The ESIC LDCE for Social Security Officer / Manager Grade-II / Office Superintendent is three 100-mark papers on rules and law, a qualifying Computer Skill Test, and a post at Level 7 (Rs 44,900-1,42,400), the same level at which it is listed in the SSO promotion orders of 2025. It is open to Head Clerks and Assistants with three years of regular service. It has no dedicated English, arithmetic or general-awareness paper; the syllabus concentrates on ESI law and ESIC’s manuals, central service and financial rules, book-keeping, administrative law and management. This guide sets the paper titles from the 2025 action plan beside the ten syllabus heads of the notified 2007 regulations and the Paper III chapter list HQ approved in 2013, and gives you a tracker for it. Where other pages get this wrong
The SSO LDCE is three rule papers, not a general-studies exam: Paper I on the ESI Act and the Local Office, Accounts, Medical and Recovery manuals with drafting and office procedure; Paper II on FR, SR, GFR, pension and conduct rules and book-keeping; Paper III on administrative law and principles of management.
Commonly published instead: A generic promotion-exam description (English, arithmetic, reasoning, general awareness), which is what the exam record on this site said. None of those four subjects is in the SSO papers.

All three CBT papers are objective, four options with one correct answer, bilingual in English and Hindi, and carry no penalty for a wrong answer, according to the Information Handout. The handout’s only description of what the rule papers ask is that "questions in the other tests will be based on the relevant information, Acts and rules, circulars, etc." The HQ scheme letter of 22.11.2024 sets the qualifying benchmark at 40% in the written paper for UR candidates and 30% for SC, ST and PwBD candidates, and 17 of 50 in the Computer Skill Test; it gives no separate OBC figure and does not say whether the percentage applies paper by paper or to the total.
The topic list: ten heads in the 2007 regulations
The 2025 plan gives paper titles only. The syllabus head by head is in the notified ESIC (Insurance Inspector/Manager Grade-II/Superintendent) Recruitment Regulations, 2007, published in the Gazette of India of 19 May 2007, which ESIC’s memorandum of 13.10.2023 still annexed as the existing regulations; the draft regulations of December 2015 repeat the same ten heads. They line up with the three 2025 titles almost one for one. The mapping of each head to a paper is ours; the regulations do not divide them into papers. For Paper III, a HQ letter of 02.08.2013, enclosed with the 22.11.2024 scheme letter, gives the chapters, applying from the sitting of September 2013 onwards.

Two cautions follow from the table. The regulations list each manual by title and does not say which edition or which circulars are in scope, and the 2025 plan is silent on that too; the handout’s "Acts and rules, circulars" suggests that circulars are fair game, but it names none. And the abbreviations in Paper II are titles, not a reading list: FR and SR are the Fundamental Rules and Supplementary Rules, GFR the General Financial Rules; the plan does not say which pension or conduct rules it means, or as amended to what date. Ask your Regional Office training cell what material it issued for the 2025 sitting rather than buying a guide that claims to know.

How SSO posts are filled, and where the LDCE fits
The LDCE is one of the routes into SSO, not the only one. The notified 2007 regulations set out three: 50% by promotion on seniority, 25% by LDCE and 25% by direct recruitment through a competitive examination and interview. The December 2015 draft kept the same split over 2,139 posts. Whether a later amendment changed the split is not in any document we read.

This is where an apparent conflict in the SSO rules comes from. The 2024 circulars say Assistants and Head Clerks need three years for the SSO LDCE; the drafts of 2015 and 2023 propose five years for promotion by seniority, with transitional protection for officials who already have three. The notified 2007 regulations use three years for promotion too. So the five-year figure is a proposal, not a rule we could find in force, and how fast an Assistant reaches SSO depends on the regulations that apply, the vacancies, seniority and LDCE merit, not on a simple five-versus-three rule.
What the SSO promotion orders of 2025 say
- HQ Office Order 169 of 29.05.2025 promoted 12 officials to SSO (Level 7) on qualifying the LDCE for vacancy year 2018, at the present place of posting. On our reading this was an earlier sitting than July 2025.
- HQ Office Orders 281 to 287 of 26.12.2025, one order per vacancy year, promoted officials to SSO on the July 2025 LDCE: 95 for 2019, 76 for 2020, 50 for 2021, 94 for 2022, 10 for 2023, 35 for 2024 and 29 for 2025, as each order states. That is 389 in all on our addition.
- Order 281 lets an official already promoted through the DPC (seniority) route choose either mode, and says the option once given is final.
- The December 2025 orders are made subject to Supreme Court orders on reservation in promotion (DoPT OM 36012/11/2016-Estt.(Res.I) of 15.06.2018) and to court and tribunal cases on seniority. Order 287 calls the selection provisional and promotes officials at their present place of posting, with seniority "as per the extant rules".

The seniority route is moving too. HQ letter F. No. A-22/15/2/2026-E.I of 31.07.2026 says a Departmental Promotion Committee for SSO/Manager Grade-II/Superintendent "is to be conducted", and asks every region for the details of all regular Assistants and Head Clerks in the Final All India Seniority List up to 2016-17 by 18.08.2026 (PwBD Assistants and Head Clerks of 2018 to 2023 separately), with APAR dossiers to reach HQ by 20.08.2026. The next rung is Assistant Director/Manager Grade-I at Level 8. The draft Recruitment Regulations 2025 (memorandum of 20.06.2025) propose 80% by promotion and 20% by a separate LDCE confined to SSO/Manager Grade II/Superintendent with two years of regular service in Level 7, and mandatory training within a year of promotion. That too is a draft, and nothing about its papers has been published. In practice, HQ Office Order 159 of 27.07.2026 promoted 27 officials (ad hoc Assistant Directors, SSOs, Managers Grade-II and Superintendents) to Assistant Director at Level 8 on qualifying the Combined Section Officers’ (Grade B) LDCE 2025 conducted by UPSC, not an ESIC-run LDCE.
How to use the six hours
The SSO day is three two-hour papers with a gap between each, from 9 am to 7 pm, and a skill test the next morning. On our arithmetic, each CBT paper gives 1.2 minutes a question, generous for a rule question you know and not enough to look anything up, since no books are allowed. Three points follow from the documents rather than from coaching lore.
Preparation points drawn from the documents
- Paper I is your own work. The ESI Act and the Local Office, Accounts, Medical and Recovery manuals are the rules an Assistant or Head Clerk already applies. Candidates tend to spend least time on what they use daily; the paper tests the text, not the habit.
- Paper II mixes two subjects. Service rules are recall; book-keeping is a skill. Practise double-entry questions on paper, because calculators are banned.
- Paper III is the least ESIC-specific paper. Administrative law and principles of management are standard subjects; the plan names no textbook and no case list.
- Do not skip Paper IV. It is qualifying, with a benchmark of 17 marks out of 50 (HQ letter of 22.11.2024): on the plain meaning of the word, failing it can cost the post whatever your CBT score. The Gujarat circular also lists computer knowledge as an essential qualification for the SSO LDCE.
- No penalty for a wrong answer. On our arithmetic an unanswered question is always worth zero and a four-option guess is worth a quarter of a mark on average, but read the handout’s warning against random guessing in the pattern guide.

What is the syllabus of the ESIC SSO LDCE?

Who can appear for the SSO LDCE?
Head Clerks and Assistants with 3 years of regular service in the grade on 1 January of the vacancy year. The Gujarat circular also names working knowledge of computers as essential.
What is the pay of an SSO in ESIC?

What is the qualifying mark for the SSO LDCE?

The actual cut-offs were much higher: HQ Circular A-22/5/1/2025-E.I (listed 01.06.2026) gives UR 181, 169, 199, 184, 0 (as printed), 197 and 197 out of 300 for vacancy years 2019 to 2025.
Is the SSO LDCE in Hindi?
Yes. The three CBT papers are bilingual, English and Hindi.
Can an SSO sit a further LDCE?
The draft Assistant Director/Manager Grade-I regulations of 2025 propose a 20% LDCE for SSOs with two years of regular service in Level 7. It is a draft and a separate exam. HQ Office Order 159 of 27.07.2026 promoted 27 officials to Assistant Director on the UPSC-conducted Combined Section Officers’ (Grade B) LDCE 2025.
Is 25% of SSO posts filled by LDCE?

Is there a fixed syllabus for administrative law and management?
Yes. A HQ letter of 02.08.2013 approved chapter lists and reference books for Paper III, from the September 2013 sitting onwards, and the 22.11.2024 scheme letter enclosed it again.
