule, which names the Fellowship (FFII, now FIII) or 5 subjects of the Institute of Actuaries, London, or the Actuarial Society of India. Associateship appears in Note (a), which serves promotion to Higher Grade Assistant. A coaching site says otherwise; no LIC text we found supports it.

Do I need a degree for 1(b)?

No. The academic condition is Matric/HSC. A bachelor’s degree is needed for the open AAO (Generalist) recruitment, not for 1(b).

Can a Higher Grade Assistant apply under 1(b)?

The categories named in 1(b) are Assistants and Stenographers. Higher Grade Assistants and Section Heads are the feeder for item 1(a), which has no test; HGAs (Finance) with CA, CS or CMA membership have item 1(c).

Can I apply to another zone?

No. Rule 3(1) makes the Zonal Office the zone of selection for AAO promotions: you compete within your own zone.

When is the next 1(b) notification?

Not published. No 1(b) notification after July 2015 is hosted on licindia.in. The latest public trace is a Central Information Commission decision of 20.01.2025, which reproduces LIC’s marks and cut-off for a 2022 and 2022-23 1(b) exercise in the Kanpur Division. A copy said to be a Northern Zone notification of July 2026 circulates on a document-sharing site; we could not read it and it is not on LIC’s site. Zonal notifications are internal circulars.
